Position SummaryManage the MIFA Meals on Wheels (including No Hungry Senior) program and compliance components, including supervision of on and off-site staff.? Responsible for the development and implementation of day-to-day management and administration functions of Congregate Nutritional Site, Home Delivered Meals, and No Hungry Senior, including staff supervision and staff training.QualificationsBachelor’s degree requiredTwo years’ experience writing policies and procedures Two years’ grant management or audit compliance experience A minimum of two years’ experience working with multi-scaled operations overseeing people, food, or servicesFive years’ experience in managing and supervising personnelSome experience as a ‘change agent’ creating efficient systems and proceduresExperience organizing people and task to meet department outcome and needsProficient operating communication systems (computers, email, laptops, telephone, faxes, scanners, and presentation equipment.), Microsoft Office: Word, Excel, and various database systemsMajor Responsibility and Related TasksManage the day-to-day program operations of the 15 congregate nutrition services sites, and oversee the No Hungry Senior (NHS) programs to ensure compliance with federal, state, local, and grantor rules and regulations. Includes client enrollment and assessments.? Insure client eligibility, and record and grant compliance for all programs, including home delivered meals. Lead the development, and ensure the maintenance, of detailed policy and procedure manuals for all MOW components to comply with funder needs.Lead the development of step-by-step training manuals for all components of the MOW program. Lead and ensure compliance with all funding sources, including reports completed in an accurate and timely manner. Ensure all client enrollment and assessments forms and file (manual and/or electronic) are accurate and current. Collaborate with MIFA IT to ensure the accurate data input of all files and data. In conjunction with the Operations Director, perform internal audits of Food Service vendors, Congregate and Home Delivered Meal operations to insure compliance with federal, state and local rules and requirements.Collaborate with the Operations Director, registered dietician consultant, and nutrition service vendors to ensure that internal and external program goals and objectives are achieved.Oversee technology and systems advancements, creating a more effective and efficient program. Work with the MIFA senior tech committee to explore and lead the efforts to increase efficiencies and effectiveness through technology, namely the CMS touchscreen process, and electronic assessments, including PRFs.Work with the MIFA Meals volunteer committee to evaluate and develop action plans to eliminate gaps in volunteers needed for daily meal delivery. Oversee the compliance, reporting, and operations of NHS. Manage the merger of the NHS program into MOW program. Supervise, direct, and evaluate the performance of assigned MOW staff including NHS staff (3), Client Intake Specialist, Site Supervisors (2), and indirectly Food Service Coordinators (15). Develop and implement effective communication and follow-up systems within the meals department, other MIFA departments and the general public (ongoing).Provide training for staff to enhance their understanding of the program and their skills.Supervise assigned staff; insure that they work as a team and receive appropriate support and encouragement.Be a positive model of effective leadership.? Plan and lead program staffing and planning meetings as necessary.? Communicate announcements, updates, or other messages effectively in and timely manner.Conduct annual performance reviews of direct reports.Program and fiscal planning, management, and evaluation Monitor monthly operating statements to ensure budgetary compliance.Assist the VP of Senior Programs with the development of the annual budget. Submit internal and external monthly and quarterly reports to funding sources as required.In conjunction with the Operations Director, oversee regular program annual evaluation and file reviews.Participate as needed in any program or financial audits.
