General Summary of Function/Purpose of PositionThis position functions as the recognized resource with statewide responsibility for project level air quality and traffic noise analysis and abatement.? This position is also responsible for evaluating air quality and traffic noise impacts on sensitive receivers on transportation projects as required by the National Environmental Policy Act of 1969 (NEPA).? This position is the primary statewide contact?for project level air quality and Type I traffic noise abatement issues.? The position analyzes and determines air quality and traffic noise impacts for transportation projects in coordination with the U.S. Environmental Protection Agency (EPA), Federal Railroad Administration (FRA), Federal Transit Administration (FTA) and Federal Highway Administration (FHWA). in accordance with Federal Regulations 23 CFR 771 and 23 CFR 772.15. The total percentage of all duties performed must equal 100 percent.Duty 1General Summary:Percentage:45As the recognized resource, responsible for the statewide traffic noise abatement program. This position is responsible for analyzing and determining traffic noise impacts and abatement for transportation projects in accordance with NEPA, Michigan State Transportation Commission's Policy on Noise Abatement (10136), Federal Regulation 23 CFR 772 and all subsequent FHWA, FTA, and FRA guidance.? This Position is responsible for analyzing, determining, and documenting air quality impacts for transportation projects in accordance with NEPA, the Clean Air Act as amended in 1990 (CAAA), Federal Regulations 23 CFR 771, 40 CFR 51 and 93, and all subsequent EPA, FHWA, FTA, and FRA guidance.? This position is the single point of contact for project-level air quality issues.Individual tasks related to the duty:Works with project managers, environmental coordinators and specialists to address project-level air quality issues during project planning and design.Works with federal and state agencies on any transportation related air quality studiesWrites air quality analysis documentation for categorical exclusions, environmental assessments, and environmental impact statementsReviews scope of work for air quality analysis in consultant proposalsReviews air quality analysis in environmental documents and technical reports written by consultantsRemains current with federal guidance and regulations on all aspects of mobile source air quality issuesRemains current on national air quality issuesRepresents the department as the project-level air quality specialist at project specific open houses and public meetings.Prepares presentations to train and educate staff and stakeholder groups statewide on project level air quality issues and regulationsDuty 3General Summary:Percentage:15Executes special projects as assigned by the unit supervisor and/or section manager.? Also performs other tasks described in the specifications for the Transportation Planner classification.Individual tasks related to the duty:Reviews projects for preliminary scopingPrepares technical documents, recommendations, and correspondence related to workRepresents the department at public meetings, open houses, and other public venues related to transportation projects or topicsRepresents the department on a transportation task force or study group as requested 16. This position independently applies state and federal regulations as applicable to environmental clearance, which can affect the quality and schedule of MDOT projects.? This position routinely makes independent decisions regarding the significance of air quality and traffic noise impacts.?? This position makes decisions on the reasonableness and feasibility of noise abatement on transportation projects.? Timely and effective environmental reviews of projects are necessary to deliver the Department's program on schedule and to accomplish its mission.26. What are the minimum education and experience qualifications needed to perform the essential functions of this position.EDUCATION:Possession of a bachelor's degree in urban or regional planning, resources development, engineering, statistics, mathematics, geography, economics, or a related field.EXPERIENCE:Transportation Planner 12Three years of professional experience in the planning and assessment of transportation planner systems equivalent to a Transportation Planner, including one year equivalent to a Transportation Planner P11.KNOWLEDGE, SKILLS, AND ABILITIES:This position functions as the project level air quality resource and as the primary contact for Type I noise abatement issues during the early preliminary engineering (EPE) phase.? This position also interprets and applies federal and state laws and regulations related to environmental clearance procedures.? Knowledge and an understanding of NEPA are necessary to carry out this position.? Excellent verbal and written skills are necessary to effectively communicate with others through reports, presentations, and other communications with the public and within the department.? This position works without close supervision.? This position has intermediate computer skills to run geographic information systems (GIS), traffic noise prediction and abatement, and air quality modeling software.
