April 2007 - Hallie League Rules (2. & 3.) Made Scheduler contact for scheduling makeup games, (6.) Added face mask requirement for all levels. Tball Division (2.) Changed strike rule, (12.) Added "Scores will not be kept" Senior Division (1.) Created "Mercy" rule

April 2008 ? Tball Division Rule (5.) & removed overthrow rule. Junior Division Rule (10.) changed drop 3rd strike to can not run.

April 2009 ? Tball Division (7.) added normal softball positions, all outfielders including rover on the grass. Modified Division Rules ( 9.) play is over, added Rule (11.) one base on an overthrow, (12.) added all 4 outfielders including rover on the grass, added (16.)

May 2010 ? Hallie League Rules corrected game time limits. Modified Division updated 11, 12, 16, added 17. Senior Division added pitching distance and allow steel cleats.

April 2013 ? Updated Org Chart to ad Coach Pitch. Tball Division added rules 8 & 9, Rename Modified Division Rules to Coach Pitch, Rule 1 added "Coach pitching must start in circle", added Rules 13 & 14. Added new Modified Division Rules. Juniors changed pitching distance to ASA 40'. Intermediates added rule 2 pitching distance 40'

April 2014 ? Coach Pitch revised rule 3 to add 10 pitches is out, revised rule 11 removed half season requirement. Modified revised rule 6 added position of pitcher while coach is pitching, revised rule 7 "player hit by pitch will take their base". Intermediates changed rule 2 pitching distance to ASA 43'

May 2015 ? Modified Division Hit By Pitch rule changed. Coach Pitch & Tball added composite bats not allowed. May 2016 ? Coach Pitch Rule 2 added time limit, Added Rover Rule. April 2017 - HGS League Rules added "games may end in tie", updated time limit rules. Tball added time limit. Coach Pitch added pitching machine, time limit, number of pitches, coaches not in infield. Modified added pre-game meeting, time limit, returning pitcher, strike zone, thrown bat, runner halfway, fielding, play stoppage, over throw, hit to outfield and courtesy runners. April 2018 - Tball added max team size, removed number of players required for a game. Coach Pitch added coach to assist catcher. Modified changed pitchers to 2 innings, revised hit by pitch rule, added leading off, added coach to assist catcher. April 2019 ? Modified changed coach pitches to 3, changed hit by pitch rule. April 2021 ? Coach Pitch changed to coaches pitching, no catcher, no umpires, no plays at home plate.

Election and Terms of Officers

The election of the league officers is done on the night of the January meeting. The offices of League President, League Vice President, Division President and Division Vice President are one year terms. The presidents of each level (6) are the previous years vice presidents such that each year a new vice president is elected at each level. This concept gives the president one year of tutoring to become the following years president. This is not to say that an individual cannot hold the presidency for more than one year. If he desires, he may seek re-election for the position. Under these circumstances the vice president can also be the same, or a new person may be elected to the position.

The Secretary and the Treasurer positions are two year terms. The Hallie Youth Days Chairman and Co-Chairman are one year obligations. The League Scheduler is an ongoing obligation filled by a volunteer with experience in scheduling.

Each Team shall have one vote in all elections, and in any matter brought before the league. League officers do not have a vote, unless they are acting as a representative for a team. EXCEPTION - In the event of a tie, the League President shall cast the deciding vote. The League President may only cast one vote, either as League President or as a team representative.

Duties of Officers:

League President

A. Order and purchase trophies for the league champions, the All Star games, and Hallie Youth Days.

B. Preside over all meetings. C. Coordinate all activities between division presidents. D. Oversee all functions of the league. E. Order and purchase all equipment. F. Purchase and distribute to division presidents, shirts, hats and pictures for all teams. G. Reserve meetings and registration dates with the manager of the Eagles Club, provide

registration forms, log sheets, and money for making change at all registration sessions. Maintain waiting list for each Division. H. Work with the chair-person for Hallie Youth Days. I. Oversee the distribution and collection of tickets for Hallie Youth Days. J. Coordinate the All-Star games and annual picnic. K. Promote girl's softball. L. File WI Nonstock Corp. Annual Report form and Federal Form 990 with the assistance of the League Treasurer. M. Any other matters not listed involving Hallie Girl's Softball that may arise.

League Vice President

A. Assist the League President in any way required. B. Preside over league meetings in the absence of the League President. C. Contact the studio selected for league pictures D. Coordinate the ticket distribution and collection for Hallie Youth Days. All monies

collected will be given to the Hallie Youth Days Treasurer. Tickets will be distributed at registration.

Division Presidents

A. Preside over meeting of the division coaches. B. Organize a draft if required. Provide each coach with a list of draft eligible players and a

list of protected daughters. C. Hire the umpires and scorers (if required) for their division games. Provide a list of

umpires/scorers and number of games each umpired/scored to the League Treasurer for payment of umpires/scorers. This should be done on a weekly basis. D. Obtain team rosters, shirt and hat orders, and equipment requests from division coaches to be given to the League President. E. Maintain and post division standings. F. Schedule practice times on the field(s) that his division is responsible for.

Division Vice Presidents

A. Assist the Division President in any way required. B. Preside over Division meetings in the absence of the Division President.

League Secretary

A. Attend each meeting, report the minutes from the previous meeting and maintain notes of the meeting in session.

B. Keep meeting minutes organized for future reference.

League Treasurer

A. Attend each meeting and present a balance sheet of the league funds. B. Be responsible for the league bank accounts (checking and saving). C. Collect receipts and deposit accordingly. D. Pay all bills as they are received and voted on. E. Pay umpires of all divisions. F. Fill out WI Nonstock Corp. Annual Report form and Federal Form 990 if required.

Coordinate this function with the League President.

League Scheduler

A. Make out and distribute schedules for each division's league games. B. Make out and distribute schedules for Hallie Youth Days. C. Make out and distribute a field usage report.

Duties of Coaches

A. Attend each league meeting and participate in the operational functions of the league as may be requested.

B. Call the members of the previous years team roster to inform them of registration dates, times and where registration is to be held.

C. Organize their team roster, equipment request list and hat/shirt orders. D. Develop the skills of each player by providing an adequate number of team practices for

teaching softball fundamentals. Promote sportsmanship and teamwork. E. Tickets - Assist in the distribution of Hallie Youth Days tickets to each team member,

and the collection of money and ticket stubs. Money and stubs should be turned into the League Vice President at least one week prior to Hallie Youth Days.

Meeting Days and Times

Meetings of the Hallie Girl's Softball League will be held on a monthly basis from January to September. Meetings will be held on the first Monday of the month in January thru April, and the first Tuesday May thru September at the Eagle's Club, unless otherwise specified. The meetings for January thru April, and August thru September will commence at 7:00 P.M. The meetings for May thru July will commence at 8:00 P.M. This later time is to accommodate officers, coaches and members who may be involved in games due to the season being underway.

Pictures

The league has obtained the services of Jacobs Photography to take league pictures. The league does not pay for any pictures. Optional packages are made available by Jacobs Photography and the parents must decide from the order envelope what options they desire. Envelopes are handed out by the coaches and returned by the players on the day the pictures are taken. Pictures are usually taken at the first game, but may be rescheduled by contacting Jacobs Photography. It is the responsibility of the League Vice President to obtain the envelopes from Jacobs Photography and distribute them to the division presidents who, in turn will distribute them to each team coach. Jacobs Photography will notify the League Vice President when the pictures are ready.
