The Johnstown Common Council held a Business Meeting on October 16, 2017 at 6:00p.m., in the Council Chambers, City Hall.PRESENT:Vernon F. VanAlstyne: City ClerkABSENT:Bradley Hayner: Council MemberMark Gifford: Police ChiefMichael Gifford: City TreasurerChristopher Vose: City EngineerMayor Jackson called the meeting to order and led in reciting the Pledge of Allegiance.ROLL CALL – one council member absent.PRESENTATION – Bill Ackerbauer spoke to the Council about putting together a Summer Concert Series for downtown Johnstown. He has contacted bands from all over the northeast playing rock, jazz, country, blues and swing. This would be similar to concerts that are held in Amsterdam, Canajoharie and Gloversville. They plan to start small with four events. Names of the bands will be announced over the winter. The Johnstown Citizens Band will play on Fridays as always. These concerts would be held on Thursday evenings, July 19th, July 26th, August 2nd and August 9th. No local taxpayer dollars are being requested from the city. The projected budget is $3,000 and they are applying for a grant from Saratoga Arts, which would be $2,000, if they are successful. The remainder will be raised from donations. He is asking for the city’s support in spirit as well as a letter of support from the Mayor.APPROVE MINUTES – Council Member-at-Large Talarico made a motion to approve the minutes of the September 18, 2017 meeting. Seconded by Council Member Iannotti. Motion carried.CLAIMS AND ACCOUNTS – Council Member Iannotti made a motion to pay the bills and place on file as follows: General Fund (A) unpaid $106,135.94, General Fund (A) paid $771,207.80, Sewer Fund (G) unpaid $1,913.68, Sewer Fund (G) paid $314,848.40, Voucher Fund (VO) paid $45,858.40 and Fulton Railroad Properties (TR) paid $175.00. Motion was seconded by Council Member Martin. Motion carried.CITY OFFICIAL AND LIAISON REPORTSFIRE DEPT. – Chief Heberer reported a new member of the department completed his training and began work on October 11th. In September they had 75 calls for service, 3 structure fires, 1 vehicle fire, 3 helicopter landing standbys, 10 vehicle accidents, 18 hazardous calls, 16 medical assistance calls and 24 service calls. Code Office issued 60 permits with an estimated cost of construction $317,367 and permits fees collected totaled $2,641.50. There were 845 inspections and complaints conducted.POLICE DEPT. – Lt. Gilbo reported the department handled 680 calls for service that included 94 criminal cases resulting in 55 arrests, 98 citations were issued and 40 accidents, 4 of them with personal injury. Jansen Avenue School is still in a school zone. Drivers need to adhere to the speed limit. SENIOR CENTER – Director Michelle Jones reported this Thursday is the visit with Mark Lawson Antiques. He will be doing appraisals for a nominal fee. Money will be donated to Hope House in Albany. There will be a covered dish Halloween Dinner on October 26th. After dinner author Christine Oarr Eggleston will talk about her murder mystery book. They will have a bake sale on Election Day and a spaghetti supper beginning at 4pm.LIBRARY – Director Erica Wing reported at the September meeting the Library Board of Trustees voted to pursue becoming a school district public library. Gloversville Library and Northville Library are school district libraries. They are planning for a spring 2018 vote. This will not restrict or negatively impact library services and also has nothing to do with the school district budget. They will have a campaign to educate the public before it goes to vote in the spring.ASSESSOR – Council Member Iannotti reported the enhanced STAR applications will be mailed out the end of October and are due March 1, 2018. RESOLUTION No. 86, 2017 was presented by Council Member-at-Large Talarico to withdraw the application for the CDBG grant for Johnstown Renewables. Seconded by Council Member Martin. City Clerk Cathy VanAlstyne and Senior Center Director Michelle Jones are retiring at the end of this year. Michelle’s job requires a civil service exam. Michelle Jones’s party will be December 3rd at 2pm and Cathy VanAlstyne’s is December 29th at 6pm, both at the Holiday Inn. The Council now has the Mayor’s Tentative Budget and he is asking that they review and stay with the time line. ANNOUNCEMENTSFall Festival and Halloween Parade will begin at noon on October 28, 2017. Trick-Or-Treat will be October 31, 2017 from 6-8pm.Peak Into the Past Tour, hosted by the Johnstown Historical Society – Tour the Museum, Drumm House and the Colonial Cemetery on October 28, 2017 beginning at 6pm. Cost for adults is $10, students $5 and under 6 free.Festival of Wreaths to benefit the Johnstown Historical Society repairs and renovations for the Burk Inn will take place at the Burk Inn on November 25, 2017. Cost is $10 and flyers and sponsorship forms are available. Holiday wreaths and other decorations will be available to purchase. Holiday Spirit Decorating Contest – deadline to enter will be November 1, 2017. Winners will be announced at the Colonial Stroll on December 1st. Veterans’ Program will be held at the band shell on November 11th at 11a.m.Holiday Parade and Colonial Stroll will be held on Friday, December 1, 2017 beginning at 6pm. Line up for the parade will be in the area of E.
