We hope that by sharing our understanding of who and how sports provision is decided upon, we can help you communicate your facility needs to the relevant organisation and successfully bring about change. Organisation TypeFacility types they control/ influenceLevel of control and/or influenceTypical roles within the organisation. Local authority Planning & development control departments E.g District, Borough and Unitary CouncilsAllLocal authorities create a ‘Local Plan’ that shapes what housing, green space, industry and transport, health and education and community infrastructure exist in their area. Every Local Plan must be evidenced based and consulted upon. Documentations such as the Local Authorities’ Playing Pitch Strategy or Built Facilities Strategy would also inform the local plan.National Governing Bodies (NGBs), such as England Netball, usually have an opportunity to feed their facility needs in as part of the strategy consultation. Local Authority decision making process for planning applications are guided by policies in the Local Plan. To build new netball facilities or install floodlights planning permission would need to be obtained. They are contracted by the local authority and often operate a portfolio of venues. Contracts usually give the operator day to day control of the facility however some policies such as pricing and programming allocation can still be influenced by the local authority. Some contracts may have specific sports development objectives that must be met (e.g. a physical activity offer for older people)Over the past decade organisations such as GLL, Mytime Active, Active Nation, Everyone Active and Places Leisure, Parkwood Leisure have increased and will often have several local authority clients.
