General Summary of Function/Purpose of PositionPrepares?statements, notes, and schedules related to the State's Annual Comprehensive Financial Report (ACFR) using the State’s accounting system (SIGMA).? Reviewer of statement, note, schedule design. Also performs other ACFR tasks as assigned.??Develops new or modifies existing treatment for accounting situations and instructs financial officers and chief accountants in liaison's designated departments of these requirements.??Solves accounting problems and financial statement configuration issues, using knowledge of generally accepted accounting principles and State accounting policies and procedures, theories, and their practical application while serving as the recognized resource for the assigned work areas.?15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:45Development, preparation, and production of portions of the State's Annual Comprehensive Financial Report.? Development and Preparation includes statements, footnotes, schedules, and narrative comments.Individual tasks related to the duty:Reviews SIGMA statement, note, and schedule designs.Validate proper SIGMA coding and rollups related to ACFR design.Prepares statements related to assigned agencies and component units.? Prepares footnote disclosures, schedules, and narrative.??Duty 2General Summary:Percentage:20Provides instruction and assistance for several departments and component units and the financial management of several funds.? Individual tasks related to the duty:Includes telephone and written responses as well as personal contact with agency personnel. Resolution?to assist in?various problems, procedural changes or the effectuation of new or amended legislation.? Monitor and ensure assigned agencies comply within ACFR closing schedules.?Duty 3General Summary:Percentage:15Develops and controls the State's accounting system's account structure for assigned departments and Funds. Individual tasks related to the duty:Prepare?required reconciliation and analysis of assigned funds to determine if results conform to Generally Accepted Accounting Principles (GAAP) and legislative intent.Duty 4General Summary:Percentage:20Reviews journal voucher requests from departmental finance officers and chief accountants to assure that adjustments to the State's accounting system reflect existing law and governmental accounting theory.? This includes the approval, disapproval, or modification of these requested entries. Individual tasks related to the duty:Approval, disapproval, or modification of these requested entries. Follow-up with agency as necessary for modification.? Confirm compliance with SIGMA rules to retain data integrity.16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Reviewer of ACFR statement, note, and schedule designs, liaison must research and resolve design, coding, and rollup issues. The Agency Liaison must provide acceptable guidance based upon his/her professional judgment and knowledge of Generally Accepted Accounting Principles and State accounting policies and procedures.17. Describe the types of decisions that require the supervisor's review. The Agency Liaison, after applying their professional judgment in a given situation, will determine that several feasible alternatives exist and that there is a need to have a consistent policy to be applied statewide. Since each Agency Liaison's responsibilities do not include all departments, the manager must become involved to coordinate this application.18. What is the function of the work area and how does this position fit into that function?P.A. 431 of 1984 requires the Director of DMB to establish a strong central accounting system and prepare periodic financial reports for the State as a whole, in accordance with Generally Accepted Accounting Principles (GAAP). The unit instructs and guides departmental finance officers and chief accountants, who by their organizational placement, deal only with their department's portion of State financial operations. The unit also prepares complex accounting entries which have statewide ramifications and are outside the scope of departmental financial staffs' responsibilities. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a bachelor's degree with at least 24 semester (36 term) credits in accounting.EXPERIENCE:Accountant 12Three years of professional experience performing or auditing the systematic classification and evaluation of accounting data and the preparation of related financial and managerial reports, including one year equivalent to an Accountant P11, Auditor P11, or Assistant Auditor General P11.Alternate Education and ExperienceAccountant 9 - 12Possession of a Certified Management Accountant certification (CMA) may be substituted for six months of Accountant P11 experience.ORPossession of a Certified Public Accountant certification (CPA) may be substituted for one year of Accountant experience.KNOWLEDGE, SKILLS, AND ABILITIES:Must have ability to use logic and interpretive analysis to communicate effectively with others and be a self- starter.
