Terms of reference for designing, developing and maintaining a website for the Institute of Certified Public Accountants of Rwanda (ICPAR)Background and Context ICPAR was established through an Act of Parliament (Law Number 11/2008 of 06 May 2008) with a broad mandate to grow and regulate the accountancy profession. Under this mandate, the Institute is responsible for the regulation of the profession in Rwanda and is responsible for the admission of new members into the institute, the registration and granting of practicing certificates to Certified Public Accountants (CPAs) and Chartered Accountants (CAs), the monitoring of compliance with professional standards, the investigation and discipline of its members and the delivery of accounting qualifications, programs and examinations among others. ICPAR has registered a number of achievements since its establishment. These include: the establishment of governance structure composed of the governing council, commissions and committees, secretariat, etc.; launched the CPA and CAT qualification; became a founding member of PAFA and an associate member of IFAC; established a CPD program; put in place appropriate policies and systems to support operations; developed a five-year strategy to guide its development; secured a permanent home and laid the ground for a robust ICT environment. In order to lay the ground for the development of a robust ICT environment, the institute has established the following: produced an ICT policy; developed an ICT blueprint to guide the development of the ICT infrastructure within the institute; procured appropriate IT systems and infrastructure; launched the initial website and social media platforms among others. As part of ICPAR strategy of increasing its relevance based on the ICT blueprint and its brand strategy, the institute would like to revamp its website to increase its online presence, enhance its internet identity, extend its reach to all its stakeholders, improve its productivity and ensure that it is user-friendly.It is against that background that ICPAR is seeking a Consultancy firm to design, develop, and maintain its website.ObjectivesThe overall objective of the assignment is to design, develop, implement and maintain a web platform for ICPAR. Scope of Work/functionalitiesThe consultant will be required to design, develop, test and implement a web platform (website) within the designated time frame which meets the following criteria:Interactive, appealing, highly usable and responsive web design; Average site load time should be reasonable;Search engine friendly first on ICPAR content as well as linked to Google engine;Able to render appropriately on variety different browsers with mobility feature;Be secured: The designed solution should adhere to security best practices, for example: passwords should not be stored in plain text, all forms of data should be validated, all user inputs should be sanitized, user interactions and activities should be logged, etc. Design and final solution should adhere to accessibilities and compliance requirements as defined by the project team: the web solution should be designed to ensure that everyone, including users who have difficulty seeing, hearing, and making precise movements can use them.Public and registered users (members and students) only areas? Site news trending now, content blocks: the web solution will provide content/screen areas containing: Calendar;Upcoming events;Latest news and site news;Trending topics.Secured and authenticated web access and web solution should be secured in accordance with current best practices for example through the use of SSL certificate and appropriate access control methods. Access to web solution to be authenticated; User administration and registration: the solution should allow users to complete an appropriate user registration process. User registration data and credentials are to be processed by the solution in an appropriate form. The user registration process should adhere to best practices including the use of CAPTCHA and email verification and should be able to scale as needed i.e. no limit on the number of users that can register. Administrators should be able to review user registration/profile details, change user roles/access rights, terminate / close user accounts. User Profile and Account Administration: Users should be able to view and update user-generated information on self, for example, personal details, password and account details, posts, preferences and interests. Privacy Settings Administration: Members should be able to configure how much of their profile information is shared with different users/user groups.Content Management: The solution should allow authorised project staff (or appointed personnel) to edit and update the website including the ability to create, remove, edit and publish content. Site Statistics/Management Reports: The solution should provide authorised users with a number of relevant reports, for example, user registration, site usage, key interests/topics being discussed within the collaborative spaces and other relevant statistical data. Tagging/folksonomy: Users should be able to provide user-generated tags and descriptions of content being added. Calendar, Events, Reminders, calendar integration: Specific authorised users should have the ability to create and administer events and event details. Other users should be able to search for and find events based on specific criteria. Members should be able to receive notifications that