5200015000ADVISORY BOARD MINUTESMay 17, 2018 Meeting called to order at 6 PM with the acknowledgement of PABC’s Candace Nue and Brian Thompson announcing their new positions. MS Candace Nue will be taking Mr. Thomas’ Operations position, Mr. Thompson taking Ms. Nue’s. Minutes from the last meeting reviewed and approved (with one abstain). The valet parking program is headed by Quiera Bryant who will be asked to attend the September meeting.The meeting started with addressing Old Business:Check a liaison Report: Steve Robinson started the meeting off with checking the liaison report for Area 30, demonstrating how to check for addresses and errors in the report. The discussion the petition process and how to double check the accuracy of dwelling units within apartment buildings. Pay & Park by License Plate, task force Update: Joint project with DOT and PABC to realize “virtual parking” in Baltimore. PABC has determined which vendors will be able to make VPP program work but there is a lot of work ahead. VPP is used by 10 agencies but Pay by Cell is virtually everywhere.Update on Major changes/new RPP areas: Steve Robinson went through the updates to:Campbells Lane: 8 am to midnightArea 24 -Greenway 8 am to midnightArea 10 - Seton Hill- no formal request in.Note: Areas must have a 2-hour grace period unless in the Camden Yard Area.Areas created by law must be changed by law.Virtual Permit Parking: dozens of software companies have been contacted across the US and PABC is comfortable that this software can be created. Steve Johnson suggested a task force and Steve Robinson agreed that a “working group” is needed but not in choosing the software company. Steve Johnson shared the work the software selection task force did in replacing the T2 software. Several months and many checklists resulted in the selection of IParq. A show of hands for volunteers for the task force: Debbie, Marlon, Serena, Cynthia, Steve, George, Area 5 Deb O’NeillThe board then moved on to Reports and Updates:New RPP Area Riverside, Petitions may be released May 2018 all Steve Robinson needs is updates from Zoning. There will be a website with all the information as well as the contact information for Jeff Brown, the point person. There was discussion of the Victory House and the new roommate living concept being built at W Cross and S Charles (residents will get a bike when they move in).Note: Riverside RPP area will cut off the 1300-1400 blocks of Light StreetStadium Area, Parking Study update: Brian Davis of Area 19 was conferenced called in. There were no updates from DOT for the Parking Study for the Stadium Area.Demand Based Meter Rates, update: This is coming, Calais can do it. This will drive parkers from over utilized blocks to underutilized blocks. Steve Johnson suggested that there be a 15-20 minute “grace period” at meters. Debbie Alt brought up question of how locations of handicap spots are chosen in the business district – some are situated in less popular business sites. Access to curb cuts/grades etc. were suggested as possible reasoning. If there is a question over a spot, Brian Thompson is the point person.Project Space, Update: The next area is Area 6, Midtown Station North, Howard to Charles 70-90 meters eta mid-JulyParking Enforcement Update: There was a discussion of Fells Point of no protection from tourists, despite the RPP permits, the fine is but a “flea bite” – inconsequential. Suggested raising the fine to $102, and stadium even fines would then have to be addressed. Fines are not posted on the signs. Steve Johnson suggested that the fine amount be posted on the signs. Incremental fine increases do not help with one-time visitors. Lt. Christian reported that 809 stadium event and 4030 RPP citations have been issued from March 13 to date.The Advisory Board could make a formal request to DOT.Briefing, New RPP Metric & Survey: Steve Robinson said that after a resident purchases a permitThey will receive an email asking how the experience was. No one at PABC cares about the money, it’s all about creating RPP areas and managing them, currently PABC has a B, B- grade.The board moved on to New Business:Pilot Steps to Launch proposal, request for review/approval (Attached)Where there are multiple community associations, who decides to accept VPP or stay with paper? The working partner. Can we get bullet points to guide community outreach presentations? Yes.#10 / Doug: There needs to be one set of rules; Steve Robinson disagreed. Each neighborhood decides their rules.Motion: The Advisory Board adopts the March 18, 2018 “Pilot Steps to Launch” as a roadmap to get the project started.Motion made by Doug Armstrong, Seconded by Brian Thompson et al.
