WHAT DOES THE ARPA HOME REPAIR PROGRAM DO?

The Akron ARPA Home Repair Program (the "Program") is intended to address the housing, health, and safety needs of income-eligible households so that Akron residents can maintain a safe, decent, and affordable place to live. The Program provides repairs of up to $25,000 to those who are most in need. Eligibility will be determined by the City of Akron, and home inspections and eligible repairs will be completed by City-approved, licensed building contractors. Eligible repairs are restricted to those necessary for improving the health, safety, and well-being of the household.

The Program has limited funding, and thus not all eligible applicants will be guaranteed to receive repairs. When more applications are received than money is available, selection preference will be given based on the household's location, income, and need for emergency repairs.

On a weekly basis the City will collect all submitted applications to determine eligibility. The applications in each group that are deemed eligible will be scheduled for inspection. Upon inspection the City will determine prioritization for the actual repair schedule within each group based on various factors, including:

DO I QUALIFY FOR HOME REPAIR ASSISTANCE?

To qualify, you must:

? Be the owner of the home, and your property must be located within the city limits of Akron, Ohio.

? Meet one of the following household income requirements: o Inside of a QCT and have a household income at or below 80% of the Area Median Income (AMI). o Outside of a QCT and have a household income at or below 50% of the Area Median Income (AMI).

? Be current on your mortgage, property taxes, state and local income taxes, or be current on an approved payment plan for any delinquent taxes for a minimum of the three prior months.

? Home must be in sound structural condition for requested work to be performed.

? Renters, occupants on a land contract, and owners/occupants of mobile home units are not eligible for services through this program. However, the City intends to launch a rental home repair program in the near future.

HOW DO I KNOW IF I MEET THE INCOME REQUIRMENTS?

Based on the U.S. Treasury's American Rescue Plan Act ("ARPA") Final Rule, the City of Akron must administer and direct funds paid out of the Program to individuals and households that have been disproportionately impacted by the COVID-19 pandemic. To that end, the following household income requirements have been set for the ARPA Home Repair Program.

For the purposes of this Program, income is defined as wages and salaries; net income from real or personal property; unemployment/disability; Social Security/retirement/pensions; welfare payments; alimony and child support.

HOW DO I APPLY FOR THE PROGRAM?

Applicants interested in applying for a repair grant must submit an application electronically at or submit a paper application to the city, providing the following documentation:

Complete all sections of the application. An incomplete application will cause delays in processing.

Submit proof of income documents for all adult occupants living in your home. Examples include: o Copies of 3 months' payroll stubs. o Form 1099 from Social Security or a copy of the most recent month's bank statement evidencing Direct Deposit. o Form 1099 for all pensions or a copy of the most recent month's bank statement showing Direct Deposit. o Copies of most recent year's federal, state, and local income tax returns. o Copies of any other recent benefit statements for regular unearned income (such as social security, public assistance, retirement income, etc.).

Submit property information: o Evidence of Ownership: Copy of Deed, or other documentation. o Evidence of Occupancy: Copy of Utility Bills, or other documentation

AKRON ARPA HOME REPAIR PROGRAM APPLICATION

1) Application Submission Once received, your application

will be reviewed for general eligibility. This process can take

up to two weeks.

2) Inspection Scheduling If your application passes the

initial review, you will be assigned to a Housing Rehab Specialist. They will contact you to set up a mutually-agreeable time to discuss eligible repairs

and to inspect your home.

3) Home Inspection The Rehab Specialist will write

up all the necessary repairs (called a List of Work or "LOW") and review it with the program management.

6) Home Repairs Begins Work will begin under the supervision of the Rehab

Specialist.

5) Repairs Confirmed The LOW will then be bid or assigned to a rotating contractor list. The Rehab Specialist will contact you to review their

findings.

4) LOW Reviewed The ARPA Home Repair Program team will review the

LOW for feasibility.

7) Work Complete

Once the work is completed and inspected, the contractor will be paid and your job is complete.

Eligible repairs are restricted to those necessary for improving the health, safety, and well-being of the household1. Specifically, all eligible repairs will fall into one of the following categories:
