Primary Purpose:

The Financial Coordinator will plan and budget for the financial and business affairs compliance regarding child nutrition finances.

Qualifications:

Education/Certification/Licensure:

• Bachelor’s degree in Business, Finance, or Accounting, or closely related field from an accredited college or university recognized by the US Department of Education.

• Must have valid driver’s license, good driving record to travel to sites in the Humble ISD area

Special Knowledge/Skills:

• Advanced knowledge of educational or governmental accounting and purchasing, laws, practices and procedures

• Knowledge of the Texas Education Agency’s Financial Accountability System Resource Guide

• Knowledge of the federal and state grants available to Texas Public School Districts

• Knowledge of educational or governmental bookkeeping and budgetary principals and practices

• Skill in interpreting the application of law and regulations pertaining to the financial records maintained

• Skill in analyzing financial activities, forecasting and developing budgets, and applying appropriate resolution to problem situations

• Skill in the use of keyboarding, Microsoft Word, Power Point, Excel, Financial systems (Tyler MUNIS preferred), and web based data management systems

• Skill in mathematical calculations, data entry, and ten key calculator

• Skill in detailed numeric/clerical work and processing high volume transactions

• Ability to oversee large production accounting and work assignments and training District child nutrition specialists and managers.

• Ability to prioritize tasks and coordinate multiple projects to meet specific deadlines

• Ability to maintain confidentiality of privileged and sensitive information

• Ability to maintain professional behavior, appearance, and work ethic to represent the District in a positive manner at all times and work in a team environment

• Ability to communicate effectively with tact and diplomacy and provide a high level of customer service to administrators, District officials and employees, co-workers, grantors, and outside organizations.

Experience:

▪ Three years child nutrition experience in managing, evaluating and analyzing financial and operational data with a large organization

▪ School district or closely related industry preferred

Major Area of Responsibility

1. Represents the Child Nutrition Director in matters pertaining to budget, accounting and finance.

2. Work with the CNS Director and Finance Department to develop and prepare CNS budget.

3. Work with the CNS Director on cost estimates on all CNS bids.

4. Assist CNS Director with purchasing decisions as they affect the budget.

5. Prepare all CNS budget amendments and journal vouchers.

6. Arrange with finance petty cash needed for operation in each school cafeteria.

7. Work with General Ledger Accountant to ensure third party revenue reports reconcile with bank.

8. Prepare monthly report for Federal reimbursement.

9. Prepare statement for Finance to distribute Federal reimbursement funds to the proper school.

10. Prepare Teacher’s Retirement report monthly for payroll department.

11. Prepare CNS financial statements monthly including:

a. Profit/loss statement for department and each individual cafeteria

b. Program Operational Analysis Report

c. Budget Variance Report

12. Inform the CNS Director, Assistant Directors, and Supervisors of school cafeteria’s profit/loss and any problem areas noticed in the financial reports.

13. Prepare monthly invoicing for special projects including:

a. School’s special functions

b. After school snacks

c. Humble ISD Child Care Program

14. Work with CNS Supervisors to assist CNS Managers on proper financial processes/procedures.

15. Develop and monitor systems and procedures for department fiscal functions.

16. Develop and provide administrative direction for financial control systems.

17. Assist the CNS Director and Maintenance Supervisor with the purchases of Capital Outlay items and asset life replacement cycle.

18. Maintain good working knowledge of the bids, vendor and commodity information to ensure proper purchase order entry.

19. Advise the CNS Director of budget variances and recommend appropriate adjustments.

20. Research any missing funds for department and district cafeterias.

21. Track, report and keep accurate records of all cafeteria banking errors to be used in financial conflict resolution and manager evaluations.

22. Make adjustments to the CNS budget for expenditure and revenue variances.

23. Prepare correspondence, forms, reports and back-up documentation for the finance department directly regarding the CNS department.

24. Supervisor the close out of departments finances including purchase orders, contracts and budget.

25. Adhere to a strong system of internal control, safeguard access to District financial resources, and develop and maintain accounts payable industry best practices.

26. Process and prepare reports as needed for use in external audits of the department finances.

27. Enhance coordination and communications between internal business service functions and other District departments and campuses.

28. Participates in staff meetings, in-service trainings, workshops, etc. as required for the purpose of conveying and /or gathering information required to perform job functions.

29. Administers and is responsible for leadership, coordination, supervision and evaluation of the CNS Federal Programs Specialist and CNS Bookkeeper.

30. Visits each campus kitchen a minimum of twice per year to audit cash handling procedures. Reviews on-site cash handling results with cafeteria manager and CN supervisory staff.

31. Conducts staff training and updates as necessary for district wide Child Nutrition employees regarding financial issues.
