SNAP is seeking a qualified individual for a ReStart Case Manager position, to work in SNAP’s Financial Stability Core. This position is part-time, regular and open to all qualified applicants. Job Description is attached.

JOB DESCRIPTION

Position Title: ReStart Case Manager Grade: 8

Division: Financial Stability Employee Type: PT/Reg

Department: Financial Services FLSA Status: Non-exempt

Reports to: Financial Services Program Mngr EEO Class: 2 (Professional)

Position Summary: Provides class instruction, individual coaching and access to resources to offenders and formerly incarcerated individuals in employment, career development, and successful re-entry. Client needs are assessed and an action plan created and monitored during case management and detailed outcome tracking records are kept. The ReStart Case Manager will also assist with other programs and activities in the Financial Services Department.

Principle Duties and Responsibilities:

1. Performs initial assessments to determine program eligibility and set goals for program outcomes. Evaluates participants’ current employment and social issues.

2. Conducts client intake, enrollment, monitoring of progress, periodic contacts, counseling and financing arrangements for clients in Financial Services programs.

3. Empowers program participants to achieve successful re-entry, financial stability and personal independence, through employment and career planning, as well as financial coaching and mentoring.

4. Prepares and instructs classes in job readiness, job search, and financial management.

5. Works to develop appropriate referral sources and processes for Financial Services programs.

6. Makes contact with employers to identify job opportunities for offenders and to advocate for clients in job search.

7. Ensures client files are accurate and updated. Maintains necessary case and program records as required in an accurate and timely manner.

8. Participates in activities such as case reviews and task force meetings to coordinate services.

9. Provides individual and system advocacy, including helping clients to negotiate with employers or creditors when necessary. Helps prepare resumes, letters and documentation to be sent to employers, creditors and other officials when needed.

10. Identifies client needs that are not being met and works to develop new programs to meet those needs, within the context of agency capacity and best practices.

11. Provides support to other Financial Stability Programs when need arises. Provides administrative support as needed.

12. Works with coworkers and volunteers to promote a positive, respectful, and productive working environment, while protecting client and co-worker confidentiality.

13. Attends staff meetings and trainings as scheduled.

14. Within the context of the stated principle job duties, serve as an ambassador of SNAP’s mission and values.

15. Completes assigned projects and performs related duties as needed or situation dictates.

16. Provides excellent customer service at all times as well as helps to grow the customer service culture within the agency.

Requirements:

Education and Experience

• Required: BA degree in Social Services, Business or related field; with a minimum 3 years’ experience in employment, financial or social services counseling. Additional relevant experience may substitute for education.

• Preferred: BA degree in Social Services, Business or related field with a minimum of 5 years of experience in employment, financial or social services counseling.

Knowledge, Skills, and Abilities

• Ability to empathize with and advocate for low-income and vulnerable people, and to maintain confidentiality with personal information

• Excellent communication (verbal and written) and personal interaction skills, with emphasis on working with a multi-cultural, multi-language population

• Knowledge of local social service organizations/agencies and resources

• Ability to objectively assess participants’ situations, identifying issues and coaching for action or successful resolution

• Communication, financial management and motivational skills to promote self-sufficiency

• Ability to network and link appropriate services together to meet individual and family needs

• Ability to work with various financial assessment and planning tools

• Demonstrated ability to keep organized and detailed records

• Computer proficiency in word processing, spreadsheet, email, data entry and query, and internet applications

Training and Certifications

• Valid driver’s license, satisfactory driving record, insurance, and personal vehicle for Agency business (mileage reimbursed)

• Accredited Financial Counselor certification must be obtained within first year.

• Must have, or be able to attain in six months, Family Development Certification

Work Environment/Physical Activities:

Work is generally sedentary, performed in an office environment. Some local travel required. Domestic travel, typically by air, may be required for meetings and seminars.
