The Idaho Board of Professional Engineers and Professional Land Surveyors is considering a change the state’s licensure law to require that a Professional Engineer candidate have the equivalent of a qualifying Master’s degree to become licensed in Idaho. The possible change follows the model law that the NCEES endorses as well as many business, professional and technical engineering organizations. There are also many organizations opposed to the change. This is an important issue for the engineering profession. Come hear the discussion about this issue as it will impact your profession and form an opinion. A panel will discuss the issue and its “pros” and “concerns”.

Infrastructure is a part of our daily lives. Too often we take it for granted, even though in a typical day, most of us use or are impacted by each of the 11 infrastructure categories assessed by more than 25 civil engineers with contributions from public agencies, private firms, and non-profit groups and coordinated by the American Society of Civil Engineers (ASCE). We expect infrastructure to work efficiently and when it doesn’t, we may no longer take it for granted.

ASCE has developed a national Report Card for American’s Infrastructure since 1995. The most current National Report Card, published in 2009, indicated an overall grade of “D.” How does Idaho stack up in comparison to the Nation? Where are we lacking? How do we evaluate investments and set priorities?

Biographical Sketches

Johanna M. Bell, P.E.

Ms. Bell has worked with federal, state, and local agencies since the late 1980’s, managing programs concerned with urban and rural watersheds and water quality under the federal Clean Water Act. Between 2001 and 2010 Ms. Bell was the Stormwater Program Manager and intra-governmental liaison and topic expert for water quality issues. She oversaw the preparation of stormwater ordinances, programs, and implementation policies. Ms. Bell also founded and supervised staff concerned with the Partners for Clean Water education program.

Ms. Bell is a registered Professional Civil Engineer with an emphasis in water resource management. Her degrees include an MS in Agricultural Engineering from the University of Idaho, and BS/BA degrees in Environmental and Russian Studies from the Evergreen State College in Washington. Currently, Ms. Bell is pursuing an MPA degree with Boise State University, with a graduate certificate in Conflict Management.

David Curtis, P.E.

Dave is the Executive Director of the Idaho Board of Licensure of Professional Engineers and Professional Land Surveyors. Dave was born in Moscow, Idaho. His education includes a BS in Civil Engineering 1972, University of Idaho and MS Civil Engineering 1973, University of Idaho. Dave worked for J-U-B Engineers, Inc. in Boise and Nampa offices from 1973 to 1987 specializing in land development and municipal engineering. He was hired as Executive Secretary of the Board of Registration of Professional Engineers and Professional Land Surveyors in 1987. Leisure activities include camping, hunting, shooting sports, reading, and being a Grampa. Dave is married with two adult children and four grandchildren.

Eric Erickson

Eric is an Idaho licensed Professional Engineer and a Certified Energy Manager. He began his career with The Amalgamated Sugar Company in 1997 as an Electrical Engineer. He was promoted to Process Engineer in 1999 and Electrical and Instrumentation Supervisor in 2000. In 2003 Eric assumed the Plant Engineering position and shortly afterward was deployed to Iraq where he served in support of Iraq Freedom and the Global War on Terror. After returning from his tour in Iraq, Eric retired as a Major in the United States Army in July of 2008. He currently manages the third largest sugar-beet factory in North America, The Amalgamated Sugar Beet Company of Nampa, Idaho, which employs over 500 people and produces over 250 million pounds of sugar annually.

John Falk, P.E.

Dam Safety Manager, Idaho Department of Water Resources

Mr. Falk is Idaho’s Dam Safety Manager since August 2007 after serving 14 years in a similar capacity with the State of Oregon in Salem.

Presently, he serves on the Association of State Dam Safety Officials (ASDSO) Board of Directors. Other professional engagements have included Cement Manufacturing, Engineering and Materials’ Testing, both open-pit and underground Mining, County Road and Public Works, and Consulting Engineering.

Mr. Falk graduated with a BSc from the Colorado School of Mines, and a Master’s degree in geotechnical engineering from Colorado State University. Mr. Falk is currently licensed as a professional engineer in Idaho, Washington, Oregon and Utah. He is married, with three grown children. Hobbies include biking, gardening, home repair, and outdoor adventures.

