Second Meeting of the IACML Working Groups &

First Preparatory Meeting of the XIX IACML

1) Overview

In compliance with the Inter-American Conference of Ministers of Labour (IACML) Calendar of Activities for 2014-2015, the following events will take place consecutively in Cartagena:

• Second Meeting of the Working Groups of the XVIII IACML: April 28 and 29

• First Preparatory Meeting of the XIX IACML: April 30

A detailed agenda complements this Guide.

Objectives:

1) WG meetings - Continue the discussion on the topics and tasks assigned by the Declaration and Plan of Action of Medellin 2013 to the Working Groups of the IACML:

• Working Group 1: “Employment as a pillar in the quest for equality and development”

• Working Group 2: “Institutional strengthening for the protection of workers’ rights and the promotion of social dialogue”

2) First Preparatory of the XIX IACML – To begin the negotiation process toward the next IACML that will take place on November 18 and 19, 2015 in Cancun, Mexico.

Participants:

• Representatives appointed by the Ministries of Labor of the OAS Member States

• Representatives of workers and employers grouped within COSATE and CEATAL

• Representatives of International Organizations linked to the IACML process and other special invitees.

2) Guiding Questions

The authorities of the Working Groups have developed a list of guiding questions on the topics for each session, which are based on the mandates of the Declaration and Plan of Action of Medellin, adopted at the XVIII IACML in 2013, and seek to assist delegations in preparing for the meeting and to enrich the debate.

Participants are kindly requested to answer these questions and send their responses to the Technical Secretariat (trabajo@) no later than April 8th, 2015. Thank you for your collaboration.

Working Group 1

Panel 1: Integrated strategies for improving entrance into the labor market

1. Which strategies and initiatives are job training systems and public employment services implementing to strengthen labor competencies and respond to current and future labor market needs (measures to better connect employment supply and demand)? What role are labor market information systems playing in these efforts?

2. How are job training and employment services linked to competitiveness and productivity strategies? How are they linked to social inclusion strategies?

3. Which are the mechanisms and the degree of participation of social actors (workers and employers) in job training and employment services?

4. Which strategies and initiatives are employment services and training systems implementing to increase training and employment opportunities for the most vulnerable groups? What adjustments or innovations are they undertaking to better respond to the particular needs and situation of these groups?

Working Group 2

Panel 1: International cooperation on labor matters

1. How is labor cooperation managed in your Ministry? Is there a unit/office that centralizes it? Are there linkages with a national cooperation agency and/or the Ministry of Foreign Affairs?

2. Is your Ministry facing challenges in building capacity (institutional strengthening) through international cooperation? What changes, for instance in structure and functions, may be required within your ministry to successfully implement sustainable government-to-government cooperation on labor affairs?

3. How strong or important is labor cooperation in your Ministry (both financially and related to south-south efforts and knowledge sharing)? What are the main areas in which your Ministry has requested/received and offered/provided cooperation?

4. What has been the impact of labor cooperation on the institutional strengthening in your Ministry? Please comment on how labor cooperation has improved program management in your Ministry, as well as your capacity/ability to deliver your institutional mandate.

Panel 2: International cooperation on labor matters

1. What measures is your Ministry taking, in addition to labor inspection, to promote the enforcement of labor laws and effective exercise of FPRW?

2. What measures is your Ministry taking to strengthen labor inspection systems (including ongoing training and professionalization, among others) and what lessons learned and recommendations can be drawn from them so far?

3. Are there particular innovations in labor inspection that your country is currently implementing? What has been the progress on preventive measures as a complement for sanctions?

Registration: Participants should complete the Registration Form enclosed in this bulletin and send it to the IACML Technical Secretariat, as indicated.

Funding: Each delegate is responsible for his/her own travel expenses. However, the Government of Colombia, through the Organization of American States (OAS), will cover the travel expenses (airfare or accommodation) of officers from Ministries of Labor of small economies to support their participation.

Lodging: Each participant is responsible for booking a room in the hotel of his or her preference, except those who will be granted financial assistance, in which case the OAS will make their reservations at the Corales de Indias Hotel.
