The amount of money districts are required to spend for gifted and talented programs is as follows according to Ark. Code Ann. § 6-20-2208, Second Extraordinary Session of 2003 (Act 61):

Local school districts shall expend from state and local revenues not less than the following amounts on gifted and talented programs, in accordance with rules and regulations promulgated by the State Board of Education; the previous year's average daily membership participating in gifted and talented programs, up to five percent (5%) of the previous year's average daily membership, multiplied by fifteen hundredths (.15) times the foundation funding per student.

What program development(s) would improve services to students if additional funding were to become available in gifted/talented education?

GLOSSARY OF PROGRAM OPTIONS

To avoid confusion and to ensure that you are marking the appropriate service option in PROGRAMS AND PRACTICES (A), a glossary of program service options has been included. Please review terms before marking in section (A).

Each of these options is explained in more detail under 8.00 Program Options, Gifted and Talented Rules and Regulations: Program Approval Standards, pages 19-24. No matter which administrative arrangement is used, a minimum of 150 minutes a week direct instruction must be provided for formally identified students.

Cluster Grouping - Groups of gifted students are placed in a regular classroom.  An approved teacher of the gifted provides instruction and curriculum to meet their special needs (ELEMENTARY / SECONDARY).  Class size should be consistent with state standards. 

Whole Group Enrichment - An approved teacher of the gifted works with the classroom teacher to design enrichment curriculum for the whole class. The teacher of the gifted and the classroom teacher may organize teaching responsibilities as needed. The delivery of services to students must be at least 30 minutes a week. If this is the only option for serving identified students, it may not be used beyond grade three (ELEMENTARY K-3).

Resource Room (Pull-Out/Send-Out) - Gifted students participate in classes in which they receive instructional services different from those normally provided in the regular classroom. Students have the opportunity to work at the level of their abilities and in their area of interest (ELEMENTARY/SECONDARY).

Self-contained classes - Gifted students are provided instructional services DIFFERENT from those normally provided in the REGULAR classroom. All students in the self-contained classroom are identified gifted. A licensed teacher of the gifted is required. All basic subject areas are included (ELEMENTARY).

Seminar - Courses offered in subject matter not normally offered in high school which may be interdisciplinary in nature (SECONDARY). A seminar course must follow the GUIDELINES set forth by the Arkansas Department of Education and REQUIRES approval.

Honors Content - Students of high ability, though not necessarily identified as gifted, are placed in a class which the curriculum focuses on higher levels of thinking and complexity in a specific content area (SECONDARY). The content teacher must have completed an Arkansas Department of Education approved staff development workshop related to curriculum differentiation for the gifted. The teacher must attend once and have a certificate or proof of attendance on file with the gifted coordinator.

Secondary Content Class - Gifted students are provided differentiated instructional services in a regular classroom setting by a course content teacher (SECONDARY). The content teacher must have completed an Arkansas Department of Education approved staff development workshop related to curriculum differentiation for the gifted. The teacher must attend once and have a certificate or proof of attendance on file with the gifted coordinator.

Advanced Placement (AP) - Students have the opportunity to enroll in Advanced Placement ®courses. The teacher must complete an Advanced Placement Institute (5 days) approved by the College Board at least every 5 years in subject area and/or other training approved by the Arkansas Department of Education and/or file an Additional Training Plan (ATP) before teaching an AP class. Beginning in 2007, the AP courses must be approved through the College Board Course Audit and certified. (SECONDARY).

Pre-Advanced Placement (Pre-AP) – Students have the opportunity to take a class in which the curriculum focuses on higher levels of thinking and complexity. The Pre-AP curriculum is designed to prepare students for AP classes (SECONDARY). The teacher must complete an approved Pre-AP training course at least every 5 years. This may include a 5-day Advanced Placement Summer Institute or College Board approved 2-day Pre-AP workshop in the content area. An Additional Training Plan (ATP) may also be filed if the teacher is hired to teach before he/she has attended the required training.

Mentorship - Student works on a regular basis with an adult resource person, matching student interests and needs with the expertise of the mentor (ELEMENTARY/SECONDARY). An approved teacher of the gifted must oversee this option. This option requires written approval from the ADE, Office of Gifted and Talented.

Independent Studies - Student works on an independently assigned project of interest. The project is supervised by the approved gifted teacher (ELEMENTARY/SECONDARY). This option requires written approval from the ADE, Office of Gifted and Talented.

Magnet School – School (or component within a school) which is designed to attract high interest/ability students to its particular curriculum.

ASMSA - The Arkansas School for Mathematics, Science and the Arts is a residential school for high ability learners (SECONDARY). If you have students from your district residing at ASMSA, please mark accordingly under program options.

International Baccalaureate - This program of study is sponsored by the International Baccalaureate Office in Switzerland. (ELEMENTARY/SECONDARY).

Concurrent Credit/Dual Enrollment – Student is enrolled in college course through a college or university while attending high school (SECONDARY).

Other – This option should only be marked if the program service your district is providing is not described in the above mentioned program options. You MUST explain what the option is.