Justin Foster

Justin Foster is a Brand Strategist, published author, professional speaker and workshop facilitator. He is the author of “Oatmeal v Bacon: How to Differentiate in a Generic World”. Over the past 20 plus years, Justin has

worked in sales and marketing for small businesses and large corporations, co-founded two marketing/branding firms, and conducted over 300 workshops and seminars.

Justin has worked with the leadership teams of hundreds of organizations to help them create a meaningful, relevant brand in the marketplace. He works with organizations to define their brands, create clear messages and inspire their audiences. Justin also provides 1:1 coaching on personal brands, as well as works with political candidates and non-profits.

In addition to his expertise in strategic branding, Justin speaks and writes on the impact of generational and cultural shifts–especially related to the influence of Gen Y, social media, and technology.

Justin and his wife Lynna have two sons, Logan and Caden–and live near Boise, Idaho. Justin is a student of everything, a “shrinking former fat person”, a football savant, and a Texas music aficionado.

Liz Fitzgerald

Liz is the property manager for Unico in Boise, Idaho. In addition to her responsibilities for all administrative, maintenance, operations, construction management and tenant relation activities at US Bank Plaza in downtown Boise, she also serves as Unico’s local “ambassador” in her community, in all aspects of commercial real estate development, investment and property management. She also managed the Bank of America Financial Center in Spokane, Washington from 2009 - 2010, until a full-time property manager was hired.

She has been directly involved with the US Green Building Council’s LEED certification process and annual Energy Star submissions at both properties, in addition to organizing Boise’s first commercial building “Sustainability Fair” in 2007.

Liz joined Unico in 2006. She has 20 years of commercial real estate and property management experience as project director/manager for another commercial real estate development and investment company, headquartered in Menlo Park, California, managing their office and industrial buildings in the Boise market.

Liz graduated from Boise State University with a degree in secondary education, with an emphasis in English, Biology and Physical Education and taught in the Boise School District prior to her current career path.

John Gardner

John leads the CAES Energy Efficiency Research Institute (CEERI), a state-wide partnerships that combines cutting-edge research with education and outreach to promote energy efficiency. John also chairs the Campus Sustainability Advisory Board (CSAB), a campus-wide body that coordinates and promotes sustainability practice, education and research at Boise State. He served as chair of the Boise State Mechanical & Biomedical Engineering Dept from 2001 through 2007. Dr. Gardner graduated from Cleveland State University with a Bachelor of Science in Mechanical Engineering and earned his Doctorate of Philosophy in Mechanical Engineering from Ohio State University.

Evelyn Grime

Principal with the architectural and alternative energy company PLACE ! Inc. of Boise, Idaho. Evelyn received her M.Architecture from the University of Idaho in 1999. She has worked as a planner for the city of Boise and had architectural affiliations with several Boise firms. Evelyn is a researcher with historic preservation projects in Idaho, and she is an advocate and consultant for using alternative methods of providing human occupied structures and infrastructure needs.

Alex Gutierrez

Alex is the Associate Director of the Career Center at Boise State University. He joined the staff in 2006. Prior to Boise State, Alex worked at Micron Technology, Inc. in Organizational and Workforce Development. His specialties include optimizing LinkedIn profiles, job search advising, resume enhancement, networking, interview coaching and personal branding. Recently, he has been working with organizations to utilize social media to attract new college graduate talent and engage students.

Alex has a Masters in Counseling and Bachelors in Industrial Safety Management from Northern Arizona University (NAU). At NAU, he worked in Career Services as the Assistant Director of Employer Services.

Tim Haener, P.E.

Tim is Governmental Affairs Chairman for the Idaho section of the American Council of Engineering Companies. He also active on the national ACEC Risk Management and Management Practices Committees and is Vice-Chairman of the new ACEC national Sustainability Committee. His real job is Executive Vice President for J-U-B Engineers in Boise. Tim graduated with a BS in Civil Engineering from the University of Idaho and MS in Environmental Engineering from Cal. State, Long Beach. He has been a licensed professional engineer in Idaho since 1992 and also holds licenses in Utah and Washington.

Michael Hardy, P.E.