an event has been scheduled and reminders of upcoming events. Mass Email/Messaging: The system should provide a feature to allow authorised content administrators (or other authorised administrators) to contact all or group/community members. This feature may be used to facilitate the dissemination of newsletters. Document Management System (DMS): Document upload (any file format) with Description - Who uploaded - Date of upload - File Format etc., creation of new relevant page (if required), Mouse Over description on File Name (compatible to major OS and Browser) image uploaded should be uploaded with the appropriate meta-data including mandatory keywords/tags/fields (will be decided later) – for internal Search Indexing. Search: The solution should provide users with the ability to search for and locate content based on keywords and key phrases. Search should not be limited to articles, pages or other forms of content-administrator created posts but should also include user-generated content found within the community areas. Find a Member feature and Community/Group Member listing Views: The solution should allow users to find a member of a particular community or group based on some relevant criteria. In addition to the aforementioned feature, a registered user aka ”member” should be able to view the list of members of any group that they are a part of. The solution must be able to accommodate the inclusion of transcripts/narrations for video content. Transcripts/Narration may be available in multiple languages. (Video could be uploaded on other websites, with a streaming option on Intranet) Blog: Intranet should be capable of having Blog(s), with different themes/designs (at least 3 themes/designs to choose from). Content Moderation Mechanism: Users/Members who have been granted relevant access rights should be allowed to flag, and moderate other members’ comments/posts. Discussion Forum: Intranet should be capable of hosting a quick and basic level of discussion with and without moderation of comments. Members should be able to view and create posts, edit their posts etc. Survey & Poll: Intranet should be able to survey around 10 to 20 questions and the Polling / voting system should also be available. Public Users and Members Electronic Document Catalogue: Users should be allowed to search for, view and/or download articles and documents. Users should also be able to assign star ratings on articles, videos and other informational content.Use simple, cost-effective techniques to test designs with representative users before implementation of major features such as restructuring the main navigation menu;Offering professional advice concerning website content, structure, and design. The Consultant should be prepared to propose and implement specific developments to meet the ICPAR needs;Propose the latest tools and technology for website development to ensure security;All the features proposed must be user-friendly for both the users and the ICPAR staff that will manage them through the CMS which allows authorized ICPAR (or appointed personnel) to edit and update the website including the ability to create, remove, edit and publish content;The ICPAR website presents a new visual look and its functionalities are enhanced to provide a better experience to users;Designing and producing features, functionalities and facilities that may be needed, including but not restricted to banners, audio and video podcasting facility, video and audio streaming facilities, calendars, forms, interactive facilities, or other new technological features that may arise;Propose and implement web supporting infrastructure, including the IT infrastructure as well as the business continuity, support and disaster recovery arrangements to ensure data security and website availability;Optimize the site for low bandwidth users;Ensure that the website meets business processes, key controls and reporting requirements;The website should provide an automated challenge system that reduces the number of spam comments/posts that either need moderation or slip through filtering mechanisms;Develop a clear and accessible user guide and troubleshooting manual for the website and the CMS;The website must be Bi-lingual (English, French), with English as its default language;The website must maintain for one-year after development and publishing;Adaptive/Responsive(can display on cross-platform/devices ranging from wider screens to smaller screen such as tablet and mobile phone);Provide training to support team and end-users from ICPAR to ensure effective use of the website;The solution should provide users with the ability to search for and locate content based on keywords and key phrases. Search should not be limited to articles, pages or other forms of content-administrator created postsThe website will provide content/screen areas containing upcoming events, Latest news, trending topics, Publications, etc.The Consultant must provide/advise and implement solutions in terms of SEO (Search Engine Optimization and site analysis which includes will Keyword research & analysis, Site analysis, Site content optimization, HTML code optimization, Search Engine submission (free search engines), etc.The website should have the web live chat support;The website should integrate related social media accounts;Develop a user manual and deliver a Training for the support staff and system administrators to perform content upload, system maintenance and administration;Support and maintenance: Administrative