Regular City Council MeetingCity Hall, Cherokee, IowaJanuary 10, 2017 – 7:00 p.m.A regular meeting was called to order on this date by Mayor Murphy. Present: Council members Brown, Miller, Agnitsch, Pingel, Johnson, City Administrator Kooiker, City Attorney Herbold, Deputy City Clerk Lucas.The following corrections and additions were made to the agenda. Agenda item 3.03(d) should say, first reading of Ordinance 634 Designating the Urban Revitalization Area for the Cherokee Urban Revitalization Plan. The addition of item 5.04 approving the payment for emergency waste water treatment plant repairs. Oath of Office for Officer Chase GoodmanChase Goodman read the oath of office for a police officer for the City of Cherokee. Chase began at the department on January 6th. Request for sewer charge credit – Noggin Water, 117 S. 2nd StreetMatthew Harding, owner of Noggin Water is asking for a partial refund for sewer fees he pays. Most of the water that goes through his water meter leaves the store in bottles, not through the sewer system. Wayne suggested at Matthew’s expense to put in some plumbing and a new meter. The second meter would be a subtractive meter giving a credit for water used that did not go down the sewer. Motion by Pingel, seconded by Brown. AYES: All, NAYES: None. Motion carried.Regarding the request for past credit, we are going to back our way into the credit on the water account. We are going to run for 3 months with the new set up so we can verify the amounts requested for the credit. This item will be placed on the April 25th agenda. Spring Lake Geese ControlThe most humane way to control the geese at Spring Lake Park is through an egg oiling program. Motion by Pingel, seconded by Johnson to proceed with having Duane Mummert and Jaime Hodgdon obtain the Nuisance Wildlife Control Operators permit (NWCO) and to start egg oiling as soon as possible, preferably Spring 2017. And authorize and encourage people to run their dogs in the park, including the training of hunting dogs, on the condition that the geese not be killed or harmed. And table consideration of Goosinator/Away with Geese proposals at this time. AYES: All, NAYES: None. Motion carried.Resolution 2017-01 directing the acceptance of a proposal to purchase $850,000 water revenue capital loan notes, Series 2017 Motion by Miller, seconded by Brown to approve Resolution 2017-01 directing the acceptance of a proposal to purchase $850,000 water revenue capital loan notes, Series 2017 for the South Side Water Main Extension project. AYES: All, NAYES: None. Motion carried. Resolution 2016-59 to consider and award bidsMotion by Brown, seconded by Agnitsch to approve Resolution 2016-59 to consider and award bid for the South Side Water Main Extension project. There were a total of 9 bids submitted. The bid was awarded to GM Contracting of Lake Crystal, MN for a total bid of $624,974.50. AYES: All, NAYES: None. Motion carried. Amendment No. 3 to Cherokee Urban Revitalization PlanA public hearing was opened at 7:24 p.m. on the matter of the adoption of Amendment No. 3 to the Cherokee Urban Revitalization Plan. Hearing no comments from the public the hearing was closed at 7:26 p.m.Motion by Brown, seconded by Pingel to approve Resolution 2017-03 adopting the proposed Amendment No. 3 to the Cherokee Urban Revitalization Plan. Motion carried.Economic DevelopmentMark Buschkamp, Cherokee Area Economic Development (CAEDC) Executive Director handed out a copy of the 2016 Annual Report. He reported on the 5 strategic focus areas the CAEDC has, they include, Promoting Cherokee County, Nurturing and Growing Cherokee County Businesses, Recruiting New Business to Cherokee County, Building the Workforce to Support Cherokee County Businesses, and Improving Cherokee County as a Place to live. Motion by Pingel, seconded by Agnitsch to approve Resolution 2017-05 supporting Home Base Iowa initiative. AYES: All, NAYES: None. Motion carried. Fire Truck DonationDiane Young, Foundation Analytical Laboratory presented a donation of $5,000 to go toward the purchase of the new aerial fire truck. The school feels that they were kind of dumped on when the city decided to replace the valve and make it a private service line. Chad commented that the city has felt the same way since every time it breaks the city has fixed and paid for the repairs. Motion by Miller, seconded by Johnson to approve replacement of the line on a 50/50 cost share between the City and School District. The new line would have three more shut off valves, but would be still classified as a private service line belonging to the School District beyond the point of the newly installed valve on Bluff. (Note: The cost of the recently added valve would be included in the 50/50 cost share.) Chad clarified that this would be a counter offer to their offer. AYES: All, NAYES: None. Motion carried. Authorize bid process for City Hall roofMotion by Miller, seconded by Brown to authorize the bid process to replace the city hall roof. AYES: All, NAYES: None. Motion carried. Request to place history project signage on downtown trash receptaclesMotion by Brown, seconded by Pingel to authorize the Historic Preservation Commission to place aluminum composite signs on the trash receptacles downtown. Motion carried. Report on city water systemArmond Rider, Public Works Director, the DNR did a Sanitary Report on the Water Treatment Plant. The plant is running good, but there is a few items they would like us to get. The first item is a chlorine analyzer and air valve to control the analyzer, Armond has these ordered. The second is an auxiliary power source for the water treatment plant. Armond has found a grant that he will be applying for to help fund the power source.AdjournmentMotion by Pingel, seconded by Miller to adjourn the meeting.