Michael Hardy is the President of Black Oak Engineering, Inc. in Salem, OR where he provides HVAC and process engineering services. He is a 1988 graduate from Oregon State University and is licensed in Oregon, Washington and California.

Michael joined PEO/NSPE in 1994 and has served in most of the Society’s chapter and state offices including two terms as PEO State President. He has served on several national committees and task forces, was selected as a Fellow member of NSPE in 2008 and is the NSPE Immediate Past-President.

Michael has volunteered with Oregon MATHCOUNTS and Engineer’s Week for many years. In addition to his PEO/NSPE membership, Michael is also a member of ASHRAE, and the American Society of Plumbing Engineers.

Michael is married with two adult daughters, Jaime, the oldest recently started working for him as a designer. Katie is a professional chef. His wife Chris is a Registered Nurse working in Home Healthcare. In his free time, he enjoys gardening, canoeing and the family’s Morgan horses.

Britt Ide

Britt Ide is a lawyer, an engineer, a student of economics, a policy enthusiast and advocate of public involvement.

As Founder and President of Ide Law & Strategy, PLLC, she uses her unique blend of communication, quick learning, and interpersonal skills to bring organizations and stakeholders together to create sustainable solutions: solutions that move your business forward and protect your interests.

With over 20 years experience working with small and large organizations in energy, natural resources, engineering, retail, health, higher education, and nonprofit areas, Britt understands the critical role that research and analysis, strategy development and organizational alignment, and open communication play in creating practical solutions.

She attended the S.J. Quinney School of Law at the University of Utah, Montana State University, Ohio State University and Cornell University. She is admitted to the bars of Idaho, Montana, and Utah. In addition to her law degree, Britt holds a B.S. in Mechanical Engineering and an M.S. in Environmental Engineering with an emphasis in economics. She also completed the intensive Mediation Training at the Harvard Negotiation Institute.

Britt’s diverse work history includes positions at the Ohio and Utah Houses of Representatives, Battelle Memorial Institute, Boise Cascade, Albertsons, Healthwise and Idaho Power Company.

As the daughter of an Air Force pilot, she grew up in Georgia, Nebraska, Ohio and Texas. She and her husband, Alex, keep busy with two young children and like to mountain bike, hike, snowshoe or read in rare free moments.

Cheryl Jenkins

Stormwater Program Manager City of Nampa. Cheryl has worked for the City of Nampa for 21 years, the last 6 years in the Stormwater field. Developing and implementing Nampa's Erosion and Sediment Program was the first challenging task Cheryl faced in the stormwater field. Recently developed programs include Nampa's first Phase II MS4 Permit which includes a Stormwater management plan, monitoring plan, quality assurance plan, public education and outreach plan, development of a Stormwater Advisory Group and the formation of a Stormwater Utility. In addition Cheryl is currently working on a Hispanic Outreach Program to educate and involve Hispanic community members about stormwater issues in Nampa.

Brion Kettler

Brion Kettler, EIT, graduated from Idaho State University in 2008 with a Bachelor of Science Degree in Mechanical Engineering. While at Idaho State University he was a three time recipient of the National Science Foundation scholarship, volunteer for Lego League robotics and FIRST high school robotics, 2008 outstanding student of the year and vice president of Tau Beta Pi. He has spent the last 4 years working for Walker Engineering, an engineering consulting firm located in Pocatello, Idaho, as an EIT. He plans to sit for the PE examination next year.

Ron Luedeman, P.E.

Ron is an Engineer/Scientist with background in plant capacity enhancement, optimization, trouble-shooting, design, intellectual property, process/product development, regulatory, and business development.

Partially retired in 2011 and started Luedeman Consulting providing technical consulting for the Food, Pharmaceutical, and Ag Chemical Industries. Prior to that worked for 34 years for Basic American Foods in Blackfoot, Idaho in various technical and management positions. Prior to that worked for 2 years for Sunkist Growers in California in process engineering and process development.

Education includes a BS in Chemical Engineering from Cal Poly and a MS in Food Science from Washington State.

Professional activities include: Idaho PE License holder. Current EIEC President (Eastern Idaho Engineering Council), current ISPE MATHCOUNTS Foundation Board Member. Member of IFT, AIChE, NSPE, ISPE. Served previously in all SE Chapter ISPE officer positions. Prior (many, many years ago) award winner of the ISPE Idaho Young Engineer of the Year.

