Can we get copies of the latest annual fire alarm inspection reports so that we can use that report to determine how many duct smoke detectors will be required?Can the designer review these reports and provide the counts for these so that all bidders are bidding the same quantities?Dallas College Response 1: Inspection Report Attached.Bidder Question 2: 2.22 Speaker performanceThe specification delegates the speakers’ performance to the contractor for speakers' quantities to meet recommended sound & intelligibility levels as delegated part of the design.The contract drawings should be used for budgeting purposes with a small safety factor for modification. Not uncommon for specification to require an allowance of additional speakers such as 10%. The verbiage used delegates no matter how many speakers are required; it's the contractor's responsibility.Usually, EASE Evac sound modeling is done shop drawing process unless the project is completely delegated. The contract drawings should be used for quantities.Normally ADT would provide an ADS (acoustically disguisable space plan) showing intelligibility goals based on speaker layout provided by contract drawings. Below is an example of such a plan.Dallas College Response 2: This appears to be a statement from the contractor, not a bidder inquiry. The following clarification is provided to assist bidder:It is the contractor's responsibility to ensure all audibility and intelligibility requirements comply with NFPA 72 and applicable codes.Specification 28 31 76, Section 2.22, N states: “All speakers shall be set, tested, then adjusted as required to meet NFPA intelligibility requirements. The contractor shall provide 5% additional speakers in bid price for use during installation and testing.”Bidder Question 3: 1.05 B Project SuperintendentPlease clarify if the project superintendent can be a working foreman. Usually, the project foremen would report to the project manager, coordinate different personal onsite & attend all project meetings.Dallas College Response 3: The following clarification is provided: The project superintendent shall be a factory-trained installer NICET Level III or greater state- licensed fire alarm technician directly employed by and licensed under/to the contractor.Bidder Question 4: 101 G CO DetectionThe specification stats in two sections provide CO Detection as required by code. The drawings do not show any CO Detection. Please clarify as some states & local jurisdictions have CO amendments to IBC requiring CO detection in all use groups.Dallas College Response 4: Per the City of Irving Adopted Code: 2015 IFC Chapter 1103.9. “Carbon monoxide alarms. Existing Group I-1, I-2, I- 4, and R occupancies shall be equipped with carbon monoxide alarms in accordance with Section 915, except that the carbon monoxide alarms shall be allowed to be solely battery operated.”College Buildings primary occupancy use is “Group B” as defined by 2015 IFC/IBC: Carbon monoxide detection is not required.Bidder Question 5: 2.09 B Level II Survivability for cables extending floor to floor.Please clarify if CI or any special rating in addition to normal physical protection is required?Usually, a sprinklered building not using selective evacuation by floor doesn't require CI cable. CI cable for fiber or local circuits would significantly affect the installation cost if required.No delayed or selective automatic evocation applies to each building. Usually, amplifiers are limited to floor or area they serve & SLC would be dedicated or have isolation modules to limit a circuit fault to the circuit covers area.Dallas College Response 5: Comply with Specification 28 31 76, Section 2.09, B: All wiring risers that extend from floor to floor shall provide a two-hour survivability rating as defined by NFPA72 and in accordance with the City of Irving requirements. Class A or X, Pathway Survivability Level 2.Bidder Question 6: 3.03 C Software (programming software utility)The specification requires the customer to get EST windows-based software unitality & database. Please be advised only factory-certified personnel can installed & license software. Is a single technology such as Napco StarLink Radio acceptable?Dallas College Response 7: Contractor shall utilize AES Radio Mesh communicators as specified.Bidder Question 8: General Info: Fire Alarm Annunciator PanelThe specification doesn’t go into detail, for bid purpose a standard annunciator (FAAP Symbol) with display & basic control was used for estimating.Please clarify if any or some of the annunciators are used as LOC (local operator controls). Normally a LOC will have Display, remote microphone & additional switches for selective paging.Dallas College Response 8: Specification 28 31 76, Section 2.20, B, 23: “The fire alarm system shall be equipped with LCD Annunciators as indicated. The LCD Annunciators shall have a minimum of 80 Characters and shall provide duplicate information received at the main fire alarm control panel.” In addition, annunicator locations “FAAP” Symbol are not intended as “LOC” with remote microphone & additional switches for selective paging.The entire system shall be networked and network voice. The contractor shall coordinate all network voice messages with Dallas College.
