Currently no planning permission but the enforcement team have issued a deadline for the end of January.Item 7: The actions of McDonald Groundworks Ltd was discussed and minute updated.Item 8c: no signature is required with Innogy. Follow up required. Action: IHCorriegarth Windfarm - new application to expand existing site by 16 turbines whilst outside of Strathnairn all traffic will be using the B851 for access.? The impact of transport along the road was discussed. Contact to be made regarding the need for a liaison group to be established.? Action IHWindfarmsFarr Approval for extension of operation has been granted it was agreed that the Farr Windfarm be removed from the agenda.Aberarder A discussion took place regarding the 50:50 split in community benefit between Strathnairn and Stratherrick. This was deemed an unfair representation due to the disproportionate number of turbines and traffic flow in Strathnairn. A new planning application is anticipated relating to an increase in height for the proposed turbines. Discussions on the benefit distribution to be started with Stratherrick CC. Action: JB. Information regarding a proposed new access road to be sought. Action: PM. Glenkyllachy Work on the windfarm is now complete and it is soon to be sold by the developers to another operator.Telephone kiosk at DunmaglassFollowing an appeal for comments on plans for the kiosk to be permanently removed only one member of the public raised a concern. As there is good mobile coverage in the area it is likely that there are insufficient grounds for BT to reinstate. Following discussion, it was suggested that it would be highly unlikely the utility would be reinstated but the public comment was passed to Highland Council to review and make final decision by 12th February. Inverarnie Road ImprovementsNo information has been forthcoming. A further request to be made to Highland Council (Colin Ross) concerning bollards, road markings, localised kerbing and grit bins. Action: IMWinter Resilience PlanLetter produced and printed in the December Strathnairn newsletter.Strathnairn Development Company A lengthy discussion took place which highlighted the importance of producing a Business Plan and that further delays may be detrimental to the community. An initial offer of support from the CC was declined by Paul Robinson as the Development Company felt that input from an external independent source should be found. However, as the community survey on which the development plan will be based is perhaps now out of date it was felt that progress should be accelerated and contact with the Chair of the Development Company be arranged. Action: JMStrathnairn Community Access and Transport AssociationThe Association requires three new trustees to fulfil Scottish Charities Commission requirements due to the loss of the current Chair who has left the area. Previous appeal for volunteers has identified a new Chair and appeal to be reissued via Facebook and personal contacts. Role of trustee is non-executive and involves one meeting per year. It was agreed that it is crucial to comment to ensure the plan is developed highlighting the importance of key areas such as toilets, parking, litter bins, chemical waste disposal, Wi-Fi etc around the Strath. Action: JMLetter from David and Amy Huxtable-Reid regarding the condition of B851. After a lengthy discussion it was agreed that contact should be made to Highland Council showing evidence to the state of the roads in Strathnairn. The importance of having the community report as much as possible was noted. It was suggested that video, photographs and a drive through with a Highland Council representative may be appropriate. Action: JM. Feedback to Mr and Mrs Huxtable-Reid would be undertaken. Action: JMFarr Community Hall. Paperwork to be updated showing most recent contact details for CC. Forms are available from the shop. Action: NSTraffic concerns in Croachy. A traffic management system is due to be installed later in the year. This will include signage and line painting. An initial survey will take place in due course. Updates to be communicated. Action: JPCommunity Plan. This was conducted in 2013. Copy to be emailed out. A request for a footpath along the old A9 between Daviot War memorial/Craggie junction and Meallmore Lodge/Forestry car park to be followed up. Action: IMReporting Road Issues.
