Sheila Wooten seconded. Motion approved: 14-0.Conference UpdatesThe conference announcement regarding Fall sports will be distributed at 12:000pm (July 13). The CIAA, SIAC, and CCAA have previously announced that they will not be playing sports in the Fall. The ECC, NE10, PSAC, GNAC, and RMAC are moving in that direction as well. The NE10 and PSAC have meetings this week and will likely make their decisions regarding Fall 2020. The MIAA is recommending the low contact sports be played in the Fall semester (ie. Softball, baseball, cross country, tennis, etc.).Dan has had conversations with Bob Dranoff and Julie Ruppert regarding scheduling volleyball in conjunction with basketball beginning in January. Playing those two seasons early in the semester would reduce the burden on facilities and staff for the remainder of the Spring. The Presidents Council has charged the Directors Council with developing schedule options that end during the academic year. They will review these options during their July 21st virtual meeting. The importance of allowing practice activities and or small group instruction during the Fall semester was emphasized to the Presidents Council. It is vital to keep the student-athletes engaged and involved with their coaches and teammates in a safe manner. This may assist with retention of student-athletes and highlights the importance of coaches working on campus throughout the year.Restructuring 2020-21 SchedulesThe conference will need to seek a waiver of the seven-day dead period over Winter break (bylaw 17.02.18). Basketball and volleyball play 19 contests over 21 dates. If competition in those sports begins on January 2nd, practice will need to begin in early December to ensure student-athletes are physically prepared for the season. There will be several weeks during the season where teams will need to play three games (ie. Tues – Thurs – Sat). The DC agrees that the best option is to play the volleyball season in conjunction with basketball.Keith Davie has concerns regarding cross country and track and field being conducted in the same semester. The conference proposed a cross country championship date two weeks before the track and field championship to allow recovery time for distance runners. The conference only hosts one event in each sport, therefore, schools will need to work together and with other regional opponents to schedule additional meets. If cross country student-athletes only compete in the conference championship, they will still be using a season of competition (unless they suffer a season-ending injury). The conference plans to provide a championship opportunity in all sports, including cross country. Provided institutions plan to compete in cross country, they can participate in the championship. Students may not run unattached if their school does not plan to sponsor the sport going into the season. If a few individuals from schools who are sponsoring cross country compete in the championship, they can place as individuals. The CACC can develop a survey to gauge interest in hosting a conference championship in cross country. Regional tournament opportunities may be available with the other conferences in the region if the NCAA does not move Fall championships to the Spring. Post will be conducting classes online in the Fall and will not have any students on campus for athletics activities. Wilmington may implement a similar structure for the Fall.The Spring sports schedules will remain the same. Our current conference schedules meet the NCAA minimums for sponsorship and selection with the exception of men’s lacrosse. Our men’s lacrosse schedule has six games which meets the sponsorship minimum (6) but does not meet the selection minimum (7). Schools will need to add a non-conference match in order to be eligible for NCAA post-season selection. The proposed soccer schedule begins March 2nd. 14 dates will be needed to play 12 conference matches. Playoffs would begin on April 19th. If the NCAA does move Fall championships to the Spring, we may need to further adjust our schedules. Tom Shirley suggested we reduce the post-season format to a two-team playoff. The group agreed that games can be scheduled on the Thursday and Saturday of Easter weekend, but not on Good Friday or Easter Sunday. Ronnie Palmer confirmed that Watertown Country Club has the flexibility to host our golf championship in the Spring. Women’s tennis and men’s tennis would rotate throughout each week to avoid conflicts for coaches. Women’s tennis plays nine matches and men’s tennis plays 10 matches. The group discussed various options for activities during the Fall 2020 semester. Much will depend on federal, state, and local public health guidelines, however, conference guidelines can be provided. Institutions will have the autonomy to implement additional restrictions. Laura Liesman made a motion to begin the nonchampionship season two weeks after the first day of classes (25 opportunities in a 45-day window; 15 hours per week). Kathy Laoutaris seconded. Tom Shirley requested the hours per week be limited to eight with no more than four being spent on team activities. Laura Liesman made a friendly amendment to allow eight hours of activities beginning two weeks after the start of classes and ending one week prior to the start of final exams for the Fall 2020 semester. Kathy Laoutaris seconded the friendly amendment. Motion approved: 12-1Several schools plan on conducting student-athlete orientation in a virtual format.The proposed Spring schedule format and activities policies will be updated and shared with the Presidents Council for approval during their July 21st virtual meeting. The group requested the approval process be expedited to allow institutions to inform student-athletes as soon as possible. Each AD should discuss the proposal with their President prior to July 21st.Travel and Competition Policies (Supplement #2)The Presidents Council approved the travel and competition policies and recommendations with a few changes. They removed the piece under best practices about not requiring “inner bubbles” to maintain social distance and wear masks while traveling or while on the bench/sidelines. The language was altered to recommend that team members maintain social distance and wear masks. The second temperature screening requirement for officials who register an initial temp of 100.4 or above on a non-contact thermometer was removed. All references to Fall competition and travel were removed -- The policies and recommendations will apply to when the conference returns to competition during a pandemic.Tom Brennan asked if the conference will have testing mandates and protocol. The conference does not currently have plans to implement testing protocol at this time. The NCAA may be distributing strong recommendations regarding resocialization and testing.Other Business/DiscussionThe Championships Committee should reconvene to discuss format and structure changes.Virtual meeting adjourned at 1:50pm ................
