|Interpret and explain student loan laws, rules, and regulations, and review and analyze newly enacted federal laws, rules, and regulations. Analyze ongoing |

|program operations and recommend modification of policies and procedures for the Collections Section. Assist in liaison activities with the U.S. Department of|

|Education (USDOE) and other agencies to pursue implementation of joint collection efforts. Test and assess the effectiveness of internal collections |

|processes. Assist the agency's recognized resource expert on laws and regulations for: subrogation of defaulted loans, IRS certification, student loan |

|discharge/forgiveness, judgments, and Administrative Wage Garnishment (A WG). Administer the Rehabilitation program according to federal regulations. Analyze |

|and process borrower's Monthly Income and Expenditure Statements to determine Reasonable and Affordable Payment (RAP) amounts for qualified borrowers. |

|Research, respond to, and/or prepare responses to oral and written inquiries regarding student loan accounts. Perform other assignments as needed for the |

|Student Loan Repayment Division - MGA and other areas within the Student Financial Services Bureau. |

|Interpret and explain student loan laws, rules, and regulations, and review and analyze newly enacted federal laws, rules, and regulations. Analyze ongoing |

|program operations and recommend modification of policies and procedures for the Collections Section. |

|Individual tasks related to the duty. |

|• Review and analyze current and newly enacted federal laws, rules, and regulations. Develop policies and procedures to be used by Collections staff based on |

|interpretation of federal laws, rules, and regulations, and submit |

|recommendations for change. |

|• Evaluate proposed changes suggested by agency guarantor servicer and/or outside collection agencies to determine |

|compliance with laws, rules, and regulations. |

|• Analyze data and prepare reports to support recommendations to accept, reject, or require modification to ensure compliance with applicable laws, rules, and|

|regulations. |

|• Develop and recommend alternative proposals, as appropriate. |

|• Analyze individual borrower accounts to determine and recommend action to be taken by the Deputy Director and/or the |

|Division Director. For example, regarding compromising accounts, the Deputy Director can waive collection costs. |

|• Develop and modify internal procedures as regulations change. |

|Duty 2 |

|Assist in liaison activities with the USDOE and other agencies to pursue implementation of joint collection efforts. Test and assess the effectiveness of |

|internal claims and collections processes. |

|Individual tasks related to the duty. |

|• Conduct studies and analyze methods used to collect on defaulted loans. |

|• Make recommendations to improve the collection process; initiate training practices of Collections staff. |

|• Coordinate the development and implementation of joint collection efforts. |

|• Develop contacts with other state agencies to recover monies in a cooperative effort with other state agencies that have |

|licensing powers or enforcement authority such as the Michigan Department of State to implement measures of penalties for failure to repay student |

|loans. |

|• Use and maintain computer databases to record and analyze data on collections. |

|• Develop performance standards to evaluate the effectiveness of collections staff; establish training protocols to address identified weaknesses. |

|• Review current and draft new letters to be sent to borrowers as needed. |

|• Design new forms as needed. |

|Duty 3 |

|Assist the agency's recognized resource expert on laws and regulations for: subrogation of defaulted loans, IRS certification, student loan |

|discharge/forgiveness, judgments, and AWG. Administer the Rehabilitation program according to federal regulations. |

|Individual tasks related to the duty. |

|• Assist in preparing individual defaulted student loan accounts to be assigned (subrogated) to USDOE. |

|• Assist with IRS certification of defaulted student loan accounts. |

|• Assist as necessary with judgments and AWG, including notices of hearings, assembly of information packets that are sent to the Administrative Law Judge. |

|• Accompany the agency's recognized resource expert when the expert is representing MGA at a hearing. |

|• Analyze borrower accounts and approve eligibility for Rehabilitation program. |

|• Evaluate borrower accounts and rehabilitation enrollment forms for federal compliance standards. |

|• Collect and summarize Rehabilitation and AWG program account data for completion of federal reporting requirements. |

|• Consult with borrowers and employers on due diligence procedures according to federal regulations. |

|• Develop and implement communication process with program participants to support program operations. |

|• Prepare reports to assist in the administration of the Rehabilitation and AWG process. |

|• Maintain efficiencies in AWG process, including affidavits sent to the Attorney General office for non-compliant employers, selection of accounts eligible |

|for garnishment, issuance of garnishment and garnishment release. |

|Analyze and process borrower's Monthly Income and Expenditure Statements to determine RAP amounts for qualified borrowers. Research, respond to, and/or prepare|

|responses to oral and written inquiries regarding student loan accounts. |

|• Assist the Collections unit in determining borrower qualification for RAP payment amounts based on the Monthly Income and Expenditure Statements received, |

|and borrower supporting documentation. |

|• Research problem student loan accounts and draft responses for the Director's, the Bureau Director’s, the State Treasurer's, and the Governor's signatures. |

|This requires analysis of the circumstances, and providing written explanation of pertinent laws, rules, regulations, policies, and procedures. |

|• Resolve the more complex issues for delinquent and/or defaulted student loan borrowers which may involve telephone contact with those borrowers as well as |

|the attorneys, lenders, and schools. This also includes borrowers who are experiencing problems that agency collectors cannot resolve. |

|• Research and respond to legislative inquiries. |

|EDUCATION: |

|Possession of a bachelor's degree in any major. |

|EXPERIENCE: |

|Dept. Analyst 9: No Specific type or amount is required. |

|Dept. Analyst 10: One year of professional experience. |

|Dept. Analyst P11: Two years of professional experience, including one year of experience equivalent to the intermediate (10) level in state service. |

|KNOWLEDGE, SKILLS, AND ABILITIES: |

|Knowledge of the federal student loan programs is desirable. Knowledge of the National Student Loan Data System is helpful. Ability to analyze laws, rules, and|

|regulations and apply to policies and procedures is very beneficial. Must be able to communicate clearly both verbally and in writing. |
