Public Works

Public Works Director O’Brien reported on routine road maintenance; various maintenance projects; and solid waste.

Engineer Yaeger reported on the Deal Road project noting paving is expected to be completed this week.

Director O’Brien reported he participated in a zoom meeting with a Washington State Transportation Commission Target Zero liaison for various counties regarding recent activity and fatal accidents during the month of June, 2020 on Highway 17. Topics of discussion included education, enforcement, engineering and emphasis patrols.

Fairgrounds

Director O’Brien reported he will meet with Farmer’s Electric to obtain estimates on electrical projects the county has and determine a work plan based on priority of projects.

Memorandum of Understanding Between the Adams County Board of Commissioners, the Adams County Sheriff’s Deputies Association, and Sheriff Dale Wagner Regarding a Wage Premium of Four Percent (4%) for Three (3) Corporal Specialty Designations

Commissioner Thompson moved, Marshall seconded, to approve Memorandum of Understanding Between the Adams County Board of Commissioners, the Adams County Sheriff’s Deputies Association, and Sheriff Dale Wagner Regarding a Wage Premium of Four Percent (4%) for Three (3) Corporal Specialty Designations. Discussion followed with Commissioner Marshall stating he supports the designations. However, Sheriff Wagner originally requested, and was approved for, two (2) designations, further stating he is willing to approve the MOU with two designations.

The motion passed two (2) to one (1) with Thompson and Hartwig voting yes; Marshall voting no.

Consent Agenda

Commissioner Marshall moved, Thompson seconded, to approve the Consent Agenda. Motion carried.

Elected Official/Department Head Forum – COVID-19

The Board relocated to the Public Works Conference Room to conduct a forum with Elected Officials and Department Heads regarding reopening procedures for the county, once approved by the state.

Present were Auditor Hunt; Public Works Director O’Brien; Judge Dixon; Sheriff Wagner; Engineer Yaeger; Assessor Brewer; Clerk Teske; Civil Attorney Barden; Human Resource Manager Perez; Prosecutor Flyckt; and, Treasurer Meise.

Additional staff included Rachel Plager; Eric Biersner; and, Dennis Sackmann.

Items presented for discussion included:

• Status of the court system;

• Jury trials;

• Comfort level of staff in reopening to the public;

• Available masks, hand sanitizer, barriers in offices between staff and public;

• Signage for courts;

• Once approved for Phase 3, the county is in need of a county wide organized plan;

• Operation of drinking fountains and restrooms once public is allowed in courthouse;

• Restrictions on the number of family members entering the courthouse at one time.

At 2:32 p.m. the Commissioners recessed the meeting and returned to the Courthouse.

At 2:40 p.m., the Board reconvened in Room 202 of the Adams County Courthouse.

Fireworks

Commissioner Marshall moved, Thompson seconded, to authorize Fire Marshall Andie Lorenz review a permit for a July 4, 2020 fireworks display at Sprague Lake and, based on Mr. Lorenz’s review, authorize or deny the permit, and execute all applicable paperwork on behalf of Adams County. Motion carried.
