Financial Operations Monthly financials and bill list was presented to the board of trustees for review. Trotter asked questions about under budget for enrollment. Jones and Richardson provided insight into the new student management system, which limits access to RAPCS personal. They both went into detail to further explain the difficulties when viewing student enrollment and managing student enrollment through a system provided by the School District. Administration reported that RAPCS continues to keep student enrollment up to date from PowerSchool. L. Jones explained that the 7th grade attendance data may be corrupted, and that monthly reports are being re-run. J. Trotter asked about negative reimbursements from the state and tuition receivables from the school district of Philadelphia. L. Jones reported, that if the district be indebted to a charter school, then charter school can only be reimbursed from the current year. L. Jones continued to explain that RAPCS is currently engaged in litigation with the school district of Philadelphia. L. Jones explained the current budget for the special education services, how special education services are billed and paid for, and the process for students being declared students with a disabilityThe board approved the bill list and financials unanimously. Balance Sheets As of Feb. 28th, cash was at $999,237 and the current ration, a measure of the school’s ability to meet current payment obligations, was at 1.6. The accrual of summer pay and the quarterly PSERS employer contributions payment contribute to increasing current liabilities. Budget to Actual – Year to Year Comparison As of Feb 28th, (approximately 67% of the way through the fiscal year) total revenues were at 62% of budget and total expenses were at 68% of budget, resulting in a net loss of - $311, 764. The loss is projected to be a timing issue.Annual Projection There was also a net loss at this point the 2015-2016 fiscal year. And much of the federal revenue will be recorded by the year end. However, a preliminary annual projection of income and expenses indicate a net loss for this year based on three major issue 1) lower than budgeted district revenues, 2) lower than budget lunch revenue and 3) higher than budgeted personnel expenses. The report for this projection is still in progress and will be available for review within the next week. Presentation and acceptance/ ratification of contracts Plumbing Issues Jones updated the board of each of the three plumbing issues, which have been resolved. Renewal Update Trotter and Jones explained that a letter hasletter has been sent to the Charter School Office (CSO) expressing concerns with the process, fairness and equity of the renewal process for RAPCS. Trotter and Jones are also planning on analyzing data to relay the RACPS story. CEO’s ReportBriefly discussed the following highlights during the month of February: Boys and Girls Basketball TeamsSocial MediaBlack History MonthWriting ClubRAPCS Literacy DaySteering CommitteeSpirit Month. Jones also spoke about seeing overall improvement in three of four grade levels and in various support departments in the school. RAPCS plans to train staff to conduct mindful meditation sessions. R. Brooks discussed the upcoming teacher/staff circle programBoard member Jerald Johns asked questions about the number of suspensions. L. Jones reported that majority were coming from 6th grade and that the school is targeting resources to grade 6 and the teachers and students most in needOld Business None New BusinessRenewal Update: President’s Update Employee Benefits Package (Life Insurance). J. Trotter reported that L. Jones was due to have a retirement or savings vehicle (Insurance Policy??) in place some time ago. A portion of the contributions has been made via a life insurance policy (L. Jones was reimbursed the cost of the policy)BOT Development: J.
