NJROTC ProgramThe Naval Junior Reserve Officers Training Corps Program is a ninth through twelfth grade citizenship-leadership program sponsored by the Navy at?Arlington Heights?since 2002. Nationwide and overseas there are over 583 high schools with Navy programs.?There is no military obligation associated with JROTC whatsoever; however, cadets are eligible to receive special privileges such as eating at base dining facilities, and shopping in base exchanges while on field trips. If a cadet satisfactorily completes three years of NJROTC and enlists in any branch of the armed forces after graduation, he or she may enter at an advanced pay grade, as much as eighteen months ahead of the other recruits. Completion of two years of NJROTC satisfies the physical education requirement for high school graduation. In addition, there are NROTC scholarship and?Naval?Academy?opportunities for?outstanding?NJROTC cadets.Instructors:There are two NJROTC instructors at Arlington Heights High school. Retired Commander Lance Fisher is the Senior Naval Science (SNSI) served in the United States Navy for 22 years and working on his fourth year with the school district. Retired SgtMaj Frank Fiallo is the Naval Science Instructor (NSI) served in the United States Marine Corps for 30 years and has been working for the school district for fifteen years.Class procedures:Academics: The Navy furnishes a textbook for each cadet. Subject areas in the four-year program include: career opportunities in the armed services, naval history, maritime geography, oceanography, meteorology, marine navigation, survival, land navigation, and leadership. Cadets will spend about forty-five minutes of each class period engaged in academics.Military Performance/Uniform Wear: A requirement of the program is for each cadet to wear the prescribed uniform at school one day each week, normally on Wednesday when their naval science class meets. The Navy provides all uniform items at no cost to the cadet other than occasional cleaning. Most of the uniform items are washable except for the service dress blue jacket, relaxed fit jacket, black garrison cap and tie. Cadets must pay for lost or damaged uniform items. On uniform day, each cadet is inspected and note the discrepancies. Then he/she is assigned a military performance grade; with minor discrepancies, a grade of 90 or above is normal. If a cadet is absent on a uniform day, he/she must wear the uniform prior to the end of reporting six weeks with no grade penalty. If a cadet does not wear the uniform on uniform day, he/she must wear the uniform prior to the end of the reporting six week and will receive a minimum grade of 70 minus decrepancies. If the cadet does not make up the uniform day, he/she will receive a grade of zero. For all uniform make-ups, the cadet must check in with the naval science instructor before the first period and receive a make-up sheet to be signed by every teacher confirming that he/she wore the uniform in class. If they fail to wear the uniform as required, cadets will receive a grade of zero.Please refer to the link for the Cadet Field Manual and Cadet Reference Manual regarding uniform regulations.Unit Formations: The cadet staff organizes and conducts unit formations as required. All cadets will wear the assigned uniform to participate in required events. The Platoon Commander or an assigned senior Officer will conduct that week's uniform inspection under the supervision of the naval science instructors. This allows the unit leaders to become familiar with their cadets and also helps the under class cadets know their leaders. We may also practice unit or platoon drill to prepare for our Annual Military Inspection. We will announce the date of the formation and uniform well in advance to include a letter notifying parents as well. Those cadets who cannot attend, parents must notify the naval science instructors well in advance via phone call; not after the fact.Grooming Standards: When the cadets wear the uniform, they must conform to Navy grooming standards outlined in their Cadet Field Manual and Reference Manual.?For males, hair must be smoothly tapered on the sides and the back, must not touch the ears nor be longer than four inches on top. Side bums may not extend past the middle of the ear. Unlike active duty sailors, cadets will not be required to get a fresh haircut once a week. Generally, the cadet can go 3-4 weeks in between haircuts. In our inspections, we will give the cadets a warning on when it is time to start looking at getting a haircut. If the cadet reaches a point where the haircut is inappropriate for wear in the uniform, the cadet will be given a failing grade and a phone call to the parents. The instructors are ready to assist and advise cadets who have problems getting a proper haircut due to financial or other reasons.?For females, hair must be arranged so that it does not fall below the bottom of the collar. If put up, the style must be against the head, that is, not a ponytail or other such an arrangement.While in uniform: Male cadets may not wear earrings while they are in uniform. Female cadets may wear one earring per ear lobe, gold stud only, while in uniform. Neither may wear any other facial jewelry while in uniform. Participation in class: We expect that our cadets will participate in the course activities including military drill, current events, group discussions and