Scope of Work Graham Fire & Rescue desires to purchase four custom trailers as outlined in this proposal for the purpose of Hazardous Materials Response. Each trailer has a unique configuration and must be DOT compliant. These trailers are being purchased through a grant and must be delivered to Graham Fire & Rescue at 23014 70th Avenue East, Graham, WA 98338. Each bidder will include a proposed deliver date based on Graham Fire & Rescue notifying the successful bidder of the award by February 28, 2019.The four trailers are identified as:Hazmat Trailer 21Hazmat Trailer 59Hazmat Trailer 69Hazmat Trailer 94Evaluation ProcessAn evaluation committee will independently evaluate each bid to determine the strengths, weaknesses and total cost. This will serve as the primary basis for the selection to award the contract. Some established priorities that the evaluation committee will be identifying during the selection process include, but are not limited to:Reliability and ease of maintenance;Customer service and support;Any applicable warranties; Price - initial and ongoing;The ability, capacity, and skill of the bidder to perform the contract or provide the service required;The character, integrity, reputation, judgment, experience, and efficiency of the bidder;Delivery date proposed;The quality of performance of previous contracts or services; The previous and existing compliance by the bidder with laws relating to the contract or servicesAdditional Requirements:It is the contractor’s responsibility to make sure all of work is completed by licensed professionals if required by Pierce county or State code.Prior to entering into any contract awarded as the result of this request for proposal, it shall be the contractor's responsibility to obtain and provide to Graham Fire & Rescue a performance bond in accordance with RCW 39.08.010, which states that the contractor shall (1) faithfully perform all the provisions of such contract; (2) pay all laborers, mechanics, and subcontractors and material suppliers, and all persons who supply such person or persons, or subcontractors, with provisions and supplies for carrying on the work required by the contract; and (3) pay any taxes, increases and penalties incurred on the project under Titles 51, 52 and 82 RCW, if required by the conditions of the bond.If applicable, proposers shall include a complete detailed specification list, Manufacturer’s warranty and any samples of catalog pages. Pricing must cover any freight and delivery charges. Sales tax shall be excluded on the initial bid.Inter-Local Agreement:It is the intent of this bid document to make available to other local government entities of the State of Washington, as authorized by Inter-Local purchasing agreements as provided for by RCW 39.34, the right to purchase the same equipment/product at the prices quoted for the period of the contract. The front 10ft is configured with an office/meeting space. The curb side “V” nose will have a 4ft wide fold down door intended for rolling stock storage/access in the office space. Counter top, overhead cabinets, in-floor tie-downs can be seen in the diagram on page #6. Curb side will have a traditional entry door into the office area. The office area will have a roof mounted AC unit and LPG fired furnace. 50 Amp service with outlets (12) spec’d throughout the interior.Divided by a wall with a pocket door, the rear of the trailer will be delivered open for later shelving installation. The rear will have a full width, fold down door/ramp for access and in-floor tie-down track down the middle and a beaver tail rear approach feature. All interior walls and ceiling will be hidden fastener aluminum in white, floor will have TPO Coin vinyl (similar to a medic unit).The exterior will be aluminum skinned in red with aluminum and stainless trim features.
