Office of the Superintendent of Schools MONTGOMERY COUNTY PUBLIC SCHOOLS
Rockville, Maryland
October 18, 2006
MEMORANDUM
To:
Members of the Board of Education
From:
Jerry D. Weast, Superintendent of Schools
Subject:
2005?2006 Suspension Data
The attached tables on the most recent suspension data are provided to the Board of Education as part of our ongoing efforts to increase districtwide accountability for effectively addressing and reducing the Montgomery County Public Schools suspension rates. The data include the 2005?2006 suspension figures along with the suspensions from the previous two years. Additionally, baseline data for the 1999?2000 school year are provided. Compared with the 2004?2005 school year, the countywide rate for out-of-school suspensions for all students remained stable, increasing by 0.1 percentage point to 4.7 percent. However, the suspension rates for African American and Hispanic students remain disproportionately higher than for White and Asian American students.
At all school levels, the district has intensified the programmatic response and monitoring efforts to eliminate the disproportionate suspension rates among student subgroups. During 2005?2006, rigorous academic expectations were established for all students and all groups of students. This included targets for the percentage of schools at or below the anticipated suspension rate. The student-level target designates the percentage of all students and all groups of students at or below the anticipated suspension rate, while the school-level target designates the percentage of schools having all students and all groups of students at or below the expected suspension rate. During 2005?2006, the suspension rates for Asian American and White students were at or below the expected rates at all levels (elementary school, middle school, and high school). The suspension rates for all students and all other groups of students were above the expected rates.
The district is committed to publicly reporting progress on the milestones in Our Call to Action: Pursuit of Excellence. Progress toward meeting each milestone is measured by data points. Suspension data are used to measure progress toward eliminating the disproportionate suspension rate of African American and Hispanic students.
I will continue to keep you informed on our ongoing efforts to monitor and reduce student suspension rates.
