RecycleBank Requested Specific Hallandale Information to Tailor-Fit Costs / Benefits

• RecycleBank now serving 300 communities across 26 states (and United Kingdom)
• Program increases curbside participation 85% to 90%
• Claim that their rewards and loyalty program motivates people to recycle
• Forecast increase for Hallandale: 600-615 tons (from 2,000 tons to 2,600 to 2,615 tons)
• Displace recycled product from garbage stream represents: $44,994 to $46,118 ($74.99)
• Annual Reward value for residents: $576,000 -Claimed (Calculated: $300k to $307.5k)
• Program supports local businesses by partnering to provide redeemable rewards coupons [Example: Redeem points for ‘$5 Off’ coupon at local restaurant]
• Others:
o Special handling for cells, PDAs, laptops, iPods, etc. with mailers
o Partnering with eBay encouraging to buy/sell through eBay –Reuse Products
o Opportunity for residents to donate points to schools through RecycleBank to fund environmental grants from local schools (RecycleBank Green Schools Program)
Program support from RecycleBank:
• Member Care customer service support: emails or toll free phone line (Mon-Fri / 8 AM-8 PM – SAT 8 AM-3 PM)
• Provide monthly reports on recycling participation, efficiencies and analysis
• Provide at a cost of $1 ea RFIDs –Radio Frequency Identification, tags (Total: 4,800 + 10%) for each property for City to install on each recycling container (City needs to match RFID unit to address to build database)
• Provide and install at a cost of $15,000 ea PDCS –Participant Data Collection System RFID reader to two (2) City trucks
• Provide Rewards Redemption Service by awarding participating residents with points based on evenly apportioned average of recyclables collected on the route/day based a their “Community Weighted Base Model” –Example: 10,000 lbs recyclables collected on a route of 500 residents will apportion 20 lbs to each container scanned
• RecycleBank provided Customer Service for Reward Redemption and Fulfillment… converting credits earned to Reward Points either online or by phone
City need to provide:
• Addresses of all households served
• Send letter to residents announcing and introducing the program
• Purchase and install the RFID tags to all collection containers and match the address to the RFID installed
• Acquire and install RFID readers on each collection vehicle
• Provide RecycleBank with daily platform weight of each recycling truck

For up to 4,800 households the fixed fee is $3,265 invoiced monthly ($39,180 annual)
Notes:
a. Cost for RFID physically installed by City to existing container and its association to household address for tracking purposes is approximately the same (±$2 each) as having RFID mailed to household and have resident install it.
b. Program to condominium associations needs to be evaluated – Currently there is no program addressing multi-family properties such as these.

• Typical valuation would be: 100 points = $10 off coupon on $30 or more purchase at “Bed Bath & Beyond” store / 100 points = $10 off on FTD Florists order / 50 points = $4 off coupon on $20 or more purchase at CVS Pharmacy
