OBJECTIVETo implement an Indigenous Tourism Readiness Program which will inspire and support the development of new sustainable tourism experiences which are suitable for the Free and Independent Traveller (FIT). ABOUT TOWNSVILLE ENTERPRISE Townsville Enterprise is the peak Economic Development organisation, Regional Tourism Organisation and Convention Bureau for Townsville North Queensland.? It is a not-for-profit, apolitical, membership-based organisation that exists to connect, grow and promote Townsville North Queensland.? For the past 29 years Townsville Enterprise has been a key driver in attracting major investment to the region. It ensures that the Local Government Areas of Hinchinbrook, Charters Towers, Burdekin, Palm Island and Townsville, as the commercial hub of Northern Australia, benefit from investment and economic prosperity, tourism opportunities and events.Townsville Enterprise is an apolitical, not for profit incorporated association overseen by a Board of Directors and supported by a Tourism and Events Strategic Advisory Committee and Economic Development Strategic Advisory Committee. There are also a number of subcommittees that have been set up to further support the strategic direction of the organisation.TOWNSVILLE NORTH QUEENSLAND EXPERIENCE DEVELOPMENT PROGRAMThe Townsville North Queensland Region offers a rich myriad of cultural stories which could be shared with visitors to enhance the regions indigenous tourism experiences. Locally in the region there is some wonderful ambition and potential to develop indigenous tourism experiences, however there is currently a lack of tours and attractions which are available for the Free and Independent Traveller (FIT). The Indigenous Tourism Readiness Program will be established to inspire and support the development of new indigenous tourism experiences which are suitable for the FIT market. The program will the following key outcomes:Development of an Indigenous Product Development Opportunities Analysis to identify the potential tourism products and experiences which could be developed in the short, medium and long term. This should be completed in consultation with the regions Traditional Owner Groups and local tourism industry.Three month mentoring program for three emerging indigenous tourism experiences to develop an action plan for developing FIT products. The action plan should be developed in conjunction with Townsville Enterprise and provide clear deliverables for the short, medium and long term. This program will also enable indigenous tourism operators to shadow and learn from similar businesses through an operator exchange. The Indigenous Tourism Readiness Program is funded through the 2020 Year of Indigenous Tourism initiative which is partnered by Tourism and Events Queensland, the Queensland Tourism Industry Council (QTIC) and the Department of State Development, Tourism and Innovation (DSDTI). KEY REQUIREMENTSThe successful tenderer will be expected to work closely with Townsville Enterprise and deliver the following outcomes:Conduct and facilitate stakeholder meetings with Indigenous tourism groups, Traditional Owners and local tourism industry to develop an Indigenous Product Development Opportunities Analysis. This Analysis will feed into the Townsville North Queensland Product and Experience Development Plan. Deliver a one-on-one mentoring program with three selected operators which would include:3x one on one mentoring sessions (one per month – at least one in person meeting)Development of a short, medium- and long-term action plan for operator’s business development, marketing and experience designSupport Townsville Enterprise in business matching the operators to similar operators and assist in facilitating an operator exchange programBusiness health check for all operators INTELLECTUAL PROPERTYAll information collected and presented, as part of this research shall remain the property of Townsville Enterprise Limited.PUBLIC LIABILITY AND OTHER PROFESSIONAL INDEMNITY INSURANCEThe Consultant will be required to provide evidence of insurance for public liability of $10 million and professional indemnity of $10 million minimum.REQUIREMENTSThe following requirements are considered necessary for the successful consultant:Demonstrated experience in indigenous tourism developmentIn depth knowledge of tourism distribution channels, marketing and business developmentStrong knowledge of Townsville North Queensland region and tourism product offerings Strong network within the tourism and events industry Proven experience and outcomes from delivering similar projects The successful tenderer will be required to work with the Director Visitor Economy and Marketing and the Townsville Enterprise Tourism and Events team to roll out the program. AWARDED CONTRACTA single contract is proposed. The successful tenderer may, subject to the agreement of Townsville Enterprise, subcontract an element of the contract to a recognised expert. Careful consideration must be given to this when developing the consultation process and design of the final report.SUBMISSIONSAll interested tenderers are required to submit a proposal that provides a brief outline of the work plan and a fully costed methodology.
