Message from the Chairman

Having served as Chairman of the Missouri Gaming Commission since the first of June, I have been subjected to an indepth orientation by staff which has impressed me with the importance of the casino industry, its economic impact and tax benefits to the State of Missouri. For 30 years I served the people of Missouri in the General Assembly, first as a Representative and ultimately as President Pro-Tem of the Senate. To continue on in public service is an honor for me. I am confident that with the capable staff and the new perspective that I bring to the Commission, the gaming industry will continue to be regulated in the best interest of the State of Missouri.

The most significant development during the '09 fiscal year was the passage of Proposition A which puts Missouri in a competitive position with other states. Many patrons had considered the $500 loss limit and ID requirement to be an inconvenience, causing them to leave Missouri for other venues with no such restrictions. Missouri will no longer be at a competitive disadvantage. At the same time, repeal of the loss limit will mean that substantial sums of money will now be spent in our state, which has the potential for illegal money laundering. This will present a new challenge for our Highway Patrol sergeants and investigators. Our law enforcement partners will adjust their techniques and continue to be effective. A third element to Proposition A limited the number of casino licenses in Missouri to those in existence or under construction. With the opening of River City in south St. Louis County next year, total number of licenses will be capped at 13. It is somewhat surprising, given the economic downturn that Missouri experienced a four percent increase in adjusted gross receipts (AGR), an increase in state tax revenue all of which goes to education from $294 million to $316 million, and a four percent jump in admissions. Admission revenues increased to $104 million, fifty percent of which supports some very important causes, notably veterans, National Guard, college loan and early childhood programs. Two percent of the AGR tax goes to cities where the casinos are located. These dock cities received $36 million from the AGR tax and $52 million from admissions, which the cities plow back into regional infrastructure and capital improvements. These expenditures are detailed in this Annual Report. We believe that Missouri's central location during an economic fall-off caused people to stay closer to home to enjoy Missouri's riverboat casinos. As we look to the future, we can expect additional revenue from River City, the new St. Louis County casino. Increased promotions by the six Missouri casino companies to attract out-of-state gamblers to Missouri are likely and 2010 could see Kansas City and St. Louis conventions and tourism increase. MGC has an important role to play as we move into the next decade. We will continue to conduct market studies, monitor the financial conditions of the casino companies and undertake in-depth background investigations of all Missouri licensees. Our job is to make certain that the companies are financially sound, the casinos are crime free and the integrity of the games is uncompromised.

Jim Mathewson (Sedalia) was born and raised in Warsaw, Missouri. A veteran of the U.S. Army, he was first elected to serve in the Missouri House of Representatives in 1974, and was re-elected to the House twice. In 1980 he was elected as a State Senator and served for twenty-four years. He served eight years as President Pro Tem of the Senate. Jim Mathewson has received many honors including the "Friends of Education Award" from the Missouri School Boards

Association, an Honorary Doctorate from Missouri Western State College, and Missouri Valley College; and the James C. Kirkpatrick Excellence in Governance Award to name just a few. He is the past owner of National Valuation Services in Sedalia, Springfield and Independence, and the past president of Mathewson Broadcasting. He is active in the community and an avid sportsman.
