Slide 1 _IntroductionWelcome to the Workforce Education Information Session. Today we are going to be talking about the WorkFirst program, Basic Food Employment and Training (or BFET), Opportunity Grant, and Worker Retraining program.Slide 2_Intake Eligibility FormYou can download our intake forms at the Workforce Education Website bellevuecollege.edu/we then click on Application Process on the left hand side and scroll down for our intake forms. To get started we will have you fill out the Intake and Eligibility Form. Please print clearly when filling out your forms. First, at the top, we have your basic information. You do not need to include your Social Security Number at this time, we will gather that information later. Please include your Bellevue College Student ID if you have it. If you don’t have it, don’t worry, we’re going to go ahead and assign that to you when you apply to the college. Please also include your birthdate, address, phone and email address. On the next part on your eligibility information we are going to ask you a few questions, YES or NO. If it doesn’t apply, please write N/A or leave it blank and we’ll go ahead and work with you later on what we need for you to reply to us.(See Form for full questions – See notes below for expanded definitions on certain categories)Immigration Status: If Other, please write in type, such as Visa holder, I-94, etc.Family Income: See the chart on right hand side. Please note this is the Gross Family Income, before taxes.Working with Layoff Notice: Please note we can start with the layoff notice, but you must plan to open your Unemployment claim after layoff. Please speak with your WE Advisor about details on when to open your claim.Applied for Unemployment: You can check YES, if you have applied for Unemployment (UI) but are not yet receiving UI. Discharged from the Armed Forces: Please note, it doesn’t matter what type of discharge.Displaced Homemaker: Dependent on your spouse’s income and lost that primary source of income due to death, divorce or legal separation and has been unemployed or underemployed and need training to return to the workforce to make a living wage for you and your family.Self-Employed example: If you had to close a Mortgage loan business during the last recession, that might have been approved as most of the mortgage industry had been affected. On the other hand, if you had a coffee shop during that same time and closed due to personal reasons, it might not have been considered an industry decline. We would look at situations individually on a case by case basis. If not sure, you can always check Yes and ask your advisor later during your intake.Please turn page over for the next questions.Under Program of Study, if you are unsure, you can write “Unsure”.Under Authorization for Release of Information, please read, then PRINT your name at the top and SIGN and DATE at the BOTTOM.Slide 3_What is Workforce EducationWorkforce Education is here to help you gain work skills to return to the workforce. Training options are posted on our website. You can download that at bellevuecollege.edu/we. Just to let you know we can do Professional/Technical degrees and certificates, ABE, GED, ESL, IBEST and just to let you know we cannot do transfer degrees or most Continuing Education programs. Unfortunately those do not have job related skills for the Transfer Degrees and Continuing Education is unfortunately not a graded type program.Slide 4_Workforce Education FundingIn your downloaded information, you will also find information on our Workforce Education funding. Please note of our 4 programs, all can fund tuition (for college credit classes required for your program of study) until you are eligible for Financial Aid. If you become eligible for Financial Aid grants, Grant money is money you do not have to pay back as long as you continue to make academic progress. The funding is available to pay tuition if you do not have Financial Aid grants. If you have grants, then they will pay first, and then your Workforce funding will be a backup funding source, so it always is important to stay connected with the Workforce Education department to make sure you have that backup in connection to resources. We also have an admissions fee waiver, so if when you apply to the college, we could waive the fee if you are eligible for our programs. Also we can waive the assessment fees for Math and English if it is required for your program.For medical Competitive Admissions Programs we have medical prerequisite funding through 3 of our 4 programs. If you are interested in medical program prerequisites, please note that there are restrictions to that funding. One of them is that you have to place into ENGL 092/093 (one level below ENGL&101) and you need to place into MATH 099 which is Intermediate Algebra (one level below college level algebra). These are requirements to obtain funding. If you have not yet placed in those levels, you will have to either choose another program or you can choose not to enroll in our programs right now and pursue those prerequisites (lower levels of Math and English) through another resource until you place into those levels and then come back and meet with us. Once admitted to the program, then we do once again pay for the program. For required books, under 3 programs we can pay required books until Financial Aid is awarded. If Financial Aid does not pay your full tuition and books, then