It covers the latest infographic from the MOD FAM Project Team which focuses on the development of the FAM trial (also known as the pilot). As with the previous versions, please could you give both documents the widest possible circulation, including to families. 2.Tenets of FAM. The aims of FAM remain unchanged: the FAM project aims to expand entitlement to subsidised accommodation and to support both mobility, offering greater choice through use of the private rental sector, and stability through support to home ownership. 3.FAM Trial Decision Making. The main elements of FAM policy and the operating model necessary to deliver it are being finalised and the intention is to launch a trial of FAM at five sites across the UK.? A paper describing the scope of the trial - the policy, implementation plans, and costs - and seeking authority to proceed will be presented to the Service Chiefs and then to the People Committee of the Defence Board this summer. Formal approval, if granted, will be by a written ministerial statement in the autumn. 4.Trial Overview. The shortlisted Army trial sites are Aldershot and Catterick with ‘go live’ dates of Mar and Apr 19 respectively. The trial will focus on: the impact on the lived experience for Army personnel and their families; providing real world data to compare against the behavioural and market assumptions on which FAM is predicated; testing the impact on unit cohesion and the effect on the military community and providing feedback to refine FAM policy and the supporting operating model.? The final go/no go decision for the full roll-out of FAM will be the subject of a Main Gate business case in 2021.? On current planning, participation in the trial will be voluntary however if take up is assessed to be insufficient to produce the necessary evidence to make a decision on FAM at the end of the trial this may change.5.Impact on Army Personnel.a.Those already serving in one of these garrisons when the trial starts may choose to take up a FAM option but will be under no obligation to do so. The trial will, however, affect all those personnel and families assigned to the trial sites after go live. They will be informed on their assignment order that they are posted to a FAM trial site and will be required to express a preference for a FAM option: SLA, SFA, private rental sector or to receive support for home ownership (if a new homeowner once posted to a pilot site). A bespoke support team, to be known as the FAM Cell, will be established at each of the trial sites to help management of the accommodation preference process. It is important to note that it will not be possible to guarantee completely free choice because the availability of SFA properties is finite and, if uptake is significantly higher than expected, funding for private rental sector properties may be capped. It is important to note that no SFA will be disposed of during the trial period. b. Rental payments for those who choose to rent privately are as follows: for personnel with no dependents the rental payment will be approximately equivalent to half the cost of a 2 bedroom property in the location to which they are assigned. For those who are married, in a civil partnership or in a long term relationship, the rental payment will mean that people will pay approximately the same in the private market as they would for SFA. For those who decide to rent, financial assistance in the form of loans for the deposit and the required rent will be available via JPA. An on-line calculator is being developed to enable those posted to the trial sites to calculate the actual rental payment they would receive to inform selection of their accommodation preference. Support will also be available in the form of e-learning, the FAM website and information leaflets to help with the process of moving into the private rental market. 6.I hope that you have found this information useful; we should expect more detailed information after the summer.
