➢ Call to order: Co-Chair DeBiasi called the meeting to order at 10:11 a.m.

➢ Meeting Minutes:

• May 24, 2013: Motion was made to approve the May 24, 2013 meeting minutes by Commissioner Macy; seconded by Commissioner Rehmer. Terry Edelstein proposed amending the minutes to reflect that Deputy Commissioner Katharine Lewis was present at the meeting. The friendly amendment was accepted. The minutes as amended were approved by voice vote.

• June 7, 2013: Motion was made to approve the June 7, 2013 meeting minutes by Nancy Roberts; seconded by Pat Johnson and approved by voice vote.

➢ Presentation and discussion of Work Group draft recommendations:

• Jobs Work Group: Commissioner Macy, Work Group Co-Chair, states that the 5 stated goals of the group are to: 1) project workforce needs of the future by working with DOL to assemble data on nonprofit employment and wages; 2) recommend a plan to work with SDE to develop plans for secondary and higher education to train the future workforce; 3) work with Dept of Veterans’ Affairs to match health and human service workforce needs and potential workers; 4) Work with DECD to develop incentives for nonprofit businesses; 5) project workforce skill requirements for the future taking into consideration the impact of the Affordable Care Act. The Group will focus on the first two as their primary goals. The Work Group tabled the ACA issue. A question and answer period and discussion followed the presentation.

• Population Results Work Group: Work Group Co-Chair Ajit Gopalakrishnan on Population Results stated that the Work Group is has 3 goals: 1) Explore and document existing process and practices within government, nonprofit and philanthropic entities for connecting population results to outcome measures within service contracts; 2) Refine the list of population indicators and finalize for adoption by Cabinet; 3) Recommend a structure for organizing and maintaining population indicators and support for application of framework.

Mr. Gopalakrishnan reviewed two draft recommendations for Cabinet consideration: 1) Any state agency that awards health and human services POS contracts should have an intra-agency team (that includes data, operations and contracts) to support the incorporation of performance outcome measure in POS contracts; and 2) The CT Data Collaborative web portal is the recommended structure for organizing and maintaining the population indicators.

Discussion followed.

➢ Timeline for Submission of Annual Report to Governor Malloy: Terry Edelstein reminded the members that the Cabinet’s report is due by Sept. 1st. In order to meet complete the report in time, the Cabinet will have to adopt Work Group recommendations at its meetings on August 14 and 21.

➢ Next Phase of the Cabinet’s Work: Future meetings will include brainstorming sessions about the next phase of work for the Cabinet.

➢ Adjournment: Co-Chair DeBiasi adjourned the meeting at 11:42.