Education activities include: Current Advisory Board Member for the Food Science Program at the University of Idaho and Washington State University. Prior service on other university advisory boards & search committees in Food Science and Biological Systems Engineering. Orange Coast College lecturer on dehydration technology.

Personal: Married 37 years, 3 kids (two engineers, one doctor). Varied interests, and far too many hobbies.

Robyn Mattison, P.E., LEED AP

Robyn is a licensed professional engineer and currently the Vice President of the Southern Idaho Section of ASCE. She graduated with her Bachelor’s degree in Environmental Engineering from Cal Poly, San Luis Obispo and her Master’s degree in Civil Engineering from Loyola Marymount University in Los Angeles. She has 12 years of experience providing civil and environmental engineering services for municipal and private clients. Her primary area of practice is water and wastewater engineering although she has experience on land development and general civil projects as well. Robyn has lived in Boise for seven years and has worked at Forsgren Associates for the past six years.

Bruce Newcomb

Director of Government Relations – Boise State University

Bruce was born and raised in Cassia and Minidoka County in rural Idaho. His father was a Stanford University Political Science graduate who located in the Mini-Cassia area where he farmed and fresh packed potatoes. Bruce graduated from Declo High School in 1958. He attended Northwest Christian College, Stanford University, and the University of Oregon graduating with a Bachelor of Science degree. After graduating from college he returned to Declo to help his father on the farm with the intention of helping him during difficult financial times then returning to graduate school. He co-signed a mortgage with his father not realizing that is was a life sentence. As a result, Bruce became a lifetime rancher.

As one might guess, his family was raised on politics. In 1986 his older brother, Russell, and he ran for Idaho House of Representatives and were elected. During his internment in the House he met his wife, Celia Gould, who was also a Representative for sixteen years and is currently the Director of Agriculture for Idaho. During his twenty years of service in the House, Bruce served as Caucus Chairman, Assistant Majority Leader and Majority Leader and is the longest serving Speaker of the House in Idaho history. All in all, he served twenty years in the legislature, eighteen of those years in leadership.

Bruce currently lectures at Boise State and is the University’s Director of Government Relations. Bruce and his wife Celia Gould have five children and eight grandchildren. Their son J.D. is a First Lieutenant in the US Marine Corps and has recently returned from deployment to Sanguine, Afghanistan. Bruce and Celia reside in Buhl, Idaho, when they are not in Boise.

Seth Olsen, P.E.

Seth Olsen is the Report Card for Idaho’s Infrastructure committee chairman of the American Society of Civil Engineers (ASCE) – Southern Idaho Section. Since 2010, he has worked with a diverse group of engineering professionals and public agencies to assess Idaho’s infrastructure. He is currently a geotechnical engineer at GeoEngineers, Inc. in Boise, ID. As a consulting engineer, he has worked on and managed small and large projects for various private and public entities across the country. He specializes in infrastructure projects that include roads, bridges, levees, and alternative energy. Some of the key projects he has been a part of in Idaho include the Idaho 16 extension and US-95 Garwood to Sagle.

Mr. Olsen completed Bachelor of Science and Master of Science degrees in Civil and Environmental Engineering from Utah State University in 2006. He is a licensed Professional Engineer in Idaho and Montana. He is married and has three daughters and one son. He is also active within the Treasure Valley community through his involvement in various volunteer and non-profit organizations including being a graduate of Leadership Boise in 2011.

Benjamin Otto

Since 2010, Mr. Otto has worked as an Energy Associate for the non-profit Idaho Conservation League, finding ways for Idahoans to reduce energy use and use clean energy. Prior to that he worked as Fellow for Advocates for the West, a non-profit environmental law group whose mission includes using law and science to ensure sustainable communities in Idaho and other western states. Mr. Otto graduated from Prescott College with a Bachelor of Arts in Outdoor Education going on to earn his Master of Studies in Environmental Law from Vermont Law School his Juris Doctorate from Lewis & Clark Law School.

