FEBRUARY 3, 2020The Newell City Council met in regular session on Monday, February 3, 2020 at 7:00 p.m. at City Hall with Mayor Justin Melohn presiding. Council Members present were Brian Puhrmann, Pamela Wilken, Steve Smith, Stan Henrich, and Chelsee Bohe. Puhrmann moved to approve the agenda, 2nd by Henrich and all ayes. Smith moved to approve the consent agenda including minutes, bills, and receipts Wilken 2nd and all ayes. Mayor Melohn presented the police report for Chief Lyman. 2 arrests were made last month along with a handful of calls.Melohn presented his report starting with thanking the staff for their continued hard work. Meetings include staff, Census, MLA Part 2 finishing up, and flood meetings coming for residents affected in those areas. Residents in the flood zone did receive a letter from the mayor regarding the next steps. Census 2020 work is ongoing and will be ramping up soon. Board and committees will be updated in March. Public Works Superintendent Daryl Seivert gave updates on water and wastewater usage. The water leak last month used more water than anticipated. He presented an estimate from ISG for the reconstruction of East 3rd Street. The project can be done at once or split into half or thirds. The street has multiple radiuses, manholes, and needs blacktop removal. Seivert and Melohn will plan to meet with the school to discuss logistics on joint blacktop and storm water drainage projects. Sierra Olsen presented the treasurer’s report. Wilken moved to approve the bills and additional bills with the treasurer’s report, 2nd by Puhrmann and all ayes. Olsen is continuing to work on the library and ambulance changes in the system. The carpet was installed in January in council chambers, new flooring coming in clerk office, police office, and bathroom, and bathroom updates in February. Advertisements were sent out for Pool Manager, Pool Lifeguards, and summer mowers. Fire Chief Erie presented Council with a Fireman Summary on meeting, training, fires, rescues, and dry runs, and a report on 22 Fire incidents and locations for 2019. Pat Cross was recognized for being selected by the Fire Service Training Bureau Field Staff. Olsen presented the Ambulance Treasurer’s report. Bohe moved to approve, 2nd by Wilken and all ayes. Mayor Melohn opened the Open Forum. Eric Puhrmann had a few comments including a request for different truck routes while possibly reconstructing East 3rd Street due to safety and cost. He asked if the potholes on Fulton and 5th and Howard can be fixed with cold mix. The open forum was closed. Cemetery bids were handed over by Clerk in sealed envelopes to Mayor Melohn to be opened. There were 6 bids from Bunjes Landscaping, Jeff’s Lawn and Snow, Jay Dahlhauser, Tim Hanson, Eric Puhrmann, and Jacob Peters. The low bid of $13,475 by Eric Puhrmann was moved to approve by B. Puhrmann, 2nd by Smith and all ayes. Motion carried. Council discussed the need for a reserve officer. Currently, the City does not have any reserves. Wilken moved to advertise for reserve officer, 2nd by Henrich and all ayes. Mayor Melohn informed Council that Judy Bodholdt is stepping down from the Library Board. Melohn recommended Jill Johnston for that replacement on the Board. Henrich moved to appoint Johnston as a Library Board member, 2nd by Bohe and all ayes. Ordinance #278 Amend Title I, Chapter 6 Fiscal Management, Article 18 Budget second reading moved for approval by Wilken, 2nd by Smith, Roll Call Vote Bohe, Wilken, Smith, Henrich, and Puhrmann ayes, 0 nays, motion carried. Puhrmann moved to waive the third reading for the ordinance, 2nd by Smith, RCV Bohe, Wilken, Smith, Henrich and Puhrmann ayes, 0 nays. Ordinance #279 Amend Title I, Chapter 1 General Organization, Article 6 Officers, Chapter 5 Boards, Commissions, and Departments, Article 15 – Park Board Employees, and Chapter 2 Administrative Code - Executive, Article 7 Mayor Appointments moved for approval by Puhrmann, 2nd by Bohe, RCV Bohe, Wilken, Smith, Henrich and Puhrmann ayes, 0 nays. Wilken moved to waive the 2nd and 3rd readings of Ordinance #279, 2nd by Puhrmann, RCV Bohe, Wilken, Smith, Henrich and Puhrmann ayes, 0 nays. Motion carried. Volunteer Appreciation Day is February 14th, 2020 to thank all volunteers in our community. The 28-E Sharing Agreement with NF School District for the use of the Newell Golf Course was presented. Puhrmann moved to approve, 2nd by Wilken and all ayes. Olsen presented the certification page of the budget, as the state forms are being finalized and sent out this week to Council for review. The State released budget forms last week. Public Hearing for the City Budget FY 2020-2021 on March 2, 2020 at 7:00 p.m. was moved for approval by Puhrmann, 2nd by Henrich and all ayes. Application for Class C Liquor License for the Golf Course, Sunday Sales and Outdoor Service Area for 8 months, Application for restaurant license for the Golf Course, and Sparky’s One Stop Class C Beer Permit and Sunday Sales moved for approval by Wilken, 2nd by Bohe and all ayes. Speed’s Golf Cars provided the City with a quote for 8 and 10 car leases for the 2020 golf season. Bohe moved to approve Speed’s Golf Cars for 10 cars lease, 2nd by Smith and all ayes. Resolution#2-20 Transfer $7,070.71 from Road Use Tax to Capital Projects to cover attorney fees for West Jensen moved for approval by Wilken, 2nd by Puhrmann, RCV Bohe, Wilken, Smith, Henrich, and Puhrmann ayes, 0 nays.