we can help out with that book funding. Please note Worker Retraining does not have book funding.Slide 5_Workforce Ed ResourcesAs part of the Workforce Education program, we also have some other support resources, including:Connections to employment services through our Career Center at Bellevue College. We also have connections to external support resources; If we find that you might be a good candidate for one of our other support programs, we will send a referral. Also, we have an Item loan program for laptops and calculators. Furthermore, we have our Workforce Education homework lab which is a devoted lab for our students that has a smaller setting and lab help.? This lab is currently closed during the Covid 19 situation, but we will notify when it is reopened.Now we are going to go over the eligibility details for each of our funding programs.Slide 6_ Eligible for Workfirst?WorkFirst is a funding program specifically for students receiving TANF (Temporary Assistance for Needy Families) from DSHS.You need to get a referral from your DSHS Case Manger to be eligible for the WorkFirst program at BC.???? You also need to be enrolled in an approved?Professional or Technical program. The approved programs list is in your downloaded information packet. Please, note that the WorkFirst program doesn’t pay for transfer degrees.You also need to qualify for in-state tuition at the college. In-state residency is assessed when you apply to the college. This includes having lived in Washington in the past 12 months. There are exceptions to those with Refugee/Asylee status. You can check with the Bellevue College residency office if you have questions. Slide 7_ Eligible for BFET?Our next program is the BFET program. If you are receiving federal food assistance from DSHS then you are eligible for the BFET program.? We do advise students, if you don’t know if you’re eligible or haven’t yet applied, we do recommend going to the Washington Connection website and checking it out. ?You’ll notice our guideline for income on the sheet here.? If you are making less than $2,082 dollars gross monthly income and you have a household size of one, then you might be eligible.? We do tell people that we pay for in-state tuition. Please note though, even non-resident tuition is fundable through the cost of the in-state tuition, but the student will have to make up the difference if they are a nonresident through other funding sources.Slide 8_Eligible for Opportunity Grant?To be eligible for our next funding source, the Opportunity Grant, you have to be:A Washington State resident And have no previous bachelor’s degree And meet the income guidelines below.You notice once again, this income guideline is very similar to the BFET eligibility If you are under the age of 24 also they do consider your household income including your parents even if you’re not living with them unless:you’re marriedhave children or have served in the armed forces Slide 9_ Eligible for Worker Retraining?Our last category, the Worker Retraining program is not an income-based program. It is based on other factors. Those would include if you are collecting unemployment, or have a layoff notice and are going to apply for unemployment or you are active duty military with a separation date, or you’re a person vulnerable to layoff who needs training to stay in your field. One example of a vulnerable worker is where Washington State now requires new state certifications for certain early childhood education employees. Or you could also be eligible for WR if within the last four years if you have: - exhausted your unemployment and have not returned to full-time work *or* - if you’ve been discharged from the Armed Forces. It doesn’t matter what the discharge type is. *or* - If you are a displaced homemaker – somebody who provided unpaid services in the home and was dependent on their spouses income, then lost that primary source of income due to death or divorce in the past four years. *or* - Last, if you are a formerly self-employed, but lost your business due to economic factors in the community.Please note, if you are receiving Unemployment, you must apply for Commissioner Approved Training to attend school, regardless of who is paying for school. Details are on our next slide.Slide 10_Receiving Unemployment?If you are receiving Unemployment you need to apply for Commissioner Approved Training (CAT) and also, if you would like, apply for Training Benefits (TB). CAT is permission from Employment Security to attend school and continue to receive unemployment benefits and to possibly waive your work search requirement. You do need to be a full-time student if you want to request that work search waiver. Also, TB is a possible extension of unemployment benefits while in training. Deadlines may apply. For the process of completing, getting a review and sending the application, connect with our Worker Retraining advisor. If you are not yet attending classes, to prevent a hold being placed on your Unemployment claim, it is highly recommended to talk to our Worker Retraining advisor before notifying Employment Security of your school plans.Slide 11_CAT/TB WorkshopIn your downloaded information you will find a flyer on the CAT/TB process. This is to help you in completing your application to make sure that you don’t miss any important points and to explain what supporting documents that you will need to include with your application. It