PROJECT OVERVIEW AND BACKGROUND1.1OVERVIEWA rare and exciting opportunity exists for a suitably experienced Café operator to stamp their mark on regional Victoria’s newest sporting facility and to be one of only few food and beverage retailers in one of the region’s key residential growth areas.Mildura Rural City Council is seeking expressions of interest from suitable persons/companies to operate the Café located at the multi-million dollar Mildura South Regional Sporting Precinct on the corner of Deakin Avenue and Sixteenth Street, Mildura.It is intended the café will be open to the public in line with the opening of the Mildura South Regional Sporting Precinct which is scheduled for mid-July 2021 or as otherwise agreed between the successful operator and Mildura Rural City Council. A negotiated lease will be available to the applicant who shows an understanding of quality food, the marketplace and provides a business plan that shows innovation in developing the business to cater for individuals and organisations using the precinct.1.2FUNDING & GOVERNANCEThe construction of Mildura South Regional Sporting Precinct is a jointly funded project with the Australian Government, Victorian Government and Mildura Rural City Council with contributions from a range of sporting bodies which will occupy the precinct. The precinct is managed by Mildura Rural City Council and is part of the Leisure & Cultural Services branch of the Community Department. The Precinct Manager, employed by Mildura Rural City Council, will be stationed at the precinct along with operational precinct staff members, so all will be on hand to assist the incumbent with any queries on a day-to-day basis.1.3DESCRIPTION OF THE NEW PRECINCTThe precinct is being developed in two stages and construction of stage 2 will commence after stage 1 is complete and is operational.Stage 1 facilities include:Six Court Multi-Sport Indoor Stadium Fixed Spectator SeatingChange Rooms and Medical RoomCafé and LoungeReception and FoyerAdministration Offices and StoresFirst Floor Function and Social RoomsRegional Standard Outdoor Sporting Oval with LightingSpectators AreaSeparate Pavilion to service main oval and netball courts inclusive of change rooms, official and public amenities, kiosk and coach boxesTurf Wicket on the Main OvalFour Outdoor Netball Courts with Lighting Cricket Training FacilitiesStage 2 of the project is planned to include:Second Multi-use Oval which can be configured to accommodate a range of sports (serviced by additional change rooms).Completion of Sealed Car Parking including Lighting Squash Courts and Viewing AreaSports Administration Hub situated on Level 1 to be leased to external sporting bodies.1.4WHAT THE PRECINCT WILL OFFER – PRODUCTS AND SERVICESThe Mildura South Regional Sporting Precinct (MSRSP) is a major new development planned over several years by Council in conjunction with the community.The precinct will provide a home for five local indoor sporting organisations which will generate an estimated 200,000 venue visitations each year when complete. Scheduling has currently been undertaken for the summer indoor sporting schedule which has indicated an estimated 3,500 visitations per week.The precinct will also provide a new home for the South Mildura Sporting Club for its football and netball activities. The regional standard facilities will enable major events including concerts, conferences and national and regional sporting competitions, in addition to being a preferred venue for local sporting finals matches and championships.The precinct will also accommodate the need for open space and passive leisure activities including function rooms to meet community social needs in this key residential growth area.Council will invest into the precinct through management, marketing, events and advertising to ensure its focus as a major attraction and destination.Generally the precinct will be staffed from 3pm to 11.00pm Monday to Friday unless activities are being delivered by internal program staff or external hirers. Saturday and Sunday opening will be determined by bookings for competition and training events. Current requests for hire indicate usage throughout weekends from 9am.To maximise use of all facilities during off-peak times, recreation program staff will be appointed to conduct classes, activities and non-club competitions. The venue will also be available for walk-up customers to make use of facilities for unstructured recreation activities or to access the café.1.5THE CAF? – PRODUCTS AND SERVICESThe approximate size of the Café is 108m? of kitchen, storage and serving areas that includes cool and dry storage rooms. The area also has an adjacent shared space, as part of the common foyer, of approximately 311m? for chairs and tables. The precinct will also feature immaculately displayed gardens and outdoor leisure spaces, so the successful operator will have the opportunity to situate further seating in the outside spaces. The Café will offer food and beverage for competitors, spectators and visitors to the Precinct. This EOI is seeking suitable operators who propose to provide any or all of the following services:Quality food and beverage products including healthy options Liquor sales for consumption within the precinct licensed areasCatering service for functions and events throughout the precinct upon requestOption to attract and host functions and events in areas outside the leased area within the precinct subject to commercial hire conditions for that space (e.g. First Floor Function Rooms)Option to cater for the tenants/hiring groups in social and function rooms for functions and events including the stadium court hallIt is expected that some of the tenants will provide their own food and beverage services from the function rooms or Pavilion canteen, however, the opportunity will exist for the Café Operator to negotiate with these organisations