In a small bowl, combine Ancho chili powder, crushed red pepper and salt. Add shrimp and coat with spice mixture.2. In a large skillet over medium heat, melt 2 tablespoons butter. Reduce heat to medium and add 2 tablespoons butter to skillet. Cook shallots and garlic for 2 to 3 minutes, until fragrant. Add wine and cook for about 5 to 7 minutes, until wine reduces by half.