Duane Pace

Duane is the Chief Engineer for Unico in Boise, Idaho. In addition to his responsibilities for all engineering, maintenance, security and construction at US Bank Plaza in downtown Boise, he also serves on in-house Engineering committees for Unico, offering his 20+ years of knowledge and experience in all aspects of mechanical, electrical and plumbing systems to assist other Unico properties. Additional responsibilities that are critical to the safety of US Bank Plaza and all occupants include ensuring that the Building is in strict compliance with fire and safety codes, consistent attention to hazardous waste management and managing our safety and accident prevention program. He has also assisted with in-house ASHRAE audits for other Unico properties in Denver and Spokane.

He was directly involved with the US Green Building Council’s LEED certification process and annual Energy Star submissions for US Bank Plaza. He is responsible for guaranteeing that all LEED pre-requisites & credits and Energy Star tracking are met in a timely and accurate manner.

Duane ‘came with the Building” when Unico purchased US Bank Plaza in March 2000. His 20 years of commercial real estate/property management/maintenance and engineering experience and total familiarity with US Bank Plaza has been a huge asset to Unico.

Tom Ruby

As GPS Survey Manager for J-U-B ENGINEERS, Inc, for the last fourteen years Tom Ruby has had the chance to work on a very large variety of exciting and challenging projects. Specializing in GPS for the last fourteen years of his twenty-one year career he has developed a broad experience base with cadastral, geodetic control, construction, subsidence, ALTA and engineering surveys. Acquiring his first professional license in Idaho in 2002 Tom has since added PLS licenses in Oregon and Nevada.

James L. Szatkowski, P.E.

Jim graduated from University of Utah in 1976 with a BSEE; completed a MSME from Naval Postgraduate School, 1984 and received his professional license in CA in 1984. He is also licensed in UT, WA and ID. He is a retired Naval Engineering Duty Officer and practiced privately in Utah and Washington before joining the state of Idaho as a Project Manager at the Division of Public Works in 2001. He was a member of the Utah PE/PLS Board from 1993-1998 (and 1999 Emeritus). He joined the staff of the Board for Licensure of Professional Engineers and Professional Land Surveyors in 2007 as the Deputy Director. He is a member of the Idaho Society of Professional Engineers, the Utah Society of Professional Engineers (and a Past Western Region Vice President for and a fellow in the NSPE), SAME, and ASNE (Life Member). Jim is also a member of the Exchange Club of Boise.

Bryan Wewers

Bryan Wewers is a native Idahoan, born and raised in Twin Falls. He graduated from Boise State University in 1984 and has spent the past 27 years working for Idaho Power in various customer related fields. He is currently a Community Relations Rep with Idaho Power in the Boise area and is also involved with various community groups. He is a board member for the Boise Centennial Rotary, the St. Luke’s Children’s Hospital, and the Idaho Council of Governors (formerly SAGE Community Resources), a member of the Development Services Advisory Committee and chairman of the Development Impact Fee Advisory Committee for the City of Boise. He is also a volunteer for various community organizations including the Idaho Food Bank, Neighborhood Housing, and the YMCA Strong Kids Campaign. Bryan and his wife Bridgette have two children; Ally 22, and Joe 19.

Heather Wheeler

Heather is the Executive Director for the Community Transportation Association of Idaho (CTAI), a statewide non-profit membership association that advocates for and empowers individuals and communities to develop transportation systems they need for enhanced economic vitality and quality of life. Heather has over 15 years of experience in public administration. Most recently, Heather served as Administrator for communications and regional development for the Idaho Department of Health and Welfare. Prior to this experience, Heather was Deputy Director of the Department of Health and Human Services for the Municipality of Anchorage, in Alaska. Heather is a Registered Dietitian and began her career as manager and dietitian for the Women, Infants, Children (WIC) Nutrition Program in Colorado and Alaska.

Philip Woodcock

Philip Woodcock has been working at Trimble since 1998. He currently is the Account Manager for Survey Products for the Northwest United States and Western Canada. Philip has a wide range of experience with an emphasis in Land Survey. Philip has a degree in Environmental Engineer. Prior to Trimble, Philip worked for ten years as a contractor to the USEPA conducting emergency response and pre-remedial site investigations.