to provide catering services for functions or events if desired.Respondents must be able to demonstrate the manner in which they will work with Council and precinct management on a collaborative basis to ensure the Café adequately serves the needs of the precinct customers and the broader community.1.6CUSTOMERSWho is the market?Regular tenants of the precinct will include:Mildura Basketball Association Mildura Netball AssociationSunraysia Volleyball Incorporated Mildura District Badminton Club South Mildura Sporting Club.The precinct is currently formulating its draft schedules with user groups and based on demand is exceeding expectations on court usage. The popularity of basketball, in particular, amongst players’ young and old has caused excellent demand for the precinct’s facilities. This, along with accompanying parents, friends and relatives, will create a high level of foot traffic to attend trainings, matches and tournaments scheduled throughout the respective seasons. There will also be a number of staff from a range of different local sporting bodies who will be working at the precinct during office hours, who would intend to use the café to meet their food and beverage needs throughout the working day. The venue will also be available for walk-up customers to make use of facilities for unstructured recreation activities or to access the café/kiosk. There is only limited food and beverage options south of Fifteenth Street, so it is expected that the precinct and its surrounding gardens will be of high appeal to residents within the locality. Other customers will include event coordinators, social and family groups, schools and other sporting organisations. In addition, the precinct will play host to a number of state and regional sporting events, including competitions, tournaments, gala days and exhibitions. All of these events are expected to drive high amounts of foot traffic to the precinct where the café operator would have negotiable rights to food and beverage sales.1.7THE CAF? SPACEAccess to the Café is central to the Precinct through the main entrance and foyer on the ground floor. Direct access to the café is also via an exit straight out into the Main Oval area of the precinct.Entrants to the precinct will be met by the ground floor foyer and lounge area, which spreads across approximately 311m? and provides access to all public functions of the building. This air-conditioned area will feature chairs and tables, displayed artwork, and several television monitors which will display relevant precinct information, court hire bookings, function details, advertising and any other appropriate relevant information. As entrants walk to their left in the ground floor foyer, they will be met by the café servery and precinct reception area, which spans 46.9m? and provides occupancy for approximately 210 people. This area will not only serve as a first port of call for incoming users, but will also feature glass double door fridges, blenders, wash-up sinks, hot food display casing, cold food display casing, boiling/chilled water unit and a commercial coffee machine. A television unit will be affixed to the wall, able to display relevant precinct information, or menu options provided for by the café operator. Behind the servery of the café sits the commercial kitchen, which can occupy up to five staff and features easy-to-clean vinyl flooring. The commercial kitchen area is approximately 40.1m? and includes both cool room and dry storage subareas. The commercial kitchen is also fitted with an 8 burner cooktop, 1200mm range oven, deep fryer, hand wash sink, wash-up sink, commercial dishwasher, a second boiling/chilled water unit and a commercial range hood for the café operators use. The dry storeroom area within the commercial kitchen is 13.1m? whilst the cool room measures at 8.6m? and is fitted with refrigeration panels and 400-500mm deep fixed shelving for food and beverage storage. The total approximate size of the Café and commercial kitchen is 108m? with seating for approximately 36 people internally. An external area is also available in the outdoor sports area for the café operator to situate further seating with views of the premier oval, the maintained garden areas and any further stage two works that will be undertaken in 2022. The Café operator will have the opportunity to open outside core operating hours of the sports programs to cater for local residents or visitors. The successful operator will have the opportunity to cater for functions and events as mentioned above should they wish in negotiation with Mildura Rural City Council or to be included on a preferred caterers list to be distributed by Mildura Rural City Council to function room hirers. 1.9FUNCTION AND CAF? OPERATIONSThe operator will have use of the Café kitchen, inclusive of all commercial equipment and access, for café operations.The Mildura Rural City Council, in partnership with the Victorian Government, aligns with the Healthy Choice guidelines, which help make sure that healthy foods and drinks are offered and promoted. The incoming operator must abide by those guidelines to ensure that users are offered healthy alternatives in their food and beverage selections. 1.10MARKETING AND ADVERTISINGThe successful operator will be responsible for managing, creating and paying for all marketing and advertising of the operator’s catering and functions within the precinct.All advertising and marketing materials and activity must be approved by the precinct management.1.11OUR VISION FOR OUR PARTNERThe inclusion of a Café within this precinct in a rapidly-growing residential area is a new and exciting opportunity for the potential operator.We seek a partner who is going to understand the importance of a major new sport and leisure facility in Mildura and understand our customers and visitors and the potential growth opportunities from the local community.
