DWRM Permitting Metrics used in the Strategic PlanJune 21st, 2011The DWRM Strategic Plan is a management tool for the Director and the management team to assess progress toward priority goals and to make adjustments, as needed, in order to accomplish those goals. The performance measures should be used as indicators as to how well the strategies are working. The Director will review the Plan every six months when performance measures are updated. The plan is also available online at: PA Permitting Metrics report can be used to determine the first four Preferred Measures of Strategy 1 of the Strategic Plan. Below describes how you can use the report to determine each one.From the Strategic Plan:Strategy 1:Reduce Permit Process Time and the Number of RAI’s per Permit ApplicationPreferred measure(s):1. Average Time to Process closed applications, by permit type (MS4s, UIC Class 1 &major Class V’s, WWTP’s [excluding GPs] and PWS [excluding GPs]).2. Average Time in House for closed applications, by permit type (MS4s, UIC Class 1 &major Class V’s, WWTP’s [excluding GPs] and PWS [excluding GPs]).3. Number and percent of open applications with 3 or more RAIs.4. Total number of applications in house for greater than 2 years, all programs (MS4s,UIC Class 1 & major Class V’s, WWTPs [excluding GPs], and PWS [excluding GPs]).5. Total number and percent of permits on the NPDES backlog.Target:For all measures: Reduce from baseline set December 2009. Report by district andTallahassee.Data source:PA and NPDES backlogCollector & frequency:Every 6 months, on June 1 and December 1, SAs, District Office WFAsPermitting Metrics Report InstructionsMeasure 1: Average Time to Process closed applications, by permit type Step 1: Always select Program, District, and Permit Group first. The Strategic Plan looks at permitting by these areas therefore you first need to select your Program, District, and Permit Group on the report for each Measure.Step 2: Set the date rangeApplication Received Date: Jan 1993 through End Date of Strategic Plan Time Period. For a report due in June 2011, the range is Jan1993-May2011. Agency Action Date: Begin and End Dates of Strategic Plan Time Period. For a report due in June 2011, the range is Dec2010-May2011.NOTE: Application Received Date: Start in Jan 1993 to capture all Application Received since a permit issued today may have been applied for years ago. The “through” date should correspond to the end date of the period you’re assessing. In this example, the time period for the June 2011 report is Dec 2010 to May 2011, so May 2011 is the through date. Since we’re looking at Average Time to Process of Closed Applications, the Agency Action Date should be set to Dec 2010 through May 2011, the time period being assessed. Step3: Select StatusCurrent Status: Select ClosedStep 4: TTP (Total Time to Process - The total number of days DEP had possession of the application before the agency action was determined. It is all the DEP 'Completeness Review' time PLUS all the DEP processing time to reach 'Determine Agency Action' end date.)Permit Metric: Select Time to Process (Note: You can select multiple Metrics at the same time by pressing the CTRL key which will allow you to run both Metric 1 & 2 at the same time.Step 5: Export To: Select ‘Excel’ to calculate the averages to report it on the plan. Press the Submit button.Measure 2: Average Time In House for closed applications, by permit type Step 1: Always select Program, District, and Permit Group first. Step 5: Using the same setting as above, also select RAI Count (Requests for Additional Information) RAI Count: 3 or morePermit Metric: NoneStep 6: Export To: Select ‘Excel’ to determine the number of permit applications with 3 or more RAIs. Press the Submit button.Step 7: Calculate the percentage of applications with 3 or more RAIs. Divide the number of RAIs (Steps 1-3, 5-6) by the total number of Open applications to calculate the percentage (Steps 1-4). Measure 4: Total number of applications in house for greater than 2 yearsStep 1: Always select Program, District, and Permit Group first.
