Executive Summary
Executive Summary
The New South Wales Department of Planning & Environment (the Department) has partnered with Parramatta City Council to develop a Land Use and Infrastructure Strategy for the Camellia Precinct (the Precinct). The Precinct is bound by Parramatta River to the north and east, Duck River and the Western Motorway to the south and east, and James Ruse Drive to the west (refer Figure 1).
The Precinct is located within A Plan for Growing Sydney's Greater Parramatta to Olympic Peninsula Priority Growth Area.
The Land Use and Infrastructure Strategy will identify appropriate land uses and built form for the Precinct as well as identify transport and infrastructure requirements to support future growth.
As a result of its long industrial history, contamination is a key issue for redevelopment of the Precinct. Significant areas of the Precinct are impacted by contaminants such as asbestos, hexavalent chromium and other hazardous substances. A number of properties in the Precinct are under some form of statutory remediation management.
The Department engaged Golder Associates Pty Ltd (Golder) to undertake a study (the Study) comprising a high level assessment of contamination risks across the Precinct. The objective was to identify the risks which may have a material impact on future land uses, and provide advice on remediation options and indicative costs which would support the Land Use and Infrastructure Strategy and more detailed Precinct planning.
The Study builds on the information presented within Preliminary Remediation Options Discussion Paper, Camellia Precinct, NSW, prepared by Golder for Parramatta City Council (Council) in 2012.
The Study is being undertaken in a staged manner. Stage 1 comprised a high level review of contamination risks across the Precinct, with the findings documented in this report. A subsequent scope of works (Stage 2) will include a more detailed analysis of contamination in the Precinct and will include the identification of potential remediation options and indicative costs.
This report identifies the current land use zoning in the Parramatta Local Environmental Plan 2011 (LEP) and proposed future land uses in the draft Land Use and Infrastructure Strategy for the Precinct and includes a review of the environmental setting, in terms of geology, soils, groundwater, topography and drainage with reference to published data. Existing and historical land use and areas of known or potential contamination were identified through review of available reports, plans, historical aerial photographs, regulatory databases and previous studies, supplemented by a limited `drive-by' of the properties in the Precinct. The data collected in Task 1 was compiled into a geographical information system for interpretative and presentation purposes. A qualitative Contamination Risk Assessment framework was developed to assist with a preliminary ranking of contamination risks on individual sites throughout the Precinct using subjective risk categories. The qualitative risk ranking was then undertaken to classify the risk of contamination on individual properties in the Precinct that may influence the Land Use and Infrastructure Strategy and is presented as a mapped output. Data gaps and the implications for rezoning/redevelopment within the Precinct are discussed.
The key findings of this Study are as follows:
The Precinct comprises low-lying terrain, with decreasing elevation from west to east and draining to
the adjacent waterways of the Parramatta River, Duck River and Duck Creek, located to the north, south east and south, respectively. The eastern third and parts of the northern and southern margins of the Precinct are located below the 1:100-year recurrence internal flood level. Much of the Precinct has been disturbed with the large areas of the eastern and south-eastern portions comprising land reclaimed from estuarine mudflats. The fill materials are overlying estuarine sediments, which are underlain by shale bedrock at depth. Significant areas of the Precinct have been potentially filled with asbestos and chrome wastes originating from historic manufacturing activities within the Precinct. Groundwater is present at shallow depths between one and four metres below ground surface within
