Title: Payroll Specialist – Non-Exempt

|Under the direction of the Director of Finance, and in accordance with established policies and procedures, the Payroll Specialist is responsible for setting up |

|and processing the payroll for Consumer Directed Services (CDS) clients. This includes timely preparation of all applicable federal, state, and program required |

|reporting. |

|Job Qualifications: |

| |Must have a high school diploma or equivalency. BS or BA in business, accounting or relevant field is a plus. |

|Education: | |

| |Must be proficient in Word, Excel, and entering data at high speed in standard accounting-type database. Records maintenance skills. |

|Skills: |Solid understanding of accounting fundamentals and payroll best practices. Ability to maintain composure and work well with others in |

| |high volume environment. |

| |Five years or more experience in high volume data entry environment. Proven experience as payroll specialist or payroll manager. Very |

|Experience: |good knowledge of legislation and regulations of the field. Must be able to pass criminal background requirements of agency licensed |

| |by the HHSC. |

|Other: |Reliable transportation, proof of auto liability coverage, and a valid driver’s license required. Must be able to pass drug test and |

| |criminal background check requirements of agency licensed by the HHSC. |

|Environmental and Working Conditions: |

| |

|Works in a routine office environment. Noise level may be moderately high. Will need to be flexible with work schedules and periodically work extended hours. |

|Physical and Mental Effort: |

|Visual/hearing ability sufficient to comprehend written/verbal communication. Able to deal effectively with stress. Work requires the physical demands of sitting,|

|standing, bending, lifting, stooping or performing other work requiring light physical exertion on an intermittent basis. |

|Essential Functions: |

|Set up new clients into payroll system, Timekeeping & Billing systems; apply for EIN, TWC Account number and other governmental required documentation or accounts |

|for new client; create budget sheet link to client main page. Update client information when it is necessary. |

|Ensures timely preparation of CDS federal reports (IRS, W-2, and W-3, 1099s, Quarterly Tax-940, 941) along with other payroll related reports. Maintain and update|

|client’s TWC rate, and W-4 as well as other federal forms when applicable. |

|Import time reports from time keeping system to Payroll system, verify hours worked, pay rate, garnishment and bonus are processed accurately. |

|Research payroll issues and coordinate resolution with the Director of Finance. |

|Responsible for CDS TWC reporting, correspondence requests, new accounts and deletions. |

|Provides oversight to ensure client needs are met in accordance with agency Core Values. |

|Monitor state regulations, contract requirements and internal written policies and procedures to assure all program and state licensure requirements are met. |

|Maintain and continuously improve written policies and procedures (with prior approval from CEO) to assure all assigned program and state licensure requirements |

|are met. |

|Prepare and execute pay orders through an electronic system or distribute paychecks. |

|Administer statement of payment to personnel either electronically or on paper. |

|Calculate the correct amount incorporating overtime, deductions, bonuses, etc. with assistance of a computer system. |

|Responsible for investigation and resolution of disputes, complaints. |

|Respond to all client complaints within required timeframes to meet human needs in the manner prescribed by agency procedure and licensure requirements. For each |

|complaint, identify preventive solution and implement as required. |

|Maintain and continuously improve standards for client records and ensure records are established and maintained. |

|Trustworthy with attention to confidentiality. |

|Outstanding organizational ability with great attention to detail. |

|Excellent communication. |

|Maintain current knowledge of the requirements and regulations governing assigned programs. |

|Meets all mandatory continuing education requirements of agency. |

|Assists with the quality improvement programs by monitoring all aspects of assigned programs and makes program modifications where indicated. |

|Responds to CDS Wage Verification Requests. |

|Carries out other duties as assigned |
