Approval of MinutesSeptember minutes will be held until the November meeting, as there was not a quorum present.Funding Tool ReviewJonathan Glen and Sharif Deveaux reviewed the updated funding tool, which should simplify the funding process. The new one should be more straightforward and more consistent with the RFP. In addition, they wanted to make the tool more objective. Council members provided input on the changes. The new form will be used in the funding process for the unallocated funds. They would like members to continue to evaluate the form and provide input as needed. Program Monitoring Form RevisionChristy Famolare reviewed the proposed monitoring form revisions. The purpose was to make the form simpler and more aligned with the program agreement. The Council members discussed which variables - recidivism, termination from program, gang involvement, etc. - best measured the success/performance of the programs. Christy will make the suggested changes and bring back to the group.Christy noted that she is short several liaisons. They will most likely skip the October quarterly report, due to the RFP’s, and resume in January. Ginny Satterfield recommended that we should do the monitoring for the new program, Communities in Schools, to make sure they are on the right track.DPS/Raise the Age (RtA) UpdatesJCPC’s have been given the go ahead to issue the RFP for additional DPS funds. The guidelines are the same as for the initial RFP except there is no required match. Capital expenditures do require a cash match. Lynne Fleetwood will be sending out a letter soon about the new allocated funds. Ginny Satterfield will get this on the Board of Commissioners’ agenda as soon as possible so that the additional funds can be added to the budget. We can advertise the funds prior to the Board’s vote.SPEP scores will be out in about a month. Program enhancement plans will follow. Liaisons should make sure that programs have data ready.DPS Community Programs team is hoping/planning to provide training for providers. Training will focus on RtA rules and guidelines and information about the new population. DPS had mandatory a mandatory 3 days of training. There will not be a big dump of 16 and 17 year olds; it will be done gradually. JCPC Program Reports to JCPCCommunities in Schools is still recruiting for their after-school program. The Choice Bus will be in town next week. It talks about the impact of decisions you make.Guest Wendy Wright, from Empowered Citizens, announced that they provide alternative peer groups, mental health and substance abuse education and treatment. They meet at local churches every Tuesday, from 5:00-7:30, and create a safe environment for kids to get peer support and talk about issues like bullying, social anxiety, and substance abuse. 4H is looking for more referrals to their Fall afterschool groups series.Sean Ingram shared a success story about a youth who was at risk for court involvement who is now preparing to attend college. Troy Johnson, from YM4C, announced that they are partnering with the Y to provide six monthly programs, called ManUP Barber Shop Talk. The programs are held at local barber shops and incorporate positive conversation and fellowship. Local law enforcement and community leaders are invited to join in on conversations.?Teen Court referrals have picked up and they are anticipating even more increases as a result of RtA. They are in talks with the State about starting a pre-trial release program with 16 and 17 year olds who are charged with A-G felonies, to alleviate overcrowding of detention facilties. CORRAL is starting programming at their new Raleigh location. Five court-involved girls will be starting the program.Haven House is preparing for Medicaid Transformation and RtA. The state will be sending out more information about who qualifies for which plan. AnnouncementsAssistance with the funding process is needed. RFP applications are due on October 24. Funding deliberations will take place on November 5 – times to be determined. The next JCPC meeting is scheduled for November 21. Meeting adjourned. ................
