CALL TO ORDER:

Mr. Maloney called the Stationary Engineer’s business meeting to order at 10:20 a.m.

APPROVAL OF MINUTES:

Motion (I) was made by Mr. Norris, seconded by Mr. Restivo and unanimously carried by the Board to approve the business minutes of the October 20, 2009, minutes without corrections.

COMPLAINT COMMITTEE REPORT:

SENG Complaint # 09-0004 The Committee reported that it reviewed 1 complaint, which will remain open while the respondent is given an opportunity to provide additional information. Motion (II) was made by Mr. Restivo, seconded by Mr. Norris and unanimously carried by the Board to accept the findings in the complaint committee.

OLD BUSINESS:

Closing date for passing examination applicants and Grandfather applicants

Counsel submitted to the Board a draft regulation to establish that an individual must apply for a license within 2 years of passing the examination. Persons who have passed the examination more than 2 years before the effective date shall apply for a license not later than July 1, 2011. Motion (III) was made by Mr. Norris, seconded by Mr. Restivo and unanimously carried by the Board adopt the recommendation of the 2 years closing date.

Counsel submitted to the Board, Chapter 03 General Regulations. Individuals whose application was approved under the grandfather clause and have not applied for the license shall apply not later than July 1, 2011, to be eligible for a license without examination. Motion (IV) was made by Mr. Norris, seconded by Mr.Restivo and unanimously carried by the Board to adopt the recommendation.

Examination Applications:

Mr. Smitson advised the Board that PSI, Testing Contractor has agreed to review the examination applications. Grades 4 and 5 is an open book test for which applicants should be using the Boiler Guide Book.

Reference Material:

Mr. Kraft suggests meeting with the Instructors teaching courses as there are 5 different reference books as well as the Boiler Guide Book. The Board may revisit this matter at the next meeting.

Mr. Smitson has agreed to contact PSI in reference to a voluntary questionnaire at the end of the examination requesting what courses they attended and the text book brought to the examination site.

Mr. Kraft has requested a summary of statistics for each category going back to 2005.

CHAIRMAN’S REPORT:

Chairman Maloney stated his appreciation to Board members for their diligent service.

Mr. Hinton and Mr. Briggs, of Panda Brandywine Plant, addressed the Board on matters pertaining to their training program. The Board invited the guests to have the individuals complete the Stationary Engineer’s examination application for the Board to determine what grade license they are eligible to take.

Mr. Hinton also invited the Board to visit the operation of the Panda Brandywine plant in Prince George’s County.

APPLICATION SUBMITTED BY PSI:

The Board approved 2 applications to take the 1st grade State Board of Stationary Engineers' license examination.

The Board approved 1 application to take the 2nd grade State Board of Stationary Engineers’ license examination.

The Board approved 1 application to take the 3rd grade State Board of Stationary Engineers’ license examination.

The Board approved 13 applications to take the 4th grade State Board of Stationary Engineers’ license examination.

The Board approved 4 applications to take the 5th grade State Board of Stationary Engineers’ license examination.

The Board placed in pending 3 applications for additional information in reference to work experience.

ADJOURNMENT:

Motion (III) was made by Mr. Norris, seconded by Mr. Restivo and unanimously carried by the Board to adjourn the meeting at 12:10 p.m.