physical fitness. We will assign a participation grade for most of these activitiesPhysical Fitness: Since our course satisfies the physical education requirement for graduation, we do have some physical fitness testing and training, usually on the last class day of the week. Once each semester, we will administer the Navy Physical Readiness Test to all cadets. We will announce the dates of the test and make-up day well in advance. Those who are absent on the test day may make up on the following PT day. This is the only opportunity each semester to earn (or lose) the physical fitness ribbon. For all physical fitness training, the cadets must wear the Navy T-shirt, and athletic shoes. We conduct military style physical fitness; our normal routine is stretching, calisthenics and individual runs. We strive for effort and participation, realizing that our cadets have varying levels of fitness. On different PT occasions, we will play soccer, football or another team activity.?If a cadet has an injury or a medical issue that prevents him/her from participating, the parent should send an e-mail to (lance.fisher@) or call 817-8151043/1044 and leave a message. A doctor’s excuse will be required?for repeated notices or for long-term excuses. Even if a cadet has an excuse, they still should dress out for a grade and do what they are physically capable of doing. Cadets who forget their PT shirt, they will receive a failing grade of 69 and will be given incentive PT. Also, cadets will be required to do work details around the school area. If they refuse to do the assigned task, cadets are subject to a referral. Grading percentages: These are the grade percentages assigned in NJROTC for School Year 2017-2018. They may be modified at the discretion of the SNSI.?We post cumulative grades in the portal each week so parents and cadets have visibility of their progress.Academic Exams/Quiz-10%? Military performance (uniform wear)-50%? Participation (physical fitness, current events)-15%? Required Events-25%? Final exam (includes practical exam)-.7%Required Events: The following are required events in which cadets must attend unless otherwise excused. Parents are liable to call the instructors well in advance unless an emergency occurs for the cadet to be excused. Area Manager Inspection (AMI) Veteran’s Parade Mess Night Final Review Military Ball?Health screening and Standard release forms: The Navy requires that each NJROTC cadet completes a health questionnaire and a standard release form. The Heath Screening form?recommends/request?pre-participation sports physical?only?if the cadets answers to any of the questions with a yes (Call the ROTC office for guidance). The Navy JROTC?requires?Physicals for the Rifle team, the summer leadership and Basic academies. The Navy requires that these forms be maintained in the cadet’s ROTC folder so we ask that you sign and return the forms as soon as possible.?Tardy Policy: The Navy ROTC will follow the high schools policy. The SNSI/NSI awards a cadet detention after the second tardy and will follow with a phone call to the parent. Subsequent tardiest will be handled by administrators.Probation: Cadets who fail to meet the minimum standards of the program will be placed on probation with a letter detailing the discrepancies and remedies. Dishonesty are also grounds for probation. Parents or guardian will sign and return the letter to the SNSI. If the cadet continues to fail to meet the requirements, The SNSI reserves the right to remove the cadet from the program. The guidance counselor will transfer the cadet to another class. This program is not for everyone.Extracurricular Activities: We encourage our cadets to participate in school or NJROTC extracurricular activities. Some of our activities are drill team, color guard, rifle team, etc. Other after school extracurricular activities include athletic teams, cyber patriot teams and academic teams. Participation in these activities adds an extra dimension to their high school experience and develops leadership and interpersonal skills.??Participation in extracurricular activities and academics is weighted heavily when selecting cadets for promotions and staff positions.?Inter-NJROTC Competition:?During the school year, cadets have the opportunity to compete with the other schools around the northern Texas. Cadets are encouraged to join any of the one team. ?Color Guard-Drill Team: The Color Guard presents the colors at athletic events, civic functions and other activities upon request throughout the year. Color Guard members should have prior marching experience learned through drill team experience or have at least one year in NJROTC. Unarmed drill team membership is noncompetitive and all cadets are encouraged to join. The armed and unarmed drill teams learn basic and exhibition military drill. ?Rifle Team: The rifle team practices at 7:30 am. This means that each prospective member must complete the form package and obtain a blue clearance form from the athletic department before they can try out. They also must meet academic eligibility requirements. Each year, many cadets do not participate because of failure to meet these requirements. Promotion System: Cadets earn promotion test through voluntary system. Promotion test will be offered on Fridays after school. Cadets competing for Commanding Officer (CO), Executive Officer (XO) and Master Chief Petty Officer (MCPO) must be recommended by their teachers. Marginal academic and overall performance will not be considered for CO, XO and MCPO. Here are the requirements for promotion:Must pass all academic classesFor Seaman apprentice, must pass open book test (chapter one of cadet field manual (CFM))For Seaman, must pass (chapter two of CFMFor Petty Officer 3rd Class, must know all orders to the sentryFor Petty Officer 2nd class, must know leadership traitsFor Petty Officer 1st class, must know leadership principlesFor Chief Petty Officer, must attend Basic Leadership Academy (BLT)For Senior Chief Petty Officer, must have BLT and Leadership TestFor Officer, must attend Leadership Academy (LA)Subsequent Officer promotion will be based on time in grade and performance (TIG)Standards of Conduct for Leaders: The SNSI appoint cadet officers and chief petty officers to specific jobs within the program. Because of their positions of authority and responsibility, cadet officers and chief petty officers must conform to high standards of conduct. Failure to meet them will have consequences. The cadet officers themselves developed the following standards:Must wear uniform all day on uniform days. Must maintain a 2.5 grade point average in naval science. Must encourage academic and extracurricular performance in cadets. Must set the example for military bearing. Must assist instructors to eliminate hazing and sexual harassment. Must have satisfactory school attendance. Must strive for personal excellence in school performance. Should participate in unit and school extracurricular activities. Should participate in unit fundraisers and community service projects. Must assist instructors in enforcing proper uniform wear by other cadets. Must attain the physical fitness standards for chief petty officer on the semester physical fitness tests.Field Trips: There will be several field trips this year. One of the visits is to Corpus Christi, Texas, participation to these are strictly voluntary. Cadets will not take part in field trips who lack self-discipline, are disruptive in class, or are failing. Furthermore, the instructors will consult with teachers in any case the cadet is not academically proficient or has behavior issues in other classes. The SNSI will provide a letter to the parents describing details of each trip.Scholarships: Cadets who complete up to three years of NJROTC gain a slight edge in the competition for NROTC scholarships and?Naval?Academy?appointments. The best advantage is being counseled about admissions requirements early in their high school tenure, which allows serious cadet time to complete the requirements. Qualified NJROTC cadets who have demonstrated solid leadership traits and have been successful in the NJROTC high school program may be given special consideration for NROTC college scholarships.?Military Ball/Awards Ceremony: The unit will have an annual Military Ball and awards ceremony in the spring; attendance is mandatory and the cost is $30 per person prior to the event and $35 at the door. The male cadets will wear the service dress blue uniform and female cadets will wear an evening dress (Long or short is permissible). Male civilian guests must wear coat and tie. Fund-Raising: Fund-raisers are highly encouraged to defray expenses not reimbursed by the Navy. Participation is voluntary. This year the unit will sell candy. Those cadets who sell candy will have priority on field trips. Leadership?Academy: Each summer in June cadets are offered the opportunity to attend one of the academies. This is demanding and very physical training. Those cadets interested in attending should prepare early in the spring by a program of running, and strength exercises such as push-ups and curl-ups. They must pass the physical fitness test before attending. Annual Military Inspection: The Navy requires the Area Manager to inspect the unit during the school year to ensure compliance with the rules of the program.?It?begins with a personnel inspection in the morning followed by a parade with a pass-in-review. In addition, each platoon demonstrates military drill and the drill teams will perform their routines to include the Color Guard. In the afternoon, the cadet staff will brief the inspector on their goals and accomplishments. Then the inspector will inspect supply and admin. We will have several practices before the inspection. Because absences greatly affect our grade from the navy, we may not allow cadets with unexcused absences to participate in the field trips or the unit picnic.?Community Service: Under the direction of the SNSI, the cadet staff will plan several community service projects during the school year. Participation by the cadets is voluntary but will be invaluable in their citizenship development. They will earn the community service ribbon if they participate in two of our projects and earn ten documented hours. We will notify the cadet or in some cases, we will send home notices prior to any of our community service projects.?School Cleaning: As part of our leadership and citizenship training our cadets are the custodians of their portable. We assign them cleaning duties periodically; we have the necessary gear, including rubber gloves for cleaning. We expect our cadets to be model citizens in their portable and surrounding area; the program does not allow drinking (except for water) or gum chewing in the classrooms at any time.
