Then they can be used to prepare certificates once the contest is over. Make sure that you or the contest chair have prepared the participant certificates ahead of time. Ensure that all contest volunteers and contestants are in good standing and eligible to participate. Appoints and counsels voting judges, counters, timers, and a secret tiebreaking judge.Acting as chief counter, appoints three assistant counters, and provides each of them with the Counter’s Tally Sheet (Item 1176).Encourages all speech contest officials to view the online Speech Contest training at tlc.Ensure that the timers have been provided a convenient timing location in the roomConducts the judges’ briefing for voting judges, counters, and timers.Day of the Contest..Before the Contest:Brief Tiebreaking judge in private before the regular briefing. The only difference is that they list all contestants on the tear off ballot. Chief Judge collects Tiebreaking judge’s ballot, not counters. Chief Judge holds Tiebreaking judge ballot is not counted with the others. It is only examined to break a tie. For the International contest at the district level the documents must be retained for 24 hours securely.Counters Briefing:Collect ballots as advised by Chief Judge, either at the break or end of the contest.Leave room with Chief Judge to prepare counting, Chief Judge will be in the room to help themIn the counting room, the ballot counters will tabulate the results of the contest using the Counter’s Tally Sheet (Item 1176). On the Counter’s Tally Sheet, each contestant receives points for being ranked first, second, or third place on a voting judge’s ballot.In order for a ballot to be valid, judges shall:Complete their ballots by entering their choices for first, second, and third place.Sign and print their names on the ballot.Unsigned ballots cannot be counted and should be given to the chief judge.Tallying points, Three points are scored for each first-place ranking.Two points are scored for each second-place ranking.One point is scored for each third-place ranking.Once all points are entered, the ballot counters compute the total points for each contestant and enter the totals on the bottom of the tally sheet.Point totals must be verified by all ballot counters before results are entered on the sheet. Contestants are then ranked on the bottom of the tally sheet according to number of points scored.In the event of a tie, the chief judge will consult the tiebreaking judge’s ballot.Chief Judge Handles DisqualificationsTimers Briefing:Chief Judge reviews the Speech Contest Time Record Sheet and Instructions for Timers (Item 1175) with the timers.Provide a stopwatch to timer.Ensure the times will be seated at a location visible to the speakers.Brief the timers in the proper use of the timing equipment, if necessary.Start timing at first verbal or non-verbal communication. Record time on timing sheet, Do not indicate to the contestant or anyone else if he / she goes over time. Just write the time down on timing sheet.Hand timing sheets to Chief Judge only.Note on timing sheet if any timing ‘malfunctions’ occurred for any contestant.All timing results are confidential and should not be shared. Do not discuss any part of the process outside of this room.All rulebooks, expired ballots and contest supplies should be returned to the chief judges for proper disposal.Disqualification on OriginalityTwenty-five percent or less of the speech may be devoted to quoting, paraphrasing, or referencing another person’s content. Any quoted, paraphrased, or referenced content must be so identified during the speech presentation.Before all contests, every contestant must certify in writing to the chief judge that the content of their speech is or will be substantially original by using the Speaker’s Certification of Eligibility and Originality (Item 1183).BiasFollow the judge guidelines. This is Not an evaluation. Judge strictly on merits on the speech observed. Don’t mark the speaker up or down based on someone’s previous performances. Don’t mark someone down in one category based on their performance in another. Score grammar in the grammar section and speech value in the speech value section. The form and its guidelines will help you be a more objective judge.It’s not a popularity contest. Judge the speech, not whether you like someone or not.Don’t penalize or favor based on speaking order. ................
