All other information remains the same as in the original request for proposal.Norwalk Public Schools, Propane Autogas System and Propane RFP, Addendum 1, Q and A:Are the current diesel underground storage tanks going to be removed by the landlord and the excavated property backfilled? What is the timeline for that? What is the location of the new propane tanks?Yes, the landlord is required to either remove or backfill the tanks by June 30, 2020. The location of the new tanks is to be designed by the proposer, and must not impede the operation. The RFP call for the installer of the propane storage and dispenser to provide a concrete pad for the equipment. Will the landlord grade the property in preparation for that pad?Yes, we are anticipating that any areas which have been disturbed by the removal of the tanks will be properly graded and ready for use. Will it be the responsibility of the landlord to provide 3 phase power from the existing building to the location of the propane dispenser. Code requires an emergency electrical shut of between 20-100 feet from the dispenser. The side of the building where the power comes out of the building before it goes underground to the dispenser would be in compliance. Additionally, will it be the responsibility of the landlord to install the electrical conduit from the building to the area of the propane dispenser? There should be 3-1 ?” conduits. One for power to the pump, one for communications back to a computer in the building and a spare. These conduits can be plastic underground but need to be explosion proof when coming out of the ground within 15 feet of the propane storage tanks. We are requesting a fully operational, turn-key fueling station in this request for proposal We will be working with the landlord to discern which costs are the responsibility of NPS, and which will belong to them. We do, however want all of the work identified and costs stated including electrical and any subcontracting which may be required. There are references for both 1-1990 gallon propane storage tank and 2 tanks. In the Specification and Response Sheet section page 7, in the Description of Work , it calls for 2-1990 gallon propane storage tanks. In section 4.12, page 10, the RFP calls for a MINIMUM of 1-2000 gallon utogas propane filling station….. I would think this should read 3980 gallon propane utogas filling station (2-1990 gallon tanks). Also on page 16 of the second set of Technical Specifications, the RFP calls for CONTRACTORS should provide pricing scenarios based on a filling station of a Minimum of a 2,000 gallon tank.NPS is hoping to be able to get two 2,000 tanks onto the property. However, we are concerned about space limitations. If a proposer’s design will allow for two tanks, that is preferable. In the second set of Technical Specifications it says the Contractor shall have a minimum of 10,000 gallons of aggregate propane storage within the State of Connecticut. This requirement could be met by someone just owning a propane tractor trailer which is generally 11,500 gallons water capacity and no actual fuel storage. Please change this requirement to a minimum of 30,000 gallons. Page 8 number 4.4 states that propane pricing is to be based on the OPIS price of propane at ?ME.?Belvieu, TX, it should be?MT.?Belvieu, TX.Yes, that is a typo. Please correct to MT Belvieu, TX. There is no response sheet for electrical, concrete pad, or fencing/barriers. Please see new sheet, attached. Would you consider extending the due date for the proposals?Yes, the due date has been changed to May 29, 2020 at 12:00. Since Norwalk City Hall is closed, It is recommended that proposers submit their responses via Messenger service (such as Fed X), However, if this is not possible, you will need to contact Karen Bartron 203-644-8956, for a drop-off appointment.
