1.0 INTRODUCTION

This Traffic Impact Study has been prepared to evaluate the transportation impacts associated with the proposed redevelopment of 735 Newburyport Turnpike in Melrose, MA and 320 State Highway in Malden, MA herein referred to as 735 Broadway. The proposed development consists of an approximate 94,000 sq. ft to be used as a warehouse/distribution facility with approximately 107 parking spaces, 26 loading dock spaces and one drive-thru loading ramp. To provide for flexibility in the plan development process, the study has evaluated the impacts of the project in the context of a 100,000 sq. ft facility. The project site is located on the east side of Broadway (SR 99) at the Malden/Melrose municipal boundary. The site location is illustrated on Figure 1. The site plan is provided in Appendix A.

The site is bound by Route 1 to the east and Broadway to the west. Currently, the site has no defined driveway on Broadway with approximately 250 feet of open frontage and no sidewalks. On Route 1, the site has a driveway that is approximately 50 feet wide. In the future, access to the site will be provided by three site driveways as shown in the Site Plan (see Appendix A):

? Site Access 1 on Route 1 will be reduced to approximately 30 feet and provide limited right turn enter/exit for smaller vehicles only. This is an existing access drive to the site that will be improved at the same location.

? Site Access 2 will serve as the southernmost driveway on Broadway. This driveway will be approximately 44 feet to provide full access for all entering and exiting movements including all truck traffic.

? Site Access 3 will serve as the northernmost driveway on Broadway. This 15-foot-wide driveway will be an exit-only for passenger vehicle traffic and will also provide additional emergency access/egress.

The proposed site driveways incorporate access management principles into the design to improve the organization and flow of traffic into and out of the site. The site driveways will be unsignalized, with STOP sign control on the driveway approaches.

2.0 EXISTING CONDITIONS

2.1 Area Land Use

The area around the project site includes a broad array of land uses including industrial, commercial, retail, entertainment, and residential. Existing uses on site include the Town Line Inn. Former uses also included JP's Used Auto Sales and a restaurant. The site is supported by an ample amount of surface parking.

2.2 Roadway Network & Study Intersections

Broadway (SR 99) is a north/south Urban Principal Arterial (Other). It consists of one travel lane in each direction, with approximately 12-foot travel lanes and 9-foot shoulders. The posted speed limit is 35 mph. There is a sidewalk along both sides of the street from the intersection with Central Avenue/Elwell Street north to A Street (south of the project site). The sidewalk continues to the north on the west side of the street, ending at the Workmen's Circle Cemetery. Some sections of the sidewalk are asphalt rather than concrete. Generally, the asphalt sidewalk sections are in poor condition. No designated bicycle facilities are provided.

Route 1 is a north/south urban Principal Arterial (Expressway). Route 1 provides 2 travel lanes in each direction separated by a concrete median. The roadway features approximate 12-foot travel lanes and 10foot shoulders. The posted speed limit is 50 mph.

There are two signalized intersections in the study area, as follows:

? Broadway at Robins Road (MassDOT jurisdiction) ? Broadway at Central Avenue & Elwell Street (City of Malden jurisdiction)

Crosswalks with pedestrian signals are provided at signalized intersections. Study area intersections are shown in Appendix B.

Table 1 provides a summary of the features of these study intersections and at the existing site driveways. Aerial views of these study intersections are provided in Appendix B.

As discussed previously, the current site access conditions along Broadway feature wide and poorly defined driveways. These conditions can negatively affect the efficiency and safety of the roadway system in this area. These conditions will be improved by the proposed site layout and access design which will reduce the curb cut size along the project's frontage.

2.3 Traffic Volumes

Traffic counts were conducted for the two-hour morning peak period (7 am - 9 am) and two-hour afternoon peak period (4 pm ? 6 pm) on Thursday, February 25, 2021 at the following study intersections:

? Broadway (SR 99) and Robins Road ? Broadway (SR 99), Central Avenue & Elwell Street ? Broadway (SR 99) and Site Access ? Route 1 and Site Access

The count data is provided in Appendix C. The collected data included turning and through volume counts, vehicle classification, and pedestrian/bicycle counts. This data was used to identify the peak-hour volumes along the study roadways and intersection turning patterns.

The existing 2021 peak hour volumes from the counts were adjusted to reflect pre-COVID traffic conditions and to account for seasonal traffic flow variations. The COVID adjustment was developed based on historic traffic volumes compiled from MassDOT's Transportation Data Management System and traffic count data from impact studies that were prepared by others for area projects prior to 2020. Seasonal adjustments were calculated using factors published by MassDOT. Based on these considerations, the raw February 2021 counts were increased by 30 percent (i.e., a factor of 1.30) to reflect annual average traffic volumes for a non-COVID condition to serve as the basis of the impact analysis for this project. These 2021 Base Condition peak hour volumes at the study intersections are shown in Figure 2.

The traffic counts documented the existing traffic entering/exiting the current uses on the 735 Broadway site. These traffic volumes were not increased for seasonal or COVID factors for the purpose of this study to present a more conservative comparison to the future Build Condition. The traffic counts at the site are shown in Table 2.

The traffic distributions of this site traffic at the intersections of Broadway/Robins Street and Broadway/Central/Elwell were estimated based on the existing patterns at these respective intersections. These existing site trips are shown in Figure 3.