is very important that you have your application reviewed and signed by our office before you turn it in. The school signature is required.Slide 12_Student ResponsibilitiesAs part of being in the Workforce Education programs, we also require that all students apply for the FAFSA through the Financial Aid website, as well as the BC Financial Aid application.? We do this to check for eligibility of other grants not only through the FAFSA application, but also other grants that may require the basic information from the FAFSA.? If you are not eligible for financial aid, then that is where Workforce Education programs will kick in.? So it doesn't mean that you have to become eligible for financial aid, you just have to apply.? The website right here, , will give you more information.? And if you need to look up the status of your application, you can also go to .? Once you've applied to financial aid, you can also connect with our individual financial aid advisor, Ernesto Bowie.? And there is his contact information.? Please make sure that you have applied before you contact him as he needs that information for reference.If you need assistance applying for financial aid or FAFSA, you can connect with United Way Benefits Hub that can help you one-on-one.? To get an appointment with them, you just need to go to their website listed here at (()).Slide 13_Student Responsibilities (con’t)As a part of being in the Workforce Education programs, you also do need to make satisfactory academic progress.? We do give you more information upon intake, but basically it needs to be at least a C average for our general funding programs.? But if you're doing more competitive medical admissions, then they have to be at least a B or better, a B average or 3.0 GPA in order to maintain funding.? Also, we do ask that you continue to keep in touch with your advisor.? Sometimes if we do not hear from our students, then we cannot help them with resources they need and also may require additional work to get reestablished eligibility if we have lost eligibility due to loss of contact.? We also are here to help you, so please feel free to ask for your advisor any question.? If we don't have the answer, we will help you research who you need to talk to or where to go.? Also make sure to check your Bellevue College email frequently as we send all important notices, as well as the college sends important notices, through that email.? Last thing is please make sure, of course, as a Bellevue College student, you also need to follow the Bellevue College policies.Slide 14_What to know before Your 1st Online/Phone Meeting With Your AdvisorDue to the COVID-19 epidemic, we are now scheduling intake meetings online on Zoom and MS Teams, or over the phone. To schedule an appointment, submit?your WE Intake Eligibility Application and your WE Individual Employment Plan (IEP) forms via e-mail. Instructions are on our website at bellevuecollege.edu/we/apply/ Also, submit your BC admission application. Expect your appointment to last one hour. Please, contact us to confirm, cancel, or reschedule your appointment. If you’re eligible for more than one funding program, you’ll be assigned one advisor to guide you through enrolling in our programs.Slide 15_BC Online Admissions ApplicationBefore your appointment please make sure to apply for admissions at Bellevue College. Instructions are also in the downloaded packet. If you are a current Bellevue College student and taking classes then you do not need to reapply. If you had attended Bellevue College but it has been more than a year since you’ve attended college credit classes, then you do need to reapply. Although they keep your student ID number, they take you out of the registration system if you had not recently attended. Also, please make sure that you do not pay the admission fee online.? This is one thing that we will be able to help pay for if you are eligible for our programs. Please note, if you decide not to attend, then the admissions and admissions fee are just taken out of the system, if you do not register for classes for the coming quarter.? This is why we do encourage all students who are interested in our programs to apply, as processing takes about 3 to 5 days, so if you apply now, then your admissions should be processed by the time you meet with your advisor.Slide 16_BC Online Admissions Application (con’t)When you apply for admissions at Bellevue College, please make sure to also include your Social Security Number. This is important as our funding is tied to that requirement. If you do not have a Social Security Number, please contact our office for details on options.Slide 17_Map and ParkingOur college campus is not accessible during the Covid19 quarantine and classes are currently online. Please check the BC website (and your BC email after you receive it) for current updates on campus and class status. When you schedule your appointment, make sure to include your full name, the best number to call and email address, if available.? The advisor will call you at your scheduled time. Make sure that you’re available at that date and time. If you are unavailable, we may have to reschedule.For future reference, when the college campus reopens, our location is B131 on the main campus of Bellevue College. Parking is available in the parking garage. On the 5th floor is a parking meter. Parking is $2 a day, enforced Monday through Friday 6:00am to 3:00pm.
