Call to Order Mayor Asbill called the meeting to order at 6:35 p.m.II.InvocationCouncilman Asbill gave the invocationIII.Approval of Minutes – Monday, May, 13, 2019Mayor Asbill asked council if they had any additions or corrections to the minutes of May 13, 2019 regular council meeting. There were none. Councilman Christie made the motion to accept the minutes as written; Councilman Asbill seconded the motion. All in favor. Motion carried.IV.Approval of Financial Reports for April 2019Mayor Asbill asked council if they had any additions or corrections to the financial reports of April, 2019. Councilman Lybrand made the motion to accept the financial reports as written, Councilman Asbill seconded the motion. All in favor. Motion carried. V.Announcements by MayorMayor Asbill said Roger and She had a meeting with Batesburg-Leesville about the Town of Ridge Spring’s Water Contract at the request of Saluda County Water and Sewer Authority. The Town of Ridge Spring requested a meeting with the Town Batesburg - Leesville to see if they would allow the Town of Ridge Spring to purchase water from another source if they need to. Batesburg –Leesville is going to check with their attorney to make sure the Town of Ridge Spring can purchase water from another source if they need to. Mayor Asbill said Batesburg - Leesville also requested the Town of Ridge Spring to write a letter to Batesburg-Leesville Town Council requesting that the Town of Batesburg – Leesville allow the Town of Ridge Spring to purchase water from another source. Mayor Asbill said that Batesburg -Leesville will probably not know anything until December. Mayor Asbill said she has asked Saluda County and Water Sewer Authority to look at a water contract for the Town of Ridge Spring for emergency water for right now. Councilman Christie said that Saluda County Water and Sewer Authority said they have a water contract on hand for the Town of Ridge Spring.Mayor Asbill said she will speak with the business owners about contracting their own trash out when she sends a newsletter out to all customers. Mayor Asbill also said the rental property tax is established at 6% by the state not the town.VI.Old Business Second Reading of Budget Ordinance No. 2019-04Councilman Christie made a motion to accept Ordinance 2019 - 04 as written; Councilman Lybrand seconded the motion. All in favor. Mike advised that it is all of the water tanks because of how hot and dry it has been. Councilwoman HarrisAbsentIX.Departmental ReportsWater Dept. – as attachedMike said the guys are working hard cutting grass, trimming trees and shrubbery. Mike said they had been preparing for the Peachtree 23 Yard Sale and it turned out great. Mike said they finally got the dump truck fixed and Rondell will be taking his DOT test on Wednesday. Mike said they hung the banners on the street light poles around town and the banners look good. Mike said he met with an American Tank representative to discuss a water tank maintenance plan. Mike said if the Town hires a company to take care of the maintenance on the water tanks, that company will be responsible for all of the tank repairs. Mike said he had to do a lot of locating calls this month. Mike said he is going to have to re-tap the water line at 207 Ward Avenue. Mike said he has met with several companies regarding the sewer line inspection and rehab but he cannot get anyone to call him back on any quotes. Mike said he installed new Bluetooth controllers at the old auto flushers.Police Dept. – as attachedChief Greiner said the calls went down for the month of May but the type of calls he went to was more violent calls. Chief Greiner said Captain Anderson fixed the speed trailer up and it is and working well. Chief Greiner said the trailer has been up and running for 11 days straight and the battery is still going strong. Chief Greiner said Officer Werre completed his recertification classes and he is certified for 3 more years. Chief Greiner said the Peach Tree 23 went well. Fire Dept.AbsentX. Executive Session – Contractual Discuss Water & SewerAt 7:08 pm Councilman Christie made a motion to enter into executive session. Councilman Asbill seconded the motion. All in favor. Motion carried.XI.Return from Executive SessionAt 7:32 pm Councilman Lybrand made a motion to return to regular session. Councilman Asbill seconded the motion. All in favor. Motion carried.XII.Action to be taken from Executive SessionWater & Sewer – Ridge Spring Town Council will amend paragraph’s 2 and 3 in the Memorandum of Understanding from Saluda County Water and Sewer Authority. When the changes have been approved by Saluda County Water and Sewer Authority Board and Ridge Spring Town Council, then Ridge Spring Town Council will sign the Memorandum of Understanding from Saluda County Water & Sewer Authority.XIII.AdjournmentAt 7:36p.m. Councilman Asbill made a motion to adjourn; the motion was seconded by Councilman Christie.
