August 20, 2018 Board of Director Meeting MinutesSINCLAIR HEIGHTS HOME OWNERS ASSOCIATIONP.O.BOX 425PORT ORCHARD, WA. 98366EMAIL: ?mysinclairheights@???WEBSITE:???Minutes from the HOA Board of Directors Meeting held on August 20, 2018 at Sandy Foster’s home.Attendance:The meeting was attended by all five of the current Board members: President Barb Hemphill, Vice President Judy Karlsen, Treasurer Joe Rempe, Secretary Fred Radovich, and Member at Large Sandy Foster, as well as Charlie Hemphill and Richard Foster.??President Barb Hemphill called the meeting to order at?5:02 pm.Minutes:The minutes for the June 4, 2018 Board Meeting were unanimously approved.Treasurer's Report:The Treasurer's Report and Budget Updates were discussed and unanimously?approved.???All of the Monthly Treasurer's Reports are posted on our website . ??Welcome gifts:Five new owners were identified in Sinclair Heights since the last Board Meeting on June 4, 2018.? All new Owners have received welcome gifts. ?Old Business:A few Owner’s Lamp Post Lights were blocked by vegetation which effectively prevents the Light from lighting the front of their homes.? Email/letter reminders to keep their vegetation trimmed back were communicated to each involved Owner.? No non-working Lamp Post Lights were noted at this time.? If any owner or renter notices a non-working Lamp Post Light, please report it to the Board.? Each resident’s Lamp Post Light provides a level of security for not only that resident, but for their neighbors as well.Last year, we setup a new HOA email address, which is ? HYPERLINK "mailto:mysinclairheights@" \t "_blank" mysinclairheights@.? The Board also set up a new HOA website, which is located at?.? We encourage all owners to check out the information we have posted there, such as meeting minutes, special events, home safety tips, and Disaster Preparedness documents and informational videos from FEMA.?The Board would like to remind again all Owners to pick up after your dogs.? Please take bags with you when you take your dog for a walk around Sinclair Heights and dispose of your dog droppings in your own garbage can.? Parents, please remind your kids of this if they are walking your dogs.? Owners, please pass this message on to your renters.? Thank you.The Board once again discussed their concern about vehicles traveling way too fast coming downhill from upper Calistoga to the intersection between Tufts and Medallion.? Many residents walk their dogs across that intersection and this downhill traffic is a threat to their safety.? The posted speed limit in Sinclair Heights is 25 mph.? However, this particular intersection should be driven at a considerably lower speed due to the safety concerns of pedestrians.? Any Owner who observes excessive speeding at this intersection, or any other location within Sinclair Heights, is strongly encouraged to get the license plate number and call in a complaint to the Kitsap County Sheriff’s Office.? At our August 20, 2018 meeting, the Board authorized purchasing two “slow down, children at play” signs to be installed in the ground at that intersection, visible to all traffic coming up or down Calistoga, to help deter drivers going too fast.New Business:The Board discussed barking dog complaints.? One of our Board members offered to meet with the renters at one home to discuss the issue.? The Owner of that property will be contacted if the situation does not get resolved with the renters.One of our mailbox stands on Tufts Ave. in Sinclair Heights is badly rotted out and needs repair.? The Board will obtain a repair cost estimate and will authorize the repairs to be made. The Board previously contacted an Owner about trimming back a tree on their property that is blocking another neighbor’s territorial view, which is a CC&R violation.? That Owner was out of town on vacation and agreed to resolve the issue upon their return home this week.The Board again discussed setting up an annual audit for both HOA checking and money market accounts to provide transparency to all Home Owners and a level of protection for the Board.? Charlie Hemphill offered to do an informal initial audit of all of the Treasurer’ records turned over to the Board at the June 4, 2018 Board meeting by ex-Treasurer Don Cheney.? Charlie will complete his informal audit in December, so that information will be ready to present to all Home Owners who attend our Annual Home Owners meeting in January.Our Bank of America checking account has been changed from a Business Fundamental Checking to Business Advantage to avoid a fee for adding additional Bill Pay users.? Our Treasurer Joe Rempe will transfer money from our savings and place in checking to maintain proper amount to prevent a monthly fee if we get below a minimum balance of $15,000 in checking.The annual Sinclair Heights HOA picnic will be held on Sat., September 8, 2018 at 1:00 pm at our Medallion Common Area.? Reminder emails will be sent to all Owners, as well as mail box flyers will be hung on each mail box stand and a Sign on the light pole as drivers are leaving Sinclair Heights.? As in the past, the HOA will provide pre-cooked meat, soft drinks, water, paper plates, and plastic utensils.? Please bring folding chairs and card tables to setup on the Medallion Common Area lawn.? This will be a potluck event, so all attendees are requested to bring a side dish to share.? All Sinclair Heights Owners and Renters are welcome to attend.? Owners with Renters, please pass this invitation on to your RentersAs noted in the February 12, 2018 Board Meeting Minutes, the Board requires all Proposed requests by an Owner to pursue a special project follow the procedure outlined below and posted on our HOA website:Per the meeting minutes from Feb. 13, 2017 HOA Board meeting, under New Business:?The Board discussed the procedure to be followed regarding any request by an Owner to pursue a special project.? In all cases, any request from any Owner must be submitted in writing to the Board, via our HOA email address listed above or via a letter to our P.O. Box also listed above.? That written request must detail what the proposed project will entail, including an approximate cost estimate, proposed time frame, and any other details of the proposed project.? All five Board members will then review and discuss the project and will respond in writing with our decision in a timely fashion.?
