Background:

The Maine Department of Transportation policy has been to adopt revisions to the Manual on Uniform Traffic Control Devices as they became approved by FHWA and posted on the FHWA website. There has been a major update to the Manual which is being distributed to staff. This major update has significant traffic engineering impacts and the Department needs time to fully assess the impacts of these changes.

Applicability:

This policy applies to all ongoing operations until further notice.

Policy:

The Maine Department of Transportation will adopt as a standard the 2009 Manual on Uniform Traffic Control Devices with the following exception: Language in Section 1A.09 and 1A.13 will revert to the 2003 MUTCD wording. Specifically, in Section 1A.09, under Guidance: “The decision to use a particular device at a particular location should be made on the basis of an engineering study or the application of engineering judgment. Thus, while the Manual provides Standards, Guidance and Options for the design and application of traffic control devices, it should not be considered a substitute for engineering judgment.
