City Council Minutes

March 1, 2021

The meeting was called to order by Mayor Steve Baumgart at 5:00 p.m.

Upon Roll Call: Mayor Steve Baumgart, and Councilmembers Dick Ledebuhr, Charlie Andring, and Jack Looman were present. Councilmember Ben Klinger was absent.

City Staff Present: City Administrator Dan Matejka, Director of Public Works Dave Schultz, Fire Chief Jason Gruett, and Police Chief Lonnie Roloff.

The Pledge of Allegiance was said.

Agenda Approval: Councilmember Ledebuhr moved and Councilmember Andring seconded the approval of the agenda. All voted aye and the motion carried.

There was no Community Comment or Input

Consent Agenda: Councilmember Ledebuhr moved and Councilmember Looman seconded that the Consent Agenda be approved as presented. The agenda included both the minutes of the February 8, 2021 regular City Council meeting and the February 23, 2021 special meeting, and the February 2021 claims as listed below. All voted aye and the motion carried.

Council Comments: Councilmember Ledebuhr thanked the Street Department for the great job they have done all winter on plowing the roads, and said the new flags in the Council Chambers look really nice. Mayor Baumgart gave the Council an update on the building issues Hoff Funeral Home is having, and their need to temporarily relocate for 3-4 months to the Knitting Mills property on East Second Street in Winona.

Reports of Officers, Committees, or Staff:

Police Chief Roloff informed the Council the department’s new unmarked squad should be in by the end of March.

Fire Chief Gruett thanked the Police Department for the use of one of their Toughbook computers for Engine 2. This was due to the fact the truck’s Toughbook isn’t able to take updates anymore.

Director of Public Works Schultz informed the Council the City did not send out any frost letters this year as the frost level never reached the 48” level. His department is not aware of any issues with any freezing water lines in the City, but he knows some property owners did run their water on their own.

City Administrator Matejka told the Council that MnDOT approved an extension to August 16, 2021 for the City to potentially purchase the old weigh station property. He also read an email from the City Attorney pertaining to the status of a potential new Receivership being appointed for the American Plumbing property. Finally, he informed the Council that Ms. Kristine Kreckow, the City’s General Services Clerk, gave her notice. Her last day with the City will be Monday, March 15, 2021.

The annual Building Permit Summary Report for 2020 was reviewed by the Council.

Notices and Communications

The Maintenance Department on-call schedule for March, 2021, and the Small Cities Development Project Progress Report through January 31, 2021 were noted by the Council.

The Water Fluoridation Quality Award for 2019 was acknowledged by the Council. Mr. Schultz thanked his staff for their hard work in doing what is needed to receive the award. He said it was clearly a total team effort.

New Business

Director of Public Works Dave Schultz presented the proposed 2021 contract with Mr. Bill Whetstone to operate the Goodview Compost site. Mr. Schultz is recommending a slight increase in pay for Mr. Whetstone as compared to the 2020 contract. Councilmember Ledebuhr moved and Councilmember Andring seconded to approve the contract as presented. All voted aye and the motion carried.

Councilmember Andring moved and Councilmember Looman seconded to approve RESOLUTION NO. 1150, A RESOLUTION APPROVING AN APPLICATION AND PERMIT FOR A ONE TO FOUR DAY TEMPORARY ON-SALE LIQUOR LICENSE FOR THE WINONA ELKS LODGE #327. Councilmember Ledebuhr indicated this is for a car auction event in early June at Remlinger’s Muscle Cars & Museum. He also said because of his affiliation with the Elks Club he would abstain from voting on the Resolution. All voted aye and the motion carried by a 4 to 0 vote with Councilmember Ledebuhr abstaining.

Police Chief Roloff explained the need to upgrade the door access system for the Police Department as the current system is approximately 13 years old. The City Administrator explained there are budget dollars available to pay for this upgrade due to a resignation in the department and the position’s replacement being at different salary levels. Councilmember Ledebuhr moved and Councilmember Looman seconded to move $5,000 from the Salaries area to the Building Maintenance code. All voted aye and the motion carried.

Other Business

City Administrator Matejka reminded everyone of the special joint meeting of the Goodview EDA and the City Council on Wednesday, March 10, 2021 at 5:15 p.m. for the purpose of hearing a presentation by the Winona Community Foundation.

Councilmember Ledebuhr moved and Councilmember Andring seconded to adjourn. All voted aye and the motion carried.
