General Summary of Function/Purpose of PositionProvide analytical support to law enforcement detectives throughout the state of Michigan conducting criminal narcotics investigations as part of the Byrne Jag program. Apply all phases of the Intelligence cycle to assist with criminal narcotics case support.? Maintain efforts to support the Michigan State Police Statewide Drug Enforcement Strategy.? Evaluate tip information obtained regarding possible criminal drug activity.? Conduct thorough research of multiple suspects to provide law enforcement entities investigative connections and additional investigative information.? Disseminate reports to customer base following established guidelines, procedures, and protocols.? Distribute assessments and bulletins based on current trends and methods used in criminal drug activity.? Establish and maintain effective working relationships with analytic counterparts and law enforcement colleagues. Adhere to Byrne Jag program rules, this includes Byrne JAG quarterly metrics collected on case data and reported to the project director and completion of a yearly statewide drug threat assessment. 15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:60Provide analytic support to law enforcement agencies and work units concerning criminal drug activity.? Individual tasks related to the duty:Provide law enforcement with written response to requests and additional case support items such as charts, graphs, maps and assessments.Analyze case information to determine additional associates possibly involved in criminal drug activity.Provide analytical reports to law enforcement agencies linking criminal suspects to multiple investigations. Notify investigators and detectives of information that may impact investigation and prosecution of cases.Receive and document requests for assistance from investigators and detectives.Obtain all case investigative information relating to suspects and victims.Provide investigators with analysis updates and end product case analysis.Utilize multiple law enforcement database systems to gather significant additional case information while maintaining 28 CFR Part 23 compliance.Adhere to MIOC policies and guidelines regarding analytical support for criminal investigations, the use of databases and collection and dissemination of information.Work with additional narcotics analysts and HIDTA to provide case matching and deconfliction.Maintain records of all analytic support provided for all criminal investigations.Coordinate as needed with other agencies to access their information and intelligence products to support writing of a yearly statewide drug threat assessment. Prepare responses to tips for drug teams and patrols operating in the area of the tip.? Identify when tips meet suspicious activity criteria and should be reported to additional agencies.Individual tasks related to the duty:Develop and recommend criteria and guidelines to resolve the needs and issues in working with State, Local, Federal, and private industry.Evaluate information and review intelligence products or reports to determine relevancy and accuracy.Identify criminal predicate and document points of interest for investigation.Support efforts to accomplish the goals of the Michigan State Police Statewide Drug Enforcement Strategy.Link any similar tips and determine when organized criminal activity is identified.Prepare and maintain a record of information searched and disseminated.Maintain tip information within identified database and ensure tip outcomes are documented and case investigations are referenced.Receive tip information and identify criminal drug nexus or other criminal activity.Duty 3General Summary:Percentage:20Attend meetings and training as needed to assist in case analysis and to identify new methods or trends for drug consumption or distribution. Create written analysis and assessments of known trends, and participate in supplying information and analytic comments in monthly products.? Testify in court based on in-depth knowledge of specific case details as required.? Individual tasks related to the duty:Research new technology and available training programs to enhance drug investigation analytical techniques.Contact agency representatives and attend meetings as necessary throughout districts.Perform tasks in line with the Michigan State Police Statewide Drug Enforcement StrategyResearch and coordinate special projects relating to activity as assigned.Provide court testimony and documents that relate to the acquiring of information and the procedures used to analyze the information.?Submit information to the MIOC monthly report related to current narcotics activity in assigned area of responsibility.16. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a Bachelor’s degree in any major.EXPERIENCE:Dept. Analyst 9: No specific type or amount is required. Dept. Analyst 10: One year of professional experience. Dept. Analyst P11: Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service. Experience as a researcher, analyst, investigator, or intelligence professional in the private, public, or military sectors. Experience using qualitative and quantitative methods for assessing intelligence data to glean advanced notice of criminal and/or terrorist activities. Experience applying the principles, concepts, methodologies, and techniques of intelligence in difficult and complex work assignments.KNOWLEDGE, SKILLS, AND ABILITIES:Demonstrate good organizational skills, apply prioritization techniques, and demonstrate flexibility and ability to multitask. Work independently as needed. Identify training opportunities relevant to assigned analytic topic, discipline, or area of responsibility; attend training regularly and apply newly acquired skills to current duties. Provide a full range of law enforcement-related intelligence products and services; when applicable, be fully prepared to deliver effective presentations and/or court testimony. Federal security clearance is required prior to completion of the probationary period with preference given to candidates already possessing a secret or greater clearance. Membership as an intelligence analyst by the International Association of Law Enforcement Intelligence Analyst (IALEIA) prior to completion of the probationary period with preference given to candidates already possessing a certification.
