ST. JOHNS CITY COUNCILREGULAR MEETING MINUTESJune 10, 2015The regular meeting was duly posted. Mayor Ryan Patterson called the meeting to order at approximately 6:40 p.m. in the City of St. Johns Council Chambers at City Hall. ROLL CALL: Mayor Ryan Patterson, Vice Mayor Spence Udall, Councilman Tony Raykovitz, Councilman John Richardson, Councilman Pete Hancock, Councilwoman Kay Hauser, and Councilman Michael Cirivello.STAFF PRESENT: Interim City Manager Paul Ramsey, Financial Director/Clerk Timothy Hinton, Deputy City Clerk Cindy Lee, Chief of Police Daniel Brown, City Attorney Bryce Patterson, Fire Chief/Airport Manager Gary Liston, Assistant Fire Chief Jason Kirk, Assistant EMS Chief Jean Kirk, Police Sergeant Paul Albert, Compliance Officer Ramon Morales, and Police Officer Miles Crosby.OTHERS PRESENT: Kelly Waite, Jason Waite, Sandy Liston, John Bondt, and Jerry Campeau. PLEDGE: Councilman John RichardsonINVOCATION: Councilman Tony RaykovitzCALL TO THE PUBLICThis was moved to the end of the meeting.CONSENT AGENDAConsider approval of May 13, 2015 City Council Minutes.Request approval for payment of bills for the May 1-31, 2015. Special details of the bills can be requested at City Hall.MOTIONMotion was made by Councilman Michael Cirivello to approve the consent agenda as stated. Motion was seconded by Councilman Tony Raykovitz.Motion passed 7-0Intergovernmental Agreement with the Dept. of Revenue.Financial Director/Clerk Timothy Hinton commented that the State Legislature changed the law as to how the Arizona Department of Revenue transaction for privilege sales tax and sales tax are collected. The cities do not have the option to collect sales tax any more. The State had negotiated with some cities and the Arizona League of Town and Cities to have a new Intergovernmental Agreement. There are not a lot of changes in the agreement. My recommendation is to approve the Intergovernmental Agreement. MOTIONMotion was made by Vice Mayor Spence Udall to approve the Intergovernmental Agreement with the Department of Revenue. Motion was seconded Councilman Michael Cirivello. Motion passed 7-0Sale of land to the Health Care District.The White Mountain Health Care District contacted Financial Director/Clerk Timothy Hinton inquiring on the sale of the land that the North Country Health Care has its facility on. We have a lease agreement with North Country Health Care. City Attorney Bryce Patterson commented that we can sale the land to the White Mountain Health Care District only to the fact that they are another government entity. We have to follow the contract in sessions 6, 7, 8, and 9 or a new contract. It will also have to be a fair market value and we will have to come to an agreement that the council will have to approve. MOTIONMotion was made by Councilman Michael Cirivello to authorize staff to enact sessions 6, 7, 8, and 9. Motion was seconded by Councilman Tony Raykovitz. Motion passed 7-0Fees for the RV Park – weekly, showers, tent fees.Financial Director/Clerk Timothy Hinton commented that at the last City Council meeting the Council made a change to the RV Park fee’s from $16 a day to $25 a day with a limit of 14 days. The monthly fee and the weekly fee need to be removed from the fee’s schedule. It is recommended that the tent fee of $7 and the shower fee of $4 stay the same. MOTIONMotion was made by Councilman Tony Raykovitz to change the fee structure as stated. Motion was seconded by Vice Mayor Spence Udall. Motion passed 7-0Beautification of Main Street.Vice Mayor Spence Udall asked for this item to be tabled for the Budget Session in 2 weeks. CITY MANAGERS REPORTBANK UPDATEInterim City Manager was unsuccessful in contacting Mr. Merrill, but he did contact Vickie with National Bank of AZ and she commented that she was not sure when the exact date would be that the bank would be coming into town or the place it would be. 4TH OF JULY UPDATEThe program has been scheduled. The triathlon and fun run are in the process of being scheduled, the pancake breakfast for the Boys Scout of America, the BBQ in the park, and the fireworks at night. Please have staff put some of the events in the newspaper and on the radio, also please contact the AZ Republic for advertising.GAME & FISH/PATTERSON PONDNo new updates on the Patterson Pond with the Game and Fish.CITY POLICE CHIEF REPORTSPECIAL OLYMPICS TORCH RUNWe participated in the special event. It has been quite a few years sense we have participated in the Special Olympics Torch Run. It was a great event.100 CLUBThis event took place in Show Low and St. Johns was greatly represented. Thank you to all that came and supported this event.CHEVY TAHOE/FORD TRUCKThe 2005 Chevy Tahoe that Fort McDowell donated to us is now been traded for a Ford Truck, to the Springerville Police Department. EAGAR POLICE DEPARTMENTWe went up and helped with the incident that happened on May 23rd. The VIP’s and the Explorer’s also came to assist. The Explorers set up to feed all the officers. We had a lot of positive feedback on the all the help form our Fire and Police Department.CALLSWe have had 211 calls for service for this month. We have jumped up 38 calls from last month. We are staying very busy.BILL COXBill Cox funeral services will be in Mesa on the 20th. He was a former St. Johns Police Officer. Mayor Patterson asked Chief Brown to coordinate flowers from the City of St. Johns. FUTURE AGENDA ITEMSCouncilman Raykovitz would like David Day to be at the next City Council meeting.Budget Session will be June 24, 2015 at 6:30 p.m.Main Street Beautification will be with the budget session.CALL TO THE PUBLICReverend John Brendt introduced himself. He just moved here to St. Johns. This is the first City Council meeting that he has attended.ADJOURNMENTMOTIONMotion was made by Vice Mayor Spence Udall to adjourn the meeting.
