Baltimore City Public Schools “Pay All Year” Program

The annual enrollment for the Pay All Year Program available for all 10-Month, full-time, salaried employees will be available from Monday, May 24, 2021 through Friday, June 11, 2021. Even if you are enrolled in the program for the 2020 – 2021 school year, you MUST enroll again during the open enrollment period.

1. What is the Pay All Year Program?

The Pay All Year Program is an option for 10-Month Full-Time Salaried Employees to spread their pay over the fiscal year. Instead of receiving 21 bi-weekly paychecks with no deposits during the summer, you can elect to spread your salary over the full year in 26 bi-weekly payments. The option reduces the amount of pay deposited to your bank account during the school year in order to provide you with pay every two weeks during the months of July and August.

2. When is the Open Enrollment Period?

The Open Enrollment Period for the 2021 – 2022 Pay All Year Program will be held from May 24, 2021 to June 11, 2021. Only eligible employees will see “12 Month Pay Enrollment” upon signing into Employee Self Service from the BCPS’ ERP Portal page. Once you have enrolled, please verify your enrollment by attempting to enroll again. You should receive the message “Error – Previously enrolled”.

3. Once I am enrolled, can I change my mind and opt out of the program?

After the June 11th enrollment deadline has passed, enrolled employees cannot withdraw from the program until the 2022 – 2023 school years. This is an IRS requirement. Employees are encouraged to consider the reduction in biweekly net pay before electing to enroll as your net pay is paid over 26 dates instead of 21.

4. How do I determine what my gross pay will look like while I am enrolled in the Pay All Year Program?

To determine the difference in your gross pay after you enroll in the Pay All Year Program you would divide your annual salary by 26. For example, if your salary is $52,000 per year, then your bi-weekly gross pay would be $2,000. On the 10 Month Pay Program the employee’s bi-weekly gross would be $52,000 divided by 21.6 equaling $2,407.41. There is a gross reduction of $407.41.

5. Now that I will receive my pay all year, how will my deductions be taken out of my check?

The chart below illustrates the deductions and how they are taken out of your check.

6. Where do I go to enroll in the Pay All Year Program?

From May 24 to June 11, eligible employees will login to Employee Self Service from the BCPS’ ERP Portal page, look near the top of the main menu on the left to locate the “12 Month Pay Enrollment” page to enroll.

7. I am currently a part-time salaried employee, but will become a full-time salaried employee in time for the 2021 – 2022 school year. Can I sign up for the Pay All Year Program?

Upon your assignment change, you will be eligible for the program. Contact the Payroll Office during the enrollment period to sign up for the program. Please note that if your assignment is not changed prior to the beginning of the school year to reflect a 10-month, full-time, salaried assignment, you will not be able to participate in the program for the school year.

8. I am currently a 12-Month salaried employee, but will become a 10-Month, full-time, salaried employee for the 2021 - 2022 school year. Can I sign up for the Pay All Year Program?

Upon your assignment change, you will be eligible for the program. Contact the Payroll Office during the enrollment period to sign up for the program. Please note that if your assignment is not changed prior to the beginning of the school year to reflect a 10-month, full-time, salaried assignment, you will not be able to participate in the program for the school year.

9. What if I am not eligible for the Pay All Year Program or miss the June 11th deadline for enrollment, are there any other options?

MECU offers a separate plan designed to facilitate saving for the summer months. You can contact MECU for more information on their savings program by going to their link at or calling 410-752-8313. Even if you are eligible for the BCPS Pay All Year Program, you can choose the MECU plan and not select the BCPS Pay All Year Program.
