By Circular-letter No. 30 of 19 December 1996 (reference (JUR/AN/mc), the ITU Secretary-General informed the Member States of the Union and Sector Members of the Union that the following two terms would be uniformly used by ITU headquarters up to the 1998 Plenipotentiary Conference (Minneapolis, United States), to replace, respectively, the terms “Members” and “members” as contained in Articles 2 and 3 of the ITU Constitution (Geneva, 1992) and No. 238 of the ITU Convention (Geneva, 1992):

Belgium

Communication of 8.I.1997:

BELGACOM announces that the coast station OOSTENDE RADIO has ceased all commercial operation via the radiotelegraph service since 1 November 1995.

Furthermore, OOSTENDE RADIO has taken over the services of the coast station ANTWERPEN RADIO since 1 January 1996.

Communication of 7.I.1997:

Legal time in Hungary will be advanced by 60 minutes from 30 March 1997 at 0100 hours UTC to 26 October 1997 at 0100 hours UTC and thereby will correspond to UTC +2.

Latvia

Communication of 24.XII.1996:

Legal time in Latvia will be advanced by 60 minutes from 30 March 1997 at 0200 hours UTC to 28 September 1997 at 0300 hours UTC and thereby will correspond to UTC +3.

Malaysia

Communication of 27.XII.1996:

Jabatan Telekom Malaysia, Kuala Lumpur, announces that the international prefix “007” for Malaysia will be changed to “00” with effect from 1 February 1997 at 0001 hours. From that date all callers in Malaysia will dial the new prefix “00” (instead of “007”) in order to access the international network.

Turkmentelecom, Ashgabat, announces that on 3 January 1997 all the arrangements for the introduction of the new country code “993” in Turkmenistan’s telephone network will be completed. This new country code “993” will replace the existing country code “7” for Turkmenistan.

After 3 April 1997, access to Turkmenistan’s subscribers will be possible only with the following new numbering format:

+993 XXXXXXXX (an international number consists of eleven digits maximum).

The access code for international calls through the operator is +993 182.
