Arkansas Professional Pathway for Educator Licensure (APPEL) Program Instructional Site

Ark. Code Ann. ? 6-17-409 (2016) established that the State Board of Education may offer and operate a nontraditional licensure program, currently known as the APPEL Program. The program is administered under the auspices of the Arkansas Department of Education (ADE) Division of Elementary and Secondary Education (DESE) and is monitored by the Office of Educator Preparation (OEP).

This notice is being issued to solicit letters of intent to host one or more Instructional Module delivery sites for the DESE Arkansas Professional Pathway for Educator Licensure (APPEL) Program. All Arkansas Educational Service Cooperatives, two- and four-year colleges and universities, and local school districts, within the state of Arkansas, are eligible to apply for funding.

APPEL is an alternative teacher preparation route to obtaining an Arkansas teaching license. It is for college graduates holding at least a four-year degree. The goal of APPEL is to prepare educators who understand what accomplished beginning teaching looks like in a classroom, and more importantly, to demonstrate how effective teachers design lessons, provide instruction, build classroom communities, and utilize assessments to facilitate student learning.

To accomplish this goal the program performance objectives and measures are laid out in Sections II-V of the attached APPEL Discretionary Grant Application Notice. This and other attached documents provide detailed information for planning purposes for those who intend to host an APPEL site in SFY21.

The preliminary submission of this Letter of Intent and the APPEL LOI Application Form must be submitted by February 15, 2020. The formal Discretionary Grant Application will be submitted by April 1, 2020 through the DESE Grants Management System (GMS).

Checking the boxes and completing and signing below indicates the intent of the entity to host one or more Instructional Module delivery sites for the DESE Arkansas Professional Pathway for Educator Licensure (APPEL) Program.

Yes, we intend to host one or more Instructional Module delivery sites for APPEL in SFY21.

We understand that we must have at least 8-10 participants to justify establishing an APPEL Site. The number of participants will not be available until all APPEL applications are submitted on May 29, 2020. If there are not enough participants in our site to feasibly establish an APPEL site I understand that the site will not receive any grant award funds.

We understand that this LOI and the Assurances form must be completed and signed and uploaded to the completed APPEL LOI Application Form and submitted by close of business on February 15, 2020 to be considered for approval for the formal grant process in mid-February to early April.