and technical support, quality control for 12 months;ICPAR will hold the exclusive right to the website designed and all the content published on the website.Deliverables The Consultant shall prepare:An Inception Report (Creative brief) should spell out how the assignment will be carried out, the resources to be hosted, the timelines for all the milestones and the methodology that will be used in carrying out the assignment and any other matter which the Consultant wishes to raise relative to the assignment;Wireframe’s documentation should represent the different layouts that form the website. The wireframes will used to communicate the structure (how the pieces of the page will be put together), content (what will be displayed on the page), and functionality (how the interface will work). Mockups documentation should highlight how the final website will look, the site’s colors, typography, images and content blocks, etc. The documentation should also include the pages that are significantly different than the home page.The final version of the website.A Project Completion Final Report that summarizes the work performed, the results achieved, and recommendations for follow-on action to further the objectives of the assignment and ensure sustainability. The Final Report should include the latest versions of all documentations. Designed, Developed, Installed, tested, and accepted website ready for hosting evidenced by User Acceptance Test (UAT) Reports.A training manual on website updates and maintenance.A training to the ICPAR staff (IT and user departments)Source code handover: Full source code including all developed libraries shall be handed over to ICPAR (IT Team).All deliverables shall be submitted for sign off by the ICPAR designated representative.The above reports should include topics identified in the project plan. DurationThe assignment will run for 3 months and will be followed by a support and maintenance for 12 months.Required Qualifications and ExperienceThe consultancy firm should demonstrate and provide examples of previous experience in the performance of similar services as follows: Be a reputable firm with at least 5 years of prior experience designing visually appealing and navigation friendly web sites; The firm should provide the qualified staff with following skills: Familiarity and relevant experience in using different Content Management Systems (CMS) Have a broad knowledge of current web development technologies and design tools in the field, and new software and other web programming languages and programs including the use of HTML, XHTML, CSS, etc.Have excellent knowledge of recent trends in graphic design, web sites, including online video publishing, and social media networking; Demonstrate the ability to create innovative and visually appealing design;Key professional staff qualifications and competence needed for the assignment: Web developer: The lead developer is responsible for the overall development process and assures that all code contributed is in line with coding standards. The lead developer has extensive experience (at least four years) in programming and CMS development, including versioning of which at least two years are specific to Word Press CMS. The web developer is an expert in the below scripting and coding languages and standards: PHP, AJAX, JavaScript, HTML (including version 5), CSS (including version 3)or any other latest technologies. The lead developer is an expert in the use and configuration of the CMS, MySQL Database, Apache web server, Experience with other related applications is an advantage. The lead developer is an expert in the use and configuration of the below products and techniques: Search engine optimization, Google Webmaster tools, Google developer tools, Mobile device adaptation. Qualifications: At least hold a bachelor’s degree in Computer Science or related field with min of 5 years of experience.Graphic designer: The consultancy firm should have a team of graphic designers with prior experience in designing websites.Qualifications: At least hold a bachelor’s degree in Computer Science or related field with min of 5 years of experienceGraphical integrator: The graphical integrator supports the development team with the integration of graphic design and CSS elements. The graphical integrator has at least four years of experience with the CMS integration of responsive CSS and graphic design of which at least one year is specific to Word Press CMS. The graphical integrator is an expert in the below scripting and coding languages and standards: HTML (including version 5), CSS (including version 3), PHP, JavaScript (including jQuery).Qualifications: At least hold a bachelor’s degree in Computer Science or related field with min of 5 years of experience.Content developer: The Content developer will assist to write, gather, organize, and edit information from publication on existing ICPAR website to new one in a professional manner. He/She will work with different types of web content which may consist of text, graphics, pictures, recordings, movies or other media that is distributed by a hypertext transfer protocol server and viewed by a web browser. The content developer (team or a person) should have experience of five (5) in content development in English and French languages, should be able to work both independently and with a team. Good possession of digital communication?skills, written and verbal?skills, strategic thinking?skills, analytical?skills, with a good eye for detail.
